Present: Patricia Lutzky, Acting Chairperson, Denis Noncarrow, Debra O’Kane, Cheryle Amara,
Marilyn Sierra
Mark Levine, Arrived 4:45 pm, Eric Dantes, Arrived 4:52 pm
Guest Speakers: Assistant Town Attorney John Burke.
Meeting began at 4:40 p.m.
1. Approval of August 22, 2019 HAC Meeting Minutes – Not addressed.
2. Inclusionary Zoning – Eric Dantes
Handout – Discussion: % or Floor Rate
3. Assistant Town Attorney John Burke – The Housing Plan – Build, Lend or Grant. Will
it be a Public or Private Partnership to build Affordable Housing.
a. Home Sales as well as rentals.
b. Once fund has been set up then Housing Advisory Board will decide who will
get the Funds.
4. Housing Forum – No Discussion
5. Hallock House – John Burke
a. Purchase of property on 2 acre lot. Condition of sale was to build new house
on property towards the back of the lot and then to tear down original
house. Homeowner wants to keep original house and keep as an affordable
rental. The Town Board is asking for input from the Commission.
b. A motion was made by Mark Levine to keep the Hallock House. It will be kept

on the Affordable Housing Registry. Eric Dantes, 2 the Motion and was
passed unanimously.

b. Inclusionary Zoning – Nancy Messer
c. The Housing Forum – Marilyn Sierra and Pat Lutzky
d. Memo Writer – Eric Dantes
Next Meeting Scheduled for Thursday, October 24, 2019 @ 4:30 pm in the Library of Peconic
Landing. Acting Chair is Cheryle Amara for October meeting.
