Public Hearings -None Closing Comments Supervisor Russell SUPERVISOR RUSSELL: That completes the business of the agenda, I am going to invite any member of the public that would like to comment on any item to please feel free? Arlene Castellano ARLENE CASTELLANO: Okay, thank you. I have a question for Councilwoman Doherty. I was hoping you could explain your decision making process in regard to the latest New Suffolk parking proposal that you presented at this mornings work session. The proposal that you presented is a piecemeal approach. You are suggesting a solution that offers relief to the businesses and makes things exponentially worse for the residents. Everyone is well aware that by restricting parking only in front of the businesses, you will merely shift hundreds of cars to the unrestricted residential streets. On the one hand, the Board is assuring the people of New Suffolk that a residents only restriction at the beach and snow fencing will greatly improve over- crowding. On the other hand, the Board is preparing for the inevitable surge of non-resident beach goers by proposing a law that would ensure that they park on residential streets rather than in front of the businesses. At several public meetings people, including myself and members of the civic association have spoken out against piecemeal restrictions. Two months ago, in February, Councilwoman Doherty agreed with the community and stated that comprehensive restrictions made more sense than piecemeal restrictions. Because restricting only a few streets moved the problem somewhere else. Based on community input, she presented a plan to restrict all the streets in the New Suffolk grid and said that it was okayed by the Town Engineer, the Chief of Police and the head of Recreation. So I would just like to know why her opinion on that has changed and-specifically what information or conversation informed her decision? I know that there are challenges that come with enacting a comprehensive plan but at the end of the day it is the only approach that can provide equal and fair relief to both the businesses and the residents. The piecemeal plan that Councilwoman Doherty presented this morning may be easier and simpler but it is not a solution for everyone. It will provide relief to the businesses at the expense of the residents. So I really would appreciate it if every member of the Board would please explain to the New Suffolk residents why they support this plan. Thank you. Councilwoman Jill Doherty COUNCILWOMAN DOHERTY: So what I will start out, it's not my plan. The plan that was presented in you know, in the previous meetings come from the community and the engineer report. So it's not my plan, I haven't come up with any of this. I am just the one that is facilitating the information and we have worked on this and tried to come up with a plan, I don't Southold Town Board Regular Meeting April 6, 2021 page 23 think that we are at a consensus of doing parking by permit only in the whole entire grid, so I just offered to do part of it or we can do nothing. So I just felt that you know, I put it out there for the Town Board, should we at least attempt do something. We are going to have a public hearing, doesn't mean we are going to adopt everything. In that public hearing it might come out that everybody agrees with what you just said, that let's just put everything off until we can do the whole thing. We might never do parking by permit only in the whole grid, so I just thought that I would offer this and at least we can have an attempt to you know, roll over some cars so people aren't there for hours on end taking up all of the parking. It might make sense not to do anything but at least we are doing, we are you know, control is not the right word but we are working on our beach that the town owns and so we are doing that and I just offered this other option based on conversations we have had with the community. So if it turns out that we don't decide to do anything, then that's what it is. But I just felt that I didn't want to just drop it, I wanted to continue working on this project. Councilman James Dinizio COUNCILMAN DINIZIO: I would like to comment on the last comment, my whole reason for wanting to move forward on this even if you consider it piece meal is the over-riding idea that I got from the study and representatives of that study is we need to do more enforcement down there, everything seemed to hinge on that and if you watched the meeting this morning, that's what I said. It needs to be, we need to be down there enforcing the laws that we already have and we already put in place and if we need to more, then I am willing to do more. I am not willing to not do anything but if we are not down there enforcing the laws it looks to me like we are going to get there earlier at the beach because that was a problem and we answered that problem, we are going to be there a little later because we have to have more than one attendant because they only work so many hours, we have to work that out. I don't think that this is piecemeal, I think this is just the step in the right direction and committing ourselves to one plan without first trying to do the enforcement that, it was overwhelming to me. It seemed like every sentence, those people had something to do with enforcing. They are parking terribly, not parking in lines, there were no lines where people could park, all of that, all hinged on that, so I don't know how the snow fence works out, I am all for that. There is no parking at those road ends now, that's pretty good, and like I said the beach attendants will be there so at lease in the parking lots that we have anybody that's in there, they will have a permit to park in there. I think it's a good plan. I think it's good to move forward. Supervisor Russell SUPERVISOR RUSSELL: I would just like to offer my comment real quick. Understand the difference between piecemeal and steps. Piecemeal implies that you're focusing on one small area and you are implementing a solution. Historically that has been the approach in New Suffolk and every solution you try to bring here creates impacts elsewhere. That, it was the whole reason why we did a study, a comprehensive study of the entire little hamlet. This, that proposal today was a step in the process. It is not a piecemeal approach but merely and clearly there are bugs to be worked out without a doubt on the larger picture and there are challenges with the larger picture.
