Umana @ 51750 Main Road, Southold, NY. SCTM# 1000-63.-6-4 Proposed installation of roof-mounted solar panels.  Commissioners determined that the solar panels can be seen from a public street. Appli- cant suggested it could be designed with an even number of panels to create a uniform appearance.  A site visit was recommended.  Public hearing will be on May 20, 2021. 2. 220 Navy Street Trust @ 220 Navy Street, Orient, NY, represented by Peter Marren. SCTM# 1000-26.-1-25  Discussion of a possible demo/new build in the Orient Historic District to a non-contributing property.  Since the property is not a landmarked home the commissioners appreciated being informed about the project and would be interested in future updates. 1 Historic Preservation Commission Work Session and Regular Meeting Minutes (Via ZOOM Webinar) Thursday April 15, 2021 3:00 PM Regular Meeting Called to Order: 4:00 pm Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner McCarthy, Commissioner Santana, and Commissioner Wexler. Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer Quorum present: Pledge of Allegiance: Approval of Minutes: nd Motion to approve March 10, 2021 meeting minutes as corrected, by, Commissioner Surchin, 2 by, Commissioner McCarthy, AYES: Ostroski, Surchin, McCarthy, and Santana. Abstained: Commissioner Wexler. Motion approved. nd Motion to approve March 25, 2021 work session minutes, by, Commissioner McCarthy, 2 by, Commissioner Surchin, AYES: Ostroski, Surchin, McCarthy, and Santana. Abstained: Commissioner Wexler. Motion approved. Budget/YTD Expense Report:  Routine expenses  A printout of the updated budget was be distributed to all commissioners prior to meeting. 2 Chairman’s Comments:  Chairman gave an introduction and welcome to the newly appointed Historic Preservation Commissioner Allan Wexler. Public Hearings: 4:05 pm: Harris, represented by Architect Frank Uellendahl. Proposed additions and alterations to an existing single-family dwelling @ 330 Village Lane, Orient, NY, SCTM# 1000-25.-1-8.2  Scope of work included a 90 sq/ft addition to the existing single family as applied for.  Proposal was open to public comment. Motion to issue a Certificate of Appropriateness for the addition and alteration as applied for, nd by, Commissioner Surchin, 2 by, Commissioner Santana, AYES: Ostroski, Surchin, McCarthy, and Santana. Abstained: Commissioner Wexler. Motion approved. 4:20 pm: Judith Woodard, Proposal to replace two doors to the existing single-family dwelling @ 1945 Village Lane, Orient, NY. SCTM# 1000-25.-3-11  Applicant proposed to replace two doors with white Anderson storm doors as applied for.  No public comments. Motion to issue a Certificate of Appropriateness for two doors as applied for, by, Commissioner nd Santana, 2 by, Commissioner McCarthy, AYES: Ostroski, Surchin, McCarthy, and Santana. Abstained: Commissioner Wexler. Motion approved. 3 Old Business: Bertault @ 95 Navy Street, Orient, NY, represented by Attorney Eric Bressler and Architect Gary O’Conner SCTM# 1000-26.-1-12.2 Resolve to withdraw appeal and approve the accepted amended drawings proposed as alterations and additions to the existing single-family dwelling as applied for under the recommendation of the Southold Town Legal Department. Motion to withdraw the previously issued denial of certificate of appropriateness in resolution #10.22.20.2 and approve the amended drawings of proposed additions and alterations to a single-family nd dwelling as applied for, by Commissioner McCarthy, 2 by, Commissioner Santana, AYES: Ostroski, Surchin, McCarthy, and Santana. Abstained: Commissioner Wexler. Motion approved. *Letter submitted by Eric Bressler dated March 12, 2021, resolution #10.22.20.2, and new proposed plans will be attached to these minutes as Addendum. New Business: 5:10 pm: Architectural Review Board joined meeting to discuss an affordable housing proposal, @ 53315 Travelers Street, Southold, NY, SCTM# 1000-61.-1-9.1  Owner and developer Todd Feuerstein fielded several questions proposed by the Commissioners.  Elizabeth Thompson, Ron McGreevy, and Anne Surchin were present to represent the Architectural Review Board.  Brian Cummings was present to represent the Planning Board.  Both the Historic Preservation Commission and the Architectural Review Board agreed to each submit a collective list of recommendations to the Planning Board within two weeks of the meeting. Historic Preservation Commission Recommendations: 1. Siding to be replaced with Hardy Board smooth siding. The width from a 6.25” plank changed to a 5” exposure. 2. All siding, no matter how many layers, must be removed to ensure that windows casings, facias, rake boards, and corner boards are proud (meaning they project in front) of the siding. 3. If historic details cannot be repaired, they should be replaced in kind with an HPC approved product. 4. Porch railings should be repaired as required. 5. The railing post on left side of porch steps should be replicated to match existing. 4 6. Porch step risers can be replaced with Azek or approved equal. 7. Open area under porch can be infilled with small lattice in frames to fit. 8. Roof shingle replacement to comply with requirements for the 130 MPH hurricane zone or use of a compliant metal roof. 9. Provide manufactures specifications and location of HVAC condensers. Architectural Review Board Recommendations: 1. Increase both the size and number of windows in new buildings to include two additional windows to the rear elevation of each unit, add 4-6 windows to the short elevations, and the addition of bathroom windows. 2. Provide confirmation of light, ventilation, and egress requirements. 3. Make the first-floor plan reflect the second-floor plan so that they are better aligned. 4. Provide private outdoor space by creating lower porches and upper balconies. 5. Incorporate a new design to include a colonial façade of the new buildings to the street scape. 6. Remove “snap in grills” and shutters and add an appropriate trim to one-over-one double hung windows in new buildings. 7. Metal roof is the preferred option over a shingle roof. 8. Eliminate outdoor staircases from second floors and replace with a drop ladder or other option to increase security. 9. Landscape suggestions include using less grass, increasing the use of bushes, and increasing the number of planting beds. 10. Requesting specific landscape details to include species and caliber of plantings. 11. Suggestion of a passive drainage system and possible rain garden. 12.
