November 10, 2020
Present: Pat Lutzky, Denis Noncarrow, Eric Dantes, Debra O’Kane, Jill Doherty, Nancy Messer, Mark
Levine, John Burke. Mark Levine arrived 4:48 pm.
Absent: Cheryle Amara, Marilyn Sierra
Meeting began at 4:30 p.m.
1. Approval of Meeting Minutes
a. October 13, 2020 Meeting Minutes – Debbie made a motion to approve the October
nd
meeting minutes. Eric – 2. Approved unanimous.
2. Mattituck Cottages – 715 Cottage Way
a. Homeowner put in patio and fence without prior approval to HAC and Town.
b. The Homeowners withdrew application for renovation to HAC, Considering selling
his house.
c. Seller at cottages can sell to whomever they want as long as they meet the
affordable housing guidelines
d. Eric will create a form for homeowner to gain approval for any improvement to
cottages.
e. John feels that if homeowner does anything to the house to add value, they must
seek HAC approval a head of time. There should be a record on microfiche to keep
track of any applications.
f. If Cottages are sold, homeowner can sell to whomever they want as long as the new
owner qualifies for affordable housing.
g. Should come up with a pre-sale checklist to make sure the transaction abides by the
guidelines?
3. Vineyard View Update – Denis Noncarrow
a. Half of the apartments are leased already.
b. Pat would like to know (generally, not specifically) who was approved and who was
denied and on what basis.
4. Todd Fuerstein Project – Denis Noncarrow
a. He still has not heard from the Healthy Dept regarding sanitary flow credits.
b. Public Hearing went well. No opposition to project.
5. Depot Lane Project – Denis Noncarrow
a. Public Hearing – Majority of feedback was negative. The neighbors are not in favor
for many reason.
i. Water table concerns.
ii. Neighborhood too diverse.
iii. Zone Change concerns.
b. Jill thinks the project is too big. Maybe he should consider downsizing, but may not
financially feasible to make smaller for developer.
c. HAC had previously written a letter of support for the project to the Town Board.
6. Lott ery Process – Denis Noncarrow
a. East Hampton doesn’t believe that you have to offer lottery to out of towners if you
are using public money.
b. East Hampton doesn’t give preference because where do you draw the line.
c. Trying to keep local with outreach it will help to keep the local population.
d. Per Denis CDCLI is not considering any criteria with private funding. Too risky.
e. Fuerstein is conducting a lottery and has to put First Responders first.
f. Who will bear the cost of the lottery.
g. Table further discussion on lottery.
7. Zone Change – Eric Dantes
a. Jill states that TB is looking for minimal information on new project so that they
don’t lay out a lot of money to find out that project is not going to move forward.
Elevations would be important, but not complete application with plans.
b. Pat feels that maintenance requirements should be part of any affordable housing
projects so they don’t become eye sores.
8. New Business –
a. Proposed new project in Greenport across from Peconic Landing. The proposed
developer would like to revisit the project with the town.
9. Meeting adjourned 5:35 pm.
