HomeMy WebLinkAbout03/16/2021 Town of Southold Housing Advisory Commission Meeting #152 March 16, 2021 Present: Co-Chairs Pat Lutzky and Eric Dantes, Commissioners Cheryle Amara, Debra O’Kane, Marilyn Sierra, Assistant Town Attorney John Burke, Government Liaison Denis Noncarrow, Absent: Nancy Messer, Mark Levine. Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. January 12, 2021 – Previously believed they were irretrievable. Minutes completed to be approved at April 13, 2021 meeting. b. February 16, 2021 meeting was canceled and was not rescheduled. 2. Fuerstein Project – Denis Noncarrow th a. Project is in planning. Public Hearing Scheduled for April 5 Should have significant movement by June. b. DOT is moving slowly with traffic planning. 3. Denis Noncarrow – Peconic Project a. Town board, Planning and Town Attorney have things to resolve. Value of piece, zoning. b. Hoping to get Town Board moving along on. c. Everyone is onboard. d. 24 rental housing units and pool/recreation facility. 4. Denis Noncarrow – Greenport Project a. Zoned RO – Residential Office b. Up to 45 Rental Units possible with some office space. c. Across from The Lin Beach House d. May receive some opposition from neighboring community. Entrance and exit from main roadway far off the intersection as possible. State is considering round about. e. Have to look like houses. f. Greenport Village is looking at hook ups soon. Want Village on board. g. Home run for number of units if it goes through. 5. Pat Lutzky – Kudos to Denis and rest of Committee a. Hard work is really paying off. b. If these units go to fruition 85 Affordable Housing Units into the community in a relatively short period of time. c. Greenport Parcel has the potential for negative feedback from the local community. d. Feels that it is due to lack of information. Community outreach is important. Cheryle heading PR subcommittee of HAC and may ask for support from other members for support at Public Hearings to support projects. e. Cheryl wants to have access to Affordable Housing Registry to reach out to member to get support at Public Hearings. People need to be seen in community so neighbors need to know who needs housing. f. Can we do a Community Spotlight on folks living in Affordable housing on town’s webpage. Who they are and what their story was. g. Marilyn concerned privacy rules. This would not be a privacy concern. h. Eric was speaking to a local business man. He was against the Affordable Housing until Eric explained what it was all about. 6. Denis Noncarrow – Old Bank Building a. No new information. b. Perfect location for workforce housing c. Shame that it’s just sitting there. d. Pat suggests reaching out to Todd Fuerstein to see if he can do something with it. 7. Denis Noncarrow – Piece near Strawberry Fields in Mattituck. a. Owner is in discussions with Health Dept to see if possible. 8. Denis Noncarrow – Sullivan Parcel, Cutchogue a. Some movement on it. b. Owner disengaged with town. 9. Denis Noncarrow – 12425 Sound Avenue a. Drew Kolb – wants to renovate and build an extension on existing structure. b. Withdrawn from zoning board. Is he allowed to build extension on structure or just renovate. c. Wants units for his own workers for Kolb. d. Eric thinks TB should change code to allow for extension on your own house. e. Homeowner would have to abide by same rules for affordable housing. f. Eric draft some language to edit code. 10. Pat Lutzky - Old Business a. Approximately 50 or more responded to letter to stay on affordable housing registry. 11. Lottery Process – Eric Dantes a. Draft of lottery – still a work in progress. 12. Debra O’Kane – Improvements vs Maintenance. a. Debbie sent draft of policy and procedure. b. Each situation should be evaluated on a case by case basis. c. Educate the homeowner what the difference is between Maintenance and Permanent Fixed Improvement to increase value of house. d. Keep an eye on Frederick’s property because they get dollar for dollar return on investment plus inflation. Policies and procedures are vague. Allows for 5% increase of the original purchase price. e. Denis believes that HAC needs to think long and hard before approving improvements to adjustments in value. Debbie and Cheryle Agree with Denis. f. Policies and procedures states that the town does not encourage many improvements to affordable housing units to increase their value at resale. g. Nancy and Eric believe to have allowance for people to do something to the house to keep it from going derelict. h. Eric believes we should deleting the 5% from policies and procedures. Gives people a false sense of entitlement, but don’t want to close the door on maintenance. i. Permanent Fixed Improvement is spelled out in the code, but not in the policy. 13.
