Meeting #154
April 13, 2021
Present: Pat Lutzky, Cheryle Amara, Denis Noncarrow, Eric Dantes, Debra O’Kane, Marilyn Sierra, Nancy
Messer, Mark Levine, Town Attorney John Burke, Council Woman Jill Doherty.
Absent: None
Meeting began at 4:30 p.m.
1. Approval of Meeting Minutes
a. January 12, 2021 Meeting Minutes – Eric made a motion to approve the meeting

minutes. Debra – 2. Approved unanimously.
b. March 16, 2021 Meeting Minutes – Cheryle made a motion to approve the meeting
nd
minutes. Debra – 2. Approved unanimously.
2. Denis Noncarrow and Pat Lutzky –Report of AH Forum by Civic Associations
a. Supervisor Russell is supportive of Affordable Housing.
b. Challenges include:
i. Land acquisition costs are high,
ii. Sanitary Flow Credits,
iii. Neighbor Opposition.
3. Pat Lutzky– Registry Questions
a. How long are people on the list?
b. Where do they live?
c. How many people on the list.
d. Denis put in ad to register for Affordable Housing Registry if need and were
interested.
4. Denis Noncarrow – Affordable Housing Updates
a. Fuerstein – Public Hearing with Planning went well.
i. Suffolk County Health Dept approved
ii. Michael Collins Town Engineer working on.
b. Paul Pawlowski - Peconic Parcel.
i. Met with Town Attorney on April 13, 2021. Great project.
ii. Completion is still 2 years out.
iii. Possible to get approvals within a year.
c. Greenport Parcel
i. Sale of parcel has closed.
ii. Plans submitted to Building Department and denied.
iii. Went to Planning for Approvals.
iv. Looking for 40 Units not 45.
d. Kolb – Workforce Housing.
i. Eric stated this went to Zoning and it was denied. Goes against Town Code.
Extended units to affordable for up to 20 years.
e. Sullivan Parcel
i. May not happen.
f. Mattituck Property near Strawberry Fields
i. Work in Progress – No new information.
g. Bank Building, Southold
i. Looking for $6 Million.
5. Old Business – Policies and Procedures - Debbie
a. Requirement to make sure cottages stay affordable in perpetuity.
b. Frederick’s cottage worth approximately 15% more than rest of cottages.
c. Deny any Permanent Fixed Improvement.
d. Define Permanent Fixed Improvement.
e. Eric feels 5% should be deleted from guidelines.
f. If a cottage owner wants to do something he/she needs to get approval, but there is
no increase in value.
6. New Business -
a. To be continued.
7. Pat Lutzky – Housing Authority
a. Are we interested?
b. Invite someone to speak on such to come up with ideas.
