Main Rd. &Youngs Ave.) Southold, NY 11971 G • Q Telephone: 631 765-1938 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To' Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: June 12, 2020 Re* LWRP Coastal Consistency Review for LAUGHING WATERS PROPERTY ASSOCIATION SCTM# 1000-87-3-60 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the-Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, the proposed action is recommended as INCONSISTENT with the LWRP. 4.1 Minimize losses of human life and structures from flooding and erosion hazards. B. Use vegetative non-structural measures to manage flooding and erosion hazards. 2. Use vegetative measures to increase protective capabilities of natural protective features. Discourage clearing of existing, particularly indigenous vegetation during siting, design, construction and regrading phases of any development project. The applicant states that the purpose of the living shoreline is to preserve the beach and stop sand from accumulating within the dock slips. The manipulation of the shoreline by adding rip-rap does not meet this policy. It is unclear if the living shoreline would be affective at stopping sand from entering the dock slips. Currently the area functions as a natural, littoral zone. C. Enhance existing natural protective features and processes, and use non-structural measures which have a reasonable probability of managing erosion. It is recommended that a less permanent treatment be applied (Bio-logs and plantings) in place of the rip rap proposed on a functional littoral ecosystem. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
