HomeMy WebLinkAbout10/18/2020 Town of Southold Housing Advisory Commission Meeting #148 October 18, 2020 Present: Pat Lutzky, Cheryle Amara, Denis Noncarrow, Eric Dantes, Debra O’Kane, Marilyn Sierra, Jill Doherty, Mark Levine, John Burke. Absent: Nancy Messer Guest Speaker: Tom Ruhle, East Hampton Housing Dept . Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. August 13, 2020 Meeting Minutes – Eric made a motion to approve the August nd meeting minutes. Debbie – 2. Approved unanimous. b. September 15, 2020 Meeting Minutes – Eric made a motion to approve the nd September meeting minutes. Debbie – 2. Approved unanimous. 2. Mattituck Cottages – 715 Cottage Way a. Fredericks want to make basement improvement. They want to add a game room, Bathroom, Bedroom, Fitness Center. b. Homeowner submitted a toned down version of the renovation to the building department to get approval before getting a permit set. c. Be very specific about which plans HAC is approving. d. Is Capital Project warranted? e. Doesn’t matter what house is appraised, has to stay within Affordable Housing Range. f. How much will the Capital Project improve the value of the house. g. He has already added $9000 in improvements in 2008 with Hardwood Floors. h. Decide whether homeowner can improve the house to the extent he wants or will the town have a say to the extent he can improve it. Eric’s opinion was that he could make whatever improvements he wants, but can’t sell the house for more than a certain amount. i. Cheryle feels he can do what he wants just don’t expect to get your investment back. j. Debbie doesn’t feel they should be able to sell the house for more than 5% of current affordable market value. k. Denis doesn’t believe the homeowners should be allowed to make major renovations to their Affordable Homes. Not intended for that purpose. l. Mark feels the homeowner should be able to make improvements to his house, but not get investment back if he sells. m. The HAC basically agrees that Frederick’s can make improvements in the house of up to 5% of $227,000 (218,000+9,000 hardwood floor improvement) or $11,350. n. HAC feels they need to standardize the improvements. Requested Debbie to work on this. 3. Tom Ruhle – East Hampton Housing Dept. a. East Hampton has been criticized for calling a housing lottery a lottery. b. They recently used a computer program for a Section 8 Lottery Program. c. They use lotteries for town projects. d. They need to be impartial when they complete their lottery. Have used a paper system and mailed people their number and televised the lottery pull so individual knew where they fall. e. EH tries to keep the advertising on projects local so their residents stay local. They use some of their own funding. If they accept State and County funding hard to say people from rest of state can’t apply for housing. f. No preference to priority groups. Where do you draw the line and decide who gets priority. g. They will go to local places to bring applications and spread the word so people will apply. Such as Schools, Hospitals, the Fire Departments, etc. 4. New Business – None 5.
