Present were: Peter Young, Chairman Carol Brown, Member John Stein, Member Lauren Standish, Secretary Absent: John Chandler, Member Caroline Burghardt, Member James Dinizio, Jr., Town Board Liaison CALL TO ORDER Chairman Peter Young called the meeting to order at 4:35PM. CHAIRMAN'S ANNOUCEMENTS Chairman Young will not be available to attend the regular meeting in June and asked Carol Brown to serve as the acting-chairperson. CLIMATE SMART COMMUNITIES PROGRAM The Town Board appointed John Stein as the CSC Task Force Coordinator effective immediately. Peter Young will assist John with responses from the department heads and develop a work plan. 2 REPORTS John Stein participated in the Board of Trustees meeting held on April 14th. The application made on behalf Wilse, 1665 Mill Creek Lane was revised. The agent proposed a softer approach using coir logs. The meeting was business as usual. Carol Brown will continue to participate in the webinars hosted by the NYSDEC. Carol also shared the most recent updates to the CAC's website. NEW BUSINESS Public meetings with in-person public participation will resume next month pending direction from the Town Board. APPROVAL OF MINUTES Moved by John Stein, seconded by Carol Brown, to Approve the Minutes of April 7, 2021. A MAJORITY OF THE FULL MEMBERSHIP WAS NOT PRESENT FOR THE MEETING, THEREFORE NO ACTION WAS TAKEN. THE PROPERTIES WERE INSPECTED AND COMMENTS WERE SUBMITTED FOR CONSIDERATION. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS DANYAO DANIELLE CHANG for a new pool fence, new pool coping, and a reduction in impermeable paving around the existing pool with an emphasis of restoring native plantings throughout and to conceal the pool fence on the seaward side. Located: 2830 Grandview Drive, Orient. SCTM#14-2-3.5 The CAC inspected the property, however a quorum was not present. No comments were provided. CHRIST & MARY STRATAKIS for the installation of a 16'X40' in-ground swimming pool and associated pool equipment. Located: 800 Sound Ave., Greenport. SCTM#33-4-5 The CAC inspected the property, however a quorum was not present. No comments were provided. JAMES D. CAPOZI & KATHIE CAPOZZI for an in-ground swimming pool 14'X 28' with patio around pool 1,135 ft. and 41' to the bulkhead; landing off back door 165 sf.; walkway 3 6'X 35' to gravel area 210 sf.; steps to upper landing and pool 20'X 4'; and 4' pool fence to code along sides of property to the landward side of a 10' buffer. Located: 1525 Gull Pond Lane, Greenport. SCTM#35-4-12 The CAC inspected the property, however a quorum was not present. It was recommended that trees are not removed from the slope and the installation of a 10'-15' buffer planted with native vegetation. JORDAN ARNOLD to install 4'X 6' cantilevered platform with hardwood decking, install 3'X 14' aluminum gangway, install 6'X 20' floating dock held in place by (2) 10" dia. pilings. Floating dock decking to be hardwood to match platform. All work on subject property in front of existing bulkhead. Located: 70 Wiggins Lane, Greenport. SCTM#35-4-28.43 The CAC inspected the property, however a quorum was not present. It was recommended that thru-flow decking materials be used on the docking facility and a non- turf buffer planted with native vegetation. JOLYON STERN, TRUSTEE for the installation of an 80 If. rock revetment at toe of existing bluff, install 25 cy. of clean sand fill and Cape American Beach grass to protect property against additional storm erosion. Located: 63005 County Road 48, Greenport. SCTM#40-1-14 (aka 63035 CR48) The CAC inspected the property, however a quorum was not present. Retractable, hinged steps are recommended at the base of the stairs and the boulders are brought in by barge. AF STERN 1997 TRUST for the installation of a 167 If. rock revetment at toe of existing bluff, install 25 cy. of clean sand fill and Cape American Beach grass to protect property against additional storm erosion. Located: 63165 County Road 48, Greenport. SCTM#40-1-14 The CAC inspected the property, however a quorum was not present. Retractable, hinged steps are recommended at the base of the stairs and the boulders are brought in by barge. CHRISTOPHER MASOTTO for an interior house renovation, repair of a breakaway wall, new siding, windows and doors. Located: 55915 County Road 48, Southold. SCTM#44-1-17 The CAC inspected the property, however a quorum was not present. No comments were provided. - 4 KENNETH & JOANN ZAHLER to install a 155 If. rock revetment at the toe of the existing bluff, install 25 cy. of clean sand fill and Cape American Beach grass to protect the property against additional storm erosion. Located: 63735 County Road 48, Southold. SCTM#40-1-20.2 The CAC inspected the property, however a quorum was not present. It was recommended that the work be conducted on the seaward side in order to prevent damage to the bluff. PORT OF EGYPT ENTERPRISE to remove the western rail for the Marine Travelift, remove associated pilings, and relocate them 3' to the west. Width of existing bay is 17' and new machining is 20' wide. Located: 62300 Route 25, Southold. SCTM#56-6-3.4,4,6.1 The CAC inspected the property, however a quorum was not present. Best practices are recommended for this project. CARMELA LAZIO to remove and dispose 103' bulkhead. Construct new bulkhead creating a 6'X 15' recessed area for a total of 115'. Install new staircase leading to water in recessed area to provide water access. Replace existing flag pole, inkind/inplace. Located: 250 Blue Marlin Drive, Southold. SCTM#56-7-21 The CAC inspected the property, however a quorum was not present. Retractable steps perpendicular to shore shoreline are recommended at the base of the staircase and a 15' non-turf buffer planted with native vegetation. MOLLY HARRIS to expand the front entry deck with a partial roof; replace existing entry stairs to kitchen; construct an 8'X 10' shed in the rear yard, to replace the existing shed; install a 20' non-turf buffer planted with native species; install steel edge along existing driveway and maintain width of 10'; removal of Arborvitae on side yard and replace with alternate plant material. Located: 570 Hippodrome Dr., Southold. SCTM#66-2-12 The CAC inspected the property, however a quorum was not present. No comments were provided. SALVATORE & LESLIE PANICO for a 54'X 22' bedroom addition, 10'X 26' deck and 6'X 21' handicap ramp. Located: 575 Sleepy Hollow Lane, Southold. SCTM#78-1-10.11 5 The CAC inspected the property, however a quorum was not present. It was recommended that best practices for stormwater mitigation are noted on the site plan. DAVID ECKERT to construct a 60'X 44' two-story dwelling with 294 sf. front covered porch, a 425 sf. deck attached to seaward side of house with steps on west side of deck to ground, new sanitary system on landward side of house (more than 100' to edge of wetlands), 50' buffer area and limit of clearing and ground disturbance during construction, hay bales and silt fencing during construction and drywells, gutters, leaders as shown on plans. Located: 1035 Waterview Dr., Southold. SCTM#78-7-14 The CAC inspected the property, however a quorum was not present. It was recommended that the driveway be permeable and the applicant consider an I/A septic system. RDEN ASSOCIATES, LLC for the one-story dwelling with roof over concrete patio, garage and roof-top patio, outdoor shower, pergola, BBQ grill on a raised patio with swim/spa surrounded by stone walls, on-grade brick paver driveway located 65' from the bulkhead, stockade fence on north and south property lines to the bulkhead, catch basins and trench drain to capture rain run-off. Located: 1760 Reydon Drive, Southold. SCTM#80-3-13 The CAC inspected the property, however a quorum was not present. The improvements appear to be completed and the pavers along the front of the house are not permeable. GEOFFROY PENNY for the installation of a 20'X 40' in-ground swimming pool and associated 30'X 50' pool patio and 4' tall black pool code compliant estate fencing. Pool to be placed 75' from tidal wetland line and pool equipment and backwash to drywell to be placed 100' from tidal wetland line. Located: 570 Mason Drive, Cutchogue. SCTM#104-7-2 The CAC inspected the property, however a quorum was not present. A drainage plan should be required for the proposed project. IRA & SUSAN AKSELRAD to construct an addition to the first story of an existing dwelling along its southerly face measuring 311.25 sf.; construct a roof deck above the first story addition and extending 46.2' from the westerly end of the addition towards the seaward face of the existing dwelling; construct a first story deck immediately seaward of the proposed first story addition measuring 273.3 sf.; construct 198 If. of bulkhead previously approved shortly after hurricane Sandy but not built but removed, a 12' return on the south end of the bulkhead; 12' wide splash pad between the lower and.upper ' 6 bulkheads; 4'X 19' stairs to a 6'X 8' landing, 3'X 10' stairs to a 10'X 20' at grade platform, and a 4'X 6' platform at proposed lower bulkhead with 3'X 12' steps to the beach. Located: 4125 Nassau Point Rd., Cutchogue. SCTM#111-9-6.4 The CAC inspected the property, however a quorum was not present. There was a concern with the drain in the lawn area and its purpose. The second bulkhead is not necessary as the existing is functional. DAVID WESTERMANN to enclose the existing 12'X 7' covered patio and converting to living space. No expansion of existing building footprint or additional impervious area added due to proposed work. Located: 10098 New Suffolk Ave., Cutchogue. SCTM#116-6-2 The CAC inspected the property, however a quorum was not present. No comments were provided. DANNY FISHER, BARBARA KENT, JACK FISHER AND DIANA SEDENQUIST for the existing dock and wood bridge, proposed swimming pool, spa, patio and turf steps to grade, proposed stone wall surrounding pool and patio, along northerly property line 56 sf. pool equipment with proposed split-rail fence with mesh to pool code. Proposed 9,448 sf. non-disturbance buffer; remove portion of existing driveway and re-vegetate with evergreens; proposed buried propane tank and generator set on elevated wood platform next to house; modify existing outdoor shower and walkway; and proposed terrace. Existing deck and steps to be replaced with wood deck and steps and proposed masonry stoop in place of existing brick stoop; and proposed on-grade stepping stone walkway and timber steps. Located: 1652 Bridge Lane, Cutchogue. SCTM#118-1-4.1 The CAC did not make an inspection, however there was a concern with the proposed buried propane tank as shown on the plans. STRONG'S WEST MILL, LLC to modify existing haul-out slips dimensions from 24' to 24'X 72' by welding 12 If. extensions of two (2) existing steel travel lift rails over additional pile foundation; remove and replace existing 2'X 59' wood catwalk adjacent to easterly travel lift rail with 2'X 72' wood catwalk, and construct 2'X 25' extension to existing wood catwalk adjacent to westerly travel lift rail; remove and replace (in-place) approx. 216 sf. of timber bulkhead with vinyl bulkhead, incidentally dredge up to 10' seaward off reconstructed bulkhead to max. depth of-4' MLW, and use approx. 38 cy. spoil as backfill; remove 4'X 9' portion of existing 4'X 91' floating dock to accommodate prop. Rail extension, and remove and replace (inkind/inplace) existing 5'X 9' platform leading to float; and maintenance dredge interior of modified haul-out slip to max. depth of-5' MLW (with max. 6" overcut), using approx. 93 cy. spoil as backfill behind reconstructed bulkhead. - 7 Located: 5780 West Mill Rd., Mattituck. SCTM#106-6-13.4 The CAC did not make an inspection, therefore no recommendation was made. FISHERS ISLAND MARILYN ROSENBERG to renovate an existing single-family dwelling, construct a 58 sf. addition onto the landward side of the dwelling, abandon the existing cesspool, install a new I/A septic system, regrade, expand leaching system, install roof drain drywell, install new water line and stone parking area. Located: 1952 Peninsula Blvd., Fishers Island. SCTM#10-3-13 The CAC did not make an inspection, therefore no recommendation was made. FISHERS ISLAND ORDNANCE, LLC for interior renovation of existing building, new paved courtyard, landscaping, parking, roof drainage, unground utilities, concrete steps, bike rack and exterior stairs. Located: 530 Fox Lane, Fishers Island. SCTM#12-1-2 The CAC did not make an inspection, therefore no recommendation was made. TOWN OF SOUTHOLD AIRPORT to reconstruct two areas of storm damaged runways at Elizabeth Field Airport. At Runway 30, reconstruct 375' of 6' tall seawall by removing and stockpiling existing boulders; install geotextile filter fabric; install a filter layer consisting of a 4" layer of crushed stone: reconstruct seawall utilizing existing boulders and additional boulders as needed; install (4) one ton boulders as wave energy dissipaters. At Runway 7, reconstruct approx. 250' of 6' tall seawall by removing and stockpiling existing boulders; install geotextile filter fabric; install a filter layer consisting of 4" of crushed stone; reconstruct seawall utilizing existing boulders and additional boulders as needed; install (8) one ton boulders as wave energy dissipater. Located: Airport Drive, Fishers Island. SCTM#12-1-18 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS-AMENDMENTS TO WETLAND PERMITS & COASTAL EROSION PERMITS MARYBETH SCISCENTE to Amend Wetland Permit#9823 to include a new raised patio, new on-grade masonry patio, abandon existing septic system in rear yard, and install new septic system in front yard. Located: 405 Lake Avenue Drive, Southold. SCTM#80-3-16 w F p The CAC reviewed the amended application and recommends an I/A septic system. Carol Brown and John Stein will participate in the next Board of Trustees meeting scheduled for Wed., May 19, 2021 via the Zoom Online Platform. The next meeting of the Conservation Advisory Council will be held on Wed., June 9, 2021 at 4:30PM via the Zoom Online Platform.
