LOCAL WATERFRONT REVITALIZATION PROGRAM
TOWN OF SOUTHOLD
MEMORANDUM
To: Glenn Goldsmith, President
Town of Southold Board of Trustees
From: Mark Terry, AICP
LWRP Coordinator
Date: October 9, 2020
Re: LWRP Coastal Consistency Review for JOSEPH CASARONA TRUST
SCTM# 1000-83-1-36.1
JOSEPH CASARONA TRUST requests an Administrative Permit for a Ten (10) year, maintenance
permit to trim and maintain the bluff vegetation growth to no less than two (2) feet in height on an
as-needed basis. Located: 55 Glen Court, Cutchogue. SCTM#: 1000-83-1-36.1
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the
LWRP based upon:
6.3 Protect and restore tidal and freshwater wetlands.
A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees
laws and regulations for all Andros Patent and other lands under their jurisdiction
1. Comply with Trustee regulations and recommendations as set forth in Trustee permit
conditions.
A Wetland Permit (7175) was issued in 2009 for the restoration of the bluff. It included
the requirement to establish a 15' wide buffer inclusive of a T wide planted berm. It is
unclear if the 15' wide buffer is in place.
Further, the request,is to broad in scope. The need to trim vegetation on the bluff face is
unclear and should be clarified. If approved, the seaward limit if trimming of vegetation
should be established (e.g. to top of bluff line).
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.
