And to mitigate the proposed clearing, disturbance, and development of the presently vacant land: 1) all clearing, grading, and ground disturbance is limited to a distance of 50 feet from the top of bluff, 2) a drainage system of leaders, gutters, and drywells is proposed to collect and recharge roof runoff from the new dwelling; 3) additional drywells are provided to contain potential site runoff associated with the proposed pervious gravel driveway, which shall be located more than 100 feet from the crest of bluff and outside Chapter 275 jurisdiction; 4) a project limiting fencing will be installed to control and contain site disturbance during construction; and 5) the sanitary system is proposed on the landward side of the new dwelling and well outside Chapter 275 jurisdiction, at least 175 feet from the top of bluff and 275 feet from the surface waters of Long Island Sound. And the bluff is protected from erosion by an existing retaining wall constructed pursuant to Town Wetlands Permit No. 4525 and Coastal Erosion Management Permit No. 72-1- 1.10, issued in September 1995. Thus, as designed with the incorporated mitigation, the project will protect groundwater quality and supply and will not adversely impact the quality or function of the surrounding ecosystem, adjacent surface water quality, or integrity of the adjacent bluff.
