HomeMy WebLinkAbout08/13/2020 Town of Southold Housing Advisory Commission Meeting #146 August 13, 2020 Present: Pat Lutzky, Cheryle Amara, Denis Noncarrow, Eric Dantes, Mark Levine, Debra O’Kane, Marilyn Sierra. Absent: Nancy Messer Guests: Bill Duffy, Town Attorney, John Burke, Town Attorney Guest Speakers: William Goggins Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. Not Applicable 2. Denis Noncarrow – Update on Vineyard View a. Discussion on when new lottery will be. b. Contemplating adding new applications. c. Town hired consultant to draft change of code to include firemen. 3. Eric Dantes – Homeowner at The Cottages in Mattituck to add solar panels a. Eric does not have a problem with homeowners adding solar panels to affordable housing units. b. Does not add significant value to home. 4. The Affordable Housing Commission voted in favor of allowing the home owner to nd install Solar Panels. Pat made motion to approve, Cheryle 2 and passed unanimously. 5. Proposed Affordable Housing Project on 2050 Depot Lane in Cutchogue – William Goggins. a. Taking old site of Knights of Columbus and converting the existing building and site to house 16 Affordable Housing Units. b. Discussion of Sanitary Transfer Credits. c. Proposed to Town Board to change zone to Affordable Housing. d. View from the road would look like an estate with pillars and wouldn’t look like Affordable Housing. e. Mixture of 5 - 1 bedroom with handicap accessible and 11 - 2 bedroom. f. Private funding project – $2 Million project. g. Medium income looking like 100% h. Hoping to get project up and running as soon as possible. Waiting for approval to get zone change. i. Eric mentioned the HAC has a fund to help with certain aspects of Affordable Housing Projects. Maybe the Town Board can waive the fees associated with adding transfer credits. j. William would prefer to do placement privately. Eric recommended that he make sure the Town Board is aware of his intention of private placement. k. Marilyn wants to make sure that Town Attorney is consulted on lottery requirements. Wants to make sure the apartment selection is fair. 6. Pat makes recommendation to hold meetings on days other than Thursdays. Nancy can’t do Thursdays. 1. Tuesday’s best day for meetings.
