Any other activity within 100' of the wetland boundary requires a permit from this office. This is not an approval from any other agency. As you know we are requesting an amendment to our existing 10-Year maintenance permit 8742A. Feedback provided by Glenn Goldsmith via email on 3/18/2021 stated that we should revise our plan so that it"adequately accounts for the loss of native vegetation" and addresses"the loss of trees and canopy that were previously cut down." To address the Trustees'feedback we have revised our initial plan to include a greater number of trees, as well as a revised variety of trees that will achieve significant height and canopy. The full planting area is a triangle 30'x 40' x 40'for a total of 500 sq.ft. Our plan includes 15 trees so this would allow for 33.33 square feet per tree.All of the trees would reach a spread of 15'to 30'each so all would grow into, or over,each other in time.Seven of the trees would reach 50'tall at maturity with 5 more trees achieving height of 35'-40'and three others 15'-25'. All are native trees(red maple, spruce or pine, black tupelo, pagoda/flowering dogwood, eastern red cedar and gray birch).To control briar and poison ivy growth we will lay woodchips under the newly planted trees. In Glenn Goldsmith's 3/18/2021 email it was also stated that"the plan should also limit any ground disturbance to only what is necessary to plant the new trees" and "all work must be done by someone who has a valid Coastal Contractors License." We agree that ground disturbance should be limited.The intention to dig the holes for the new trees between the remaining stumps and roots and only grind any stump or root if absolutely necessary to be done to allow for tree planting. We disagree with the need for the work to be done by someone with a valid Coastal Contractors license. The work involved is on dry land, is not on a coastline of any kind, and there will be no disturbance of any land within 10 feet of the edge of the pond. We will either plant the trees ourselves or will hire a professional, licensed landscaper to plant the trees. Please let us know if you have any questions. The trees in the area we want to replant were killed by over-crowding, invasive poison ivy and briars,old age and damage from multiple storms over the years. Numerous trees were dangerous as they were dead,fallen and leaning on other trunks,or branches were broken and hanging. In replanting the area we would like to avoid these problems by not overcrowding, allow for future growth of the plants and trees,and limit re-growth of poison ivy and briars. While the attached plan does not replace one-for-one the trees that were removed, if we were to plant over 20 trees we would be back in the exact same over-crowding situation in just a few years. Our goal is to replant allowing the new trees to thrive for many years to come filling in over time.The attached re-planting plan does this and utilizes native trees.We've also provided a visual of how the trees would fill the space at maturity. To control briar and poison ivy growth we would put grass seed along the edges in several feet and lay woodchips under the newly planted trees. To replant it may also be necessary to grind multiple stumps. What we feel is the best route to take is for the property owner to submit an application for an administrative permit to clean up the pond. The Board will then do a site visit and evaluate the pond as well as the scope of the work to determine if in fact the permit is needed or not. If a permit is not needed,we will give you back the check for the fee. If a permit is needed,the paperwork is already in,we will have reviewed it so it will y go on our agenda for the next public meeting.
