Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP provided the following is considered to meet policy 6 Protect and restore ecological quality throughout the Town of Southold. 1. The native black cherry trees are left in place with intact root structures. These trees provide important function and values to wildlife, control erosion and survive well in coastal conditions. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. I am a licensed landscape architect, CA#5312. Though my license was issued in California,my landscape architecture education and early training took place on the east coast,in Virginia and in New York. I am very familiar with east coast plants,and the roles played by many of the non natives. A non-native (also alien) is a plant that is growing beyond its original native habitat by way of human introduction (either intentional or accidental). When an alien plant is able to spread unchecked throughout its new habitat,it can be referred to as an invasive plant. For example,Japanese Knotweed/ Polygonum cuspidatum is an alien plant that was introduced from Japan to North America in the 19th century because of its ornamental white flowers. But it can be classified as an invasive plant today because it has spread rampant throughout the state of New York and beyond. Not all alien plants are invasive,but all invasive plants are alien (a native plant that spreads quickly can be referred to as'aggressive'). Invasive plants pose danger to the natural habitat because they crowd out native plants,stealing sunlight and soil nutrients and,sometimes, 'strangling' native vegetation (think Celastrus orbiculatus/ Oriental Bittersweet...). And when the native plants die,the foundation of the local ecology is negatively impacted. For example,none of the fauna that rely on the native plants for habitat and nutrition can survive;insects, birds, small forest mammals- and all of the animals that,in turn,rely on them-are jeopardized. It's impossible to have a healthy, sustainable, diverse natural habitat without a foundation of thriving native plants. On Fishers Island,there has been a concerted effort,led by the Fishers Island Conservancy, to educate residents and landowners on the benefits or eradicating island invasives and planting native plants,instead. The Conservancy is behind the restoration of the Parade Grounds-a large native grassland meadow near the ferry dock- as well as the Demonstration Garden-a garden planted with native trees and shrubs. Within both projects,lepidoptera (butterflies and moths) thrive, in turn attracting the birds that rely on them as a food source. The native plants that have been reintroduced and which are flourishing-because the competing invasives have been removed-have formed the foundation for a healthy ecosystem. They see a very real opportunity to create an'island sanctuary',where there are significant swaths of invasive free habitat that will support native fauna. It is with this goal for a healthy natural island ecosystem in mind that we are undertaking the removal of all invasives on the Chocomount Cove property. Having identified Celastrus orbiculatus/ Oriental Bittersweet, Acer plananoides/ Norway Maple,Lonicera japonica/ Japanese Honeysuckle,and Rhamnus cathartica/ European Buckthorn,we have removed those invasives from the site that do not fall within the Trustees 100' regulated area. We would like to continue the same invasive removal work within the Trustee 100' regulated area. We are proposing revegetating the areas that are impacted by invasive removal with native grassland plants- similar to the Fishers Island Conservacy's native grassland restoration project-and native shrubs and trees,as found within the Conservancy's Demonstration Garden. As a former Fishers Island Conservancy board member who is also a landscape architect,I was the designer of the Demonstration Garden,and I worked closely with the board members who initiated the restoration of the Parade Grounds;I have a familiarity with the plant material and with the contractors who propose to do the work of removing invasives and planting natives. Not every property owner is inclined to follow the recommendations of the Conservancy, and I am excited that the Chocomount Cove clients are willing to commit to making these improvements that will impact the island environment in a positive way.
