HomeMy WebLinkAbout07/09/2020 Town of Southold Housing Advisory Commission Meeting #145 July 9, 2020 Present: Pat Lutzky, Cheryle Amara, Denis Noncarrow, Eric Dantes, Debra O’Kane, Mark Levine, Marilyn Sierra. Absent: Nancy Messer Guest Speakers: Mark Terry and Heather Lanza, Planning. Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. Not Applicable 2. Denis Noncarrow – Update on Vineyard View a. Thursday, July 9, 2020 was the last day to apply for Lottery b. Still working on code change tor first responders to get preference in lottery for affordable housing. c. Pat wants HAC to be able to review and respond to the verbiage on code 3. Denis Noncarrow – Update on Proposed Affordable Housing Project in Southold Todd Feurstein Project. a. HAC sent letter to Southold Town Board to show support of Todd’s Project. b. Todd is working on getting Health Dept Approval. HAC is going to write letter of support to Health Department showing support. 4. Proposed Affordable Housing Project on 2050 Depot Lane in Cutchogue – Mark Terry a. Looking to change of zone – From R80 to AHD to 16 Affordable Housing Units b. Location is great because centrally located and close to everything. Schools, Post Office, Shopping, etc. c. Summary of affordable housing units going on in the Town the Southold. d. Extreme need of Affordable Housing in the Town with the cost of housing going up in town making it difficult for residents to find affordable places to live. e. Planning is in favor of change of zone for proposed project on Depot Lane in Cutchogue for the following reasons: 1. Provides opportunity for affordable housing in the town 2. Adaptive reuse of existing structures and info structure. Keeping existing parking 3. Meets Planning Department goal of affordable housing in Cutchogue. 4. There is no site plan yet on Depot Lane project. Goggins & Associates still trying to feel out the Town Board before proceeding with more specific. 5. Pat mentioned that the HAC would be happy to entertain any new Affordable Housing projects. 6. Mark Levine wanted to know if there was Site plan review. Yes and SQEA Review. Board would need more detail specifics before full support. Lots of details need to be worked out before it can be approved. 7. See attached written presentation by Mark Terry. 8. William Goggins will come to August 13, 2020 meeting to get more details on proposed project. 5. New Business – Cheryl Amara a. Proposed new affordable housing units – vacant corner in Southold opposite Feather Hill. 1. Store front with 3 non age restricted affordable housing apartments upstairs. 2. Cottages in back of store front. Could be +55. Heather felt that +55 and over gets break on Sanitary Flow Credits. Next Meeting Scheduled for Thursday, August 13, 2020 @ 4:30 pm VIA Zoom. 3.
