Eelgrass, or Zostera marina, is one of—60 species of seagrass found across the globe, and the most common seagrass in Long Island Sound. A flowering plant found in coastal waters less than 24 feet deep, eelgrass grows in dense colonies called meadows—critically important habitats that need our help, for it is estimated that 90%of the historic extent of eelgrass in Long Island Sound has been lost. Luckily,there are many things you can do to protect our eelgrass resources,especially here on Fishers Island,which is surrounded by roughly 350 acres of eelgrass, making up 25%of all the seagrass remaining in Long Island Sound. Let's work together to save our seagrass! Why is seagrass so important? D E C E n Water Quality l) - Eelgrass beds can absorb excess nutrients from runoff and natural sources -This improves water quality and clarity, and prevents algal blooms Stronger, More Stable Beaches ggSouthold Town -The network of eelgrass roots traps sediments, allowing sediment to accumulate o the seab�a d Trustees than circulate in the water,again improving water quality -Sediment accretion dampens wave action on the shores, preventing erosion and providing storm surge protection, keeping our sandy beaches beautiful Critical Habitat - Eelgrass meadows provide nursery grounds, adult habitat, and food sources for a variety of fish, shellfish, birds, and invertebrates -There may be up to 40x more animals in a seagrass meadow than in bare sand - Many commercially and recreationally important species spend at least a portion of their life cycle in eelgrass beds Carbon Sinks -Seagrasses are the 2"d most efficient ecosystem for capturing and storing carbon in the world (sources: original study; article 1;article 2); by some estimates, one hectare of seagrass can store the same amount of carbon as 40 hectares of dry-land forest! -Through photosynthesis,seagrass meadows absorb carbon dioxide (COZ) or carbonic acid from ocean water and return oxygen to the water column.They don't just remove carbon from water,though; they also prevent carbon from being released by decaying organic matter. By trapping dead plant material in the oxygen-depleted seabed,where it decomposes much slower than on land, seagrasses help to stabilize carbon -Given these properties, maintaining or even expanding seagrasses' footprint to historic levels could prove crucial in combatting climate change and creating a livable future for all of us Help Us Preserve Our Seagrass Meadows: Be a Better Boater! There are many things boaters can do to help protect this important marine resource: Plan it Out Check the weather,tides, and navigational maps before heading out on the water. Be aware of eelgrass beds before going to a specific area.Wear polarized sunglasses to help see eelgrass patches from your boat. Steer Clear Navigate through marked channels whenever possible. Trim it Up If travelling over an eelgrass bed, slow down and trim up your engine to prevent scarring. In very shallow water or if you run aground, bring the engine up and push the boat out of the eelgrass. Watch Your Anchor Before anchoring your boat, look around for eelgrass. If you are in a meadow,find an alternate area to anchor, or use a public dock or conservation mooring to tie up. Use conservation moorings when available;they cause less damage to benthic habitats. Box 1179 Southold,NY, 11971 May 18, 2021 Dear Southold Board of Trustees, Please accept this letter regarding the general process of assessing construction permit applications within the waters of Fishers Island,NY. While a Fishers Island Seagrass Management(FISM)Plan is in development, the undersigned members of the Fishers Island community who have been leading or contributing to the development of the FISM Plan, appreciate the opportunity to provide recommendations to the Town of Southold Board of Trustees on shoreline and in-water construction best management practices to conserve seagrass meadows. The community members recommend that every shoreline and in-water construction project contain the following: • Conflicts of interest are eliminated o An independent, qualified marine/coastal biologist, licensed to work in New York, not one affiliated with or hired by the contractor who will construct the project, is essential to obtain an objective biological opinion and inform project permitting decisions. • Pre- and post-construction in-water surveys of marine habitats and species are required within and adjacent to the proposed project site, in addition desktop surveys of aerial images o Desktop surveys using aerial photography or satellite imagery provide valuable information on general location of benthic habitats, such as seagrass meadows. They can and should be used for initial, coarse-scale site surveys. However,the resolution of aerial photography and/or satellite imagery intended to characterize seagrass populations at a regional-scale, such as for eastern Long Island Sound, is inadequate to characterize the quality and quantity of coastal and marine resources, such as seagrass meadows, at the scale of site-based project (e.g., docks). The increased resolution of an in-situ evaluation provides data critical to determining whether a project should be permitted, and the least impactful location, orientation, and size of the proposed project, minimizing potential adverse impacts, if it is permitted. • Assessment of direct and indirect impacts to seagrass meadows and associated species o Even if a project footprint does not include any seagrass, adjacent seagrass meadows and other species may be negatively affected by sedimentation, reduced water quality and clarity, altered current flows and coastal erosion resulting from the construction, seasonal maintenance, seasonal removal, of new structures. o Adverse impacts to marine and coastal habitats and wildlife from anchoring, shading, propeller scarring associated with increased vessel presence, vessel traffic and other construction platforms or equipment-both during and after project construction - should also be considered. • Identification of adverse impact avoidance, minimization and mitigation measures o Both planned and unplanned (i.e., accidental) damage to marine and coastal resources during the construction project and ongoing maintenance should be assessed and appropriate avoidance, minimization, and mitigation measures should be described as part of the proposal. • Acknowledgement that seagrass is ephemeral o The annual and seasonal location and extent of seagrass meadows is variable. Seagrasses can reproduce sexually via seeds, but also asexually via buried rhizomes which allows meadows to "move" around from year-to-year.As a result, surveys that are a year old may no longer be completely accurate. Similarly, surveys conducted in the spring and early summer cannot capture the full extent of meadows, which typically grow significantly taller and closer to shore during the summer and fall. o Given that seagrass boundaries do move year to year,the community members also recommends that there is a buffer of at least 100 feet between the maximum extent of seagrass meadows and any construction project (Hideaway Beach Erosion Control 2009, Merkel &Associates, Inc. 2017). Construction in eelgrass habitat locations should be avoided to the extent possible. • An indication of what seagrass mapping data were used to evaluate where to place each project o All seagrass data available should be taken into account(i.e., compile the most recent aerial surveys and historical aerial survey data) as well as eelgrass site- suitability data (Vaudrey et al. 2013). • A digital layer of the project site, provided by the contractor, that can then be overlayed as a layer in online mapping tools such as SeaSketch to facilitate accurate evaluation at scale or the project. • Each project should consider best management practices, including: o Integrating seagrass considerations at the beginning stages of the project (Merkel & Associates, Inc. 2017). o Scheduling seagrass surveys so that they coincide with the summer/active growing season (Merkel &Associates, Inc. 2017). o Survey methods used for seagrass mapping should be highly reproducible and have high levels of mapping and classification accuracy (Merkel & Associates, Inc. 2017). o Adjusting the project so that the outcome results in a reduction or avoidance of seagrass impacts (Merkel &Associates, Inc. 2017). The community members listed below would be happy to help the Trustees and/or staff become familiar with SeaSketch as a tool and explore the ways in which it can enhance decision making for project proposals that may affect Fishers Island's seagrass meadows. The Trustees' decisions regarding coastal and marine project proposals are critical to the persistence of the island's seagrass ecosystems. The waters of Fishers Island are one of the final frontiers for healthy seagrass habitat in Long Island Sound, where nearly 25% of the Sound's eelgrass is found. It is critical to protect this valuable resource that has declined in other parts of the Sound, as well as to encourage responsible use and stewardship of the eelgrass meadows and the multiple benefits—from wildlife habitat to recreational and commercial fishing—they provide for wildlife and people.
