Present: Co-Chairs Pat Lutzky and Eric Dantes, Commissioners Cheryle Amara, Debra O’Kane, Mark
Levine, Assistant Town Attorney John Burke, Government Liaison Denis Noncarrow, Councilwoman Jill
Doherty.
Absent: Nancy Messer, Marilyn Sierra
Meeting began at 4:30 p.m.
1. Approval of Meeting Minutes
a. December 8, 2020 Meeting Minutes – Cheryle made a motion to approve the

meeting minutes. Eric – 2. Approved unanimous.
2. Fuerstein Project – Jill Doherty
a. Town Board held change of zone hearing, discussed sanitary flow credits. Sequa has
not been discussed yet.
b. Town Board Supports project.
c. Fuerstein Parcel moving forward.
3. Denis Noncarrow – Peconic Project
a. Good Feedback
b. Bill Duffy and Paul to write up agreements
c. 24 housing units and pool/recreation facility.
4. Denis Noncarrow – Old Bank Building
a. Who owns
5. Denis Noncarrow – Affordable Housing Registry
a. Most are email addresses so that is good for getting information to registrants.
6. Denis Noncarrow – Sullivan Project
a. Not sure where project is – Will try to reach out and see what she is thinking
7. Denis Noncarrow – Greenport Project by The Lin Beach House
a. Folks wanted more projects in other parts of The Town of Southold.
b. Rentals
c. 5 Acres
8. Lottery Process – Eric Dantes
a. No Law on Lottery process. Used lottery process that Conifer followed to create a
draft. Needs to be fine tuned.
b. Advertising – Landlord advertises in local paper, social media to generate interest.
c. Open houses at 3 separate times throughout the day to accommodate people who
work or their individual schedules.
d. Lottery process.
e. Verifying Legality of process.
f. Validity of town’s affordable housing list and available to builder or company
completing project.
g. Pre-vetting lottery to get more refined list.
h. Discussion of sending out email with worksheet to see if someone is interested in
remaining on the Affordable Housing Registry.
9. Deborah O’Kane – Improvements vs Maintenance.
a. Discussion on topic – work in progress
b. Debbie wants to see copy of original contract for cottages.
c. Goal is to come up with parameter what is acceptable. Regular Maintenance vs High
End Replacements. Asphalt roofing shingles vs cedar shake roofing shingles.
10. Pat Lutzky – Goals for 2021
a. Lottery Guidelines
b. Housing Authority
c. Relevance of current sale price and rental limits.
d. Continue to build relationships with potential developers
e. Examine effectiveness of Affordable Housing Districts.
f. Continually do outreach and education on Affordable Housing.
g. Identify land for AHD district.
11. Denis Noncarrow – Registry
a. Send an email to registrants asking them if they are still interested in staying on the
affordable housing registry.
12. Pat Lutzky – New Business
a. What is HAC interested in doing in 2021 as a Committee.
i. Outreach Education – HALO District Seminar.
ii. Maybe Heather Lanza and Mark Terry can assist.
