Sepenoski Jr. Mark VanBourgondien Scott Russell (TB Liaison) Opening: st The Agricultural Advisory Committee meeting was called to order on March 31, 2021 at 7:10 pm in the Southold Town Hall meeting hall. Next Meeting(s): th The next regular AAC meeting will be on Thursday, April 15, 2021 at 7:00 pm in the Southold Town Hall meeting hall and via Zoom. Review of the LPC’s Response to Chapter 70 proposed changes:  70-2 – Open space – what is their definition? What form of agriculture and why can’t it be removed since Chapter 185 already defines open space? Chapter 70 should not have its own definition.  70-3 – Definitions don’t match but that is something we hope to change. We want to address what is included. Agricultural Land – they agree.  Agricultural Production – LPC does not agree, but this needs to change. The definition is from is over 40 years old and it does not allow a full array of agriculture. The town already limits the use of what is allowed to be grown on certain pieces of property.  Alienation Clauses – LPC is referring to legal for them to decide.  Development Rights – LPC does not agree to our changes, they feel the language is unclear.  Structures – Ch. 280-4 definition needs to be researched a little more but it is more for buildings and home owners not for agricultural structures. LPC’s definition does not match Ch. 280’s either, but the definition should be consistent with current Agriculture and Market law.  70-4-A – LPC agrees with our changes  70-4-B – LPC disagrees with the seller getting their own appraisal because the offer is made off of the appraisal gotten by the town. AAC feels that the seller should get their own appraisal for their own knowledge and comparison. Scott said that the seller has the right to review the towns appraisal which the offer was made upon.  70-5 – Alienation - LPC does not agree with the language and states that it is conflicting. They feel it leaves to much room for interpretation, but agrees to the strike out.  70-6 – Make-up of the LP committee – they do not agree. They feel that the town board has the right to say who should be on the committee not us. We would like to see some farmers and knowledgeable land owners on the committee. Maybe have a representative from our committee join their meetings and vice versa.  70-7 – Duties in the committee – LPC is opposed but gave no reason.  70-7-3-Eliminate – LPC does not agree. New Business:  Karen Rivara has not extended her committee position for another term. The committee thanks Karen for her years of hard work and commitment to the committee and the agricultural/aquacultural community as a whole.  Karen invited a possible new committee member Steven Schnee who joined us tonight via Zoom.  Steven Schnee would like to join the committee and will send in a formal letter stating so to the Town Clerks office as soon as possible. th  A Code committee meeting will be held Tuesday April 27, 2021 in the Town Hall meeting room. The code committee meeting is to discuss the amended Chapter 70 document we sent to them. We need at least two members from the AAC to attend in person, to discuss the changes made. Zoom will be available to those who cannot come in person. The LPC will also be sending representatives to the meeting.
