SUPERVISOR RUSSELL: Please rise for the Pledge. Thank you. I am going to ask Chief
Flatley to come up, we have two officers we would like to promote this evening.
Chief Martin Flatley
CHIEF MARTIN FLATLEY: I thank the Town Board for letting us interject ourselves into the
beginning of their meeting, but with living in a COVID world today there is no such thing as
business as usual, but I do think it was important to bring both Officer Greg Simmons and
Officer Robert Haase live before the Town Board with promotions to the rank of Sergeant. It is
important that their families are here so we can acknowledge their hard work that they had to get
to this point. Both worked very hard to get here, both are very good officers. There is no doubt
in my mind (inaudible), it is important for us to acknowledge the Supervisor and the Town Board
for supporting our department with the manpower we needed to serve the people of Southold
Town in the appropriate fashion by letting us have these promotions, also some new hire's
(inaudible). If I could have Officer Simmons first, Greg I want to be the first to congratulate you
for being promoted to the rank of Sergeant. Congratulations.

Acquisition of County Property Off Kenny's Road, Southold
WHEREAS, Section 72-h of the General Municipal Law of the State of New York permits the
sale of real property between municipal governments in the State of New York; and
WHEREAS, there is a vacant parcel of Suffolk County owned land located at Kenney's Rd,
Southold; Tax Map No. 1000-59.-1-26
WHEREAS, the Town of Southold is interested in acquiring said parcel of real property for open
space purposes for a total consideration not to exceed $5774.29 plus closing costs; and
WHEREAS, the Town of Southold is aware that the subject premises shall be conveyed subject
to the following restrictive covenants that will run with the land so conveyed: 1) That the
Grantee or any subsequent Grantee shall not bill or charge back to the Grantor any cost incurred
or projected to be incurred for the cleanup, removal, and disposal of all debris, waste, and/or
contamination in or on the subject premises; 2) That the Grantee shall not sell, convey, transfer
or otherwise dispose of the subject premises; and
WHEREAS, the Town Board of the Town of Southold is aware that the restrictive covenants
described above will run with the land and shall bind the heirs, successors, and assigns of the
Town of Southold and in the event of any violation of the restrictive covenants stated above, the
Deed conveying said parcels shall be void ab initio and title to the realty shall revert to the
County of Suffolk; and

WHEREAS, the acquisition of said parcels pursuant to General Municipal Law Section 72-H, as
an intergovernmental transfer, is a Type II action pursuant to NYCRR 617.5(c)(19) and,
therefore, no further SEQRA review is required, now there for be it
RESOLVED,that the Town Board of the Town of Southold hereby authorizes, consents and
approves the acquisition of the parcel for open space purposes further identified as SCTM No.
1000-59.-1-26,plus closing costs subject to the restrictive covenants and reverter provisions as
stated above.

RESOLVED that pursuant to the provisions of Chapter 17 (Community Preservation Fund) and

hereby sets Tuesday, March 9, 2021, at 4:31 p.m., Southold Town Hall, 53095 Main Road,
Southold, New York as the time and place for a public hearing for the purchase of a
development rights easement on property owned by WW Farms, LLC. Said property is
identified as part of SCTM #1000-109.-1-11. The address is 24085 Main Road (NYS Route 25)
in Cutchogue. The property is located in the Agricultural-Conservation (A-C) Zoning District
and is situated on the northerly side of Main Road (NYS Route 25) approximately 1332 feet
westerly from the intersection of Alvah's Lane and Main Road (NYS Route 25), Cutchogue,
New York. The proposed acquisition is for a development rights easement on a part of the
property consisting of approximately 64± acres (subject to survey) of the 77.8± acre parcel.
The exact area of the acquisition is subject to a Town-provided survey acceptable to the Land
Preservation Committee and the property owner. The easement will be acquired using
Community Preservation Funds. The purchase price is $64,203.00 (sixty-four thousand two
hundred three dollars) per buildable acre, estimated at $4,108,992.00 (four million one hundred
eight thousand nine hundred ninety-two dollars) for the 64± acre easement. Purchase price will
be adjusted at time of closing based on final survey acreage determination, plus acquisition costs.
The property is listed on the Town's Community Preservation Project Plan as property that
should be preserved due to its agricultural value.
FURTHER NOTICE is hereby given that a more detailed description of the above mentioned
parcel of land is on file in Land Preservation Department, Southold Town Hall Annex, 54375

BE IT ENACTED by the Town Board of the Town of Southold as follows:
I. Purpose.
The purpose of this local law is to increase the levels of participation on the Historic
Preservation Commission.
II. Chapter 26 of the Code of the Town of Southold is hereby amended to include the
underlined words and remove the struck through words as follows:
§ 26-16 Exclusion from Code of Ethics.
The provisions of Article II shall not prohibit or require recusal as a result of the following:
A. An action specifically authorized by statute, rule or regulation of the Town of Southold, the
State of New York or of the United States.
B. A ministerial act.
C. Gifts:
(1) Received by the Town officer or employee from his or her parent, spouse or child.
(2) Having an aggregate value of$500 or less during any twelve-month period.
(3) Accepted on behalf of the Town and transferred to the Town.
D. Gifts or benefits having a value of$100 or less that are received by a Town officer or
employee listed in § 11 of the Domestic Relations Law for the solemnization of a marriage
by that officer or employee at a place other than his or her normal place of business or at a
time other than his or her normal hours of business.
E. Awards from charitable organizations.
F. Receipt of Town services or benefits or use of Town facilities that are generally available
on the same terms and conditions to residents or a class of residents in the Town.
G. Representation of constituents by elected officials without compensation in matters of
public advocacy.
H. Members of the Historic Preservation Commission, that hold professional licenses,

11. Chapter 26 of the Code of the Town of Southold is hereby amended to include the

§ 26-2 Definitions.
Unless otherwise stated or unless the context otherwise requires, when used in this chapter the
terms herein shall have the meanings indicated:
CONTRACT
As defined in Article 18 of General Municipal Law, any claim, account or demand against
or agreement with the Town, express or implied.
CONSULTANT
Any individual, association, partnership or corporation or any employee or agent thereof
who has been retained to assist any board oragency in the discharge of its duties.
"Consultant" shall also include any business partner, employer or members of the
consultant's firm or company
POLITICAL ACTIVITIES
Any activities related to partisan politics, including but not limited to; recruiting, solicitation
for fundraising, purchasing fundraiser tickets, circulating and signing designating petitions,
and distributing campaign literature and products, invoking political reprisals, and any
action that uses political influence to affect the duties and responsibilities of any officer or
employee of the Town.
POLITICAL PARTY COMMITTEE
Any corporation or committee which operates to aid or promote the success or defeat of a
political party and/or the election or defeat of any candidate, within the Town of Southold.

A spouse, former spouse, domestic partner, child, stepchild, son or daughter-in-law, brother,

SUPERVISOR OF A TOWN OFFICER OR EMPLOYEE
Any other Town officer or employee who has direction or control, either directly or
indirectly, over the activities of that Town officer or employee.
Article II
Rules of Conduct
§ 26-5 General prohibition.
A. A Town officer or employee shall not use his or her official position or office, or take
or fail to take any action, in a manner which he or she knows or has reason to know
may result in compensation for any of the following persons:
LDA. The Town officer or employee.
QB. His or her outside employer or business or that of a member of his or her
household.
ME. A member of his or her household.
f4�D. A customer or client.
�QE. A relative.
B. Consultants.
(1) Except as provided in Subsection B(2), (3) and (4) below, to avoid potential
conflicts of interest, a Town consultant shall not appear on behalf of any othe
client before the Town or any gency thereof during the period of service to the
Town by the consultant. The Town shall specify the restriction in any written
contracts entered into between the Town and consultants. However, failure of the
contract to state the restriction shall not affect the enforcement of this section of
the Town's Ethics Code.
(2) The restrictions contained in this chapter shall not apply to consultants which:
a Operate a business located within the Town and have been retained by the
Town to perform a contract valued at $25,000 or less; or
(b) Have a written contract with the Town in which the Town Board has

expressly authorized an exemption for the consultant from the provisions of
the Town's Ethics Code; or
(c) Have received a special waiver from the Town's Ethics Board pursuant to
Subsection 13(4) of this section.
(3) Nothing in this subsection shall be construed to prohibit a consultant from:
(a) Appearing on his own behalf, or on behalf of the Town, before a Town
agency.
(b) Seeking or obtaining a ministerial act from an administrative officer; or
(c) Receiving a Town service or benefit, or using a Town facility, on the same
terms on which such service, benefit or facility is available to the public.
(4)Special waiver. A consultant may make appearances before Town agencies
otherwise prohibited by this section, upon written approval of the Ethics Board and
the consent of the involved Town agencies. The Ethics Board shall consider such
approval on a case-by-case basis taking into account for such findings the
following criteria:
(a) The general expertise of the consultant.
(b) The expertise of the consultant vis a vis the particular matter.
(c) The extent of the consultant's involvement both for the Town and for the
private client(s).
(d) The extent of the fees, past or future, to be paid to the consultant by the
Town.
(e) The impact such appearances may have on the public trust.
(f) The statement of necessity from the involved Town agency.
(g) Such findings shall be detailed in writing by the Ethics Board and filed with
the office of the Town Clerk.
§ 26-12 Political Solicitation Activities Prohibited.

A. No person shall engage in any political activities on any Town premises at any time. Such
prohibited activities include but are not limited to the following:
(1) Sales or purchases of tickets to political events.
(2) Discussion of tickets to political events.
(3) Solicitation to join a political party or activity.
.(4) Discussion of promotions or transfers or changes of assignments or compensation on
the basis of any political considerations.
(5) Solicitation of funds or goods or services for political purposes.
(6) Use of Town taxpayer-funded equipment, computers, Internet, email, telephones and
supplies for political activity.
B. No person having supervisory control or who is superior in title to any official or employee
of the Town shall engage in any of the following actions with subordinates at any time on or
off Town premises:
(1) Discussion of or solicitation of ticket purchases or sales.
(2) Solicitation to join a political party or political activity.
(3) Use of political considerations in discussing duties, positions, compensation, changes
in titles or work assignments.
(4) Use of political considerations as the reason for promotions, assignment changes,
demotions or termination.
26-13 Restriction on elected official or member of board.
No elected official or member of the Town Board, Planning Board, Zoning Board of Appeals,
Board of Ethics, Board of Assessment Review or the Town Attorney shall be a committeeman or
committeewoman, alternate committeeperson, or the officer of a political party committee.
III. SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law

(1) Guest parking permits shall be issued by the Town Clerk or a person designated by the
Town Clerk to all persons who are qualified residents of the Town of Southold, as defined
in § 189-3A hereof, for use by guests temporarily residing in the dwelling of such resident.
A resident applying for a guest parking permit shall present an application in affidavit form,
signed by the applicant, setting forth the following:
(a) The location of the property to be occupied by the guests.
(b) The names and permanent addresses of the guests.
(c) The length of time of the guest occupancy.
(2) Upon a determination by the Town Clerk or person designated by the Town Clerk that the
applicant is entitled to a guest parking permit and upon the payment of the permit fee, such
permit shall be issued and inscribed with the vehicle license registration number and shall
be affixed to the vehicle in the same manner as provided in § 189-3A(3) hereof.
(3) The fee for the issuance of a guest parking permit shall be such fee as shall be prescribed by
a resolution of the Southold Town Board.

Fl. Commercial boat hauler/launcher permit. Any business engaged in the launching of
transporting and/or launching boats shall be required to obtain a commercial boat hauler
permit.
(1) A commercial boat hauler/launcher permit shall only be issued by the Town Clerk or a
person designated by him to an individual or corporate entity engaged in the business of
transporting and/or launching boats with a principal place of business located in the Town
of Southold.
(2) The fee for a commercial boat hauler/launcher permit shall be set from time by time by
resolution of the Town Board.
GJ. Night fishing parking permit. For the purpose of ensuring fishermen and shell fishermen
parking access to the beaches, creeks and waters within the Town of Southold when such
parking access is normally closed (10:00 p.m. to 6:00 a.m.), the following exception to §
189-2G is hereby created:
(1) Night fishing parking permit. A night fishing parking permit shall be issued by the Town
Clerk or a person designated by the Town Clerk to all persons who hold a resident, lessee or
guest parking permit.
(2) Any motor vehicle having a night fishing parking permit shall be deemed not to be in
violation of§ 189-2G or § 189-3I where both the night fishing permit and the resident,
lessee or guest parking permit are properly displayed.

(3) The following rules and regulations apply:
(a) At the time a motor vehicle with a night fishing permit is parked at a location during a time
in which parking is normally prohibited by § 189-2G and § 189-3I, the occupants of the
vehicle must have fishing equipment and be actively engaged in fishing. The permit is
nontransferable and valid only for vehicles bearing the license plate number on the permit.
(b) Fees. There shall be no annual fee for night fishing permits.
(c) Duration of permits. All night fishing permits provided for in this section shall expire at the
same time as the resident, lessee or guest parking permit.
(4) Other regulations. Persons using parking areas pursuant to the provisions of this section
shall comply with all other laws, ordinances, rules, regulations and restrictions thereto.
IV. SEVERABILITY

hold a public hearing on the aforesaid Local Law at Southold Town Hall, 53095 Main Road,
Southold,New York, on the 2311 day of February, 2021 at 7:00 p.m. at which time all
interested persons will be given an opportunity to be heard.
The proposed Local Law entitled, "A Local Law in relation to an Amendment to Chapter

A Local Law entitled, "A Local Law in relation to an Amendment to Chapter 189, Parking".
BE IT ENACTED by the Town Board of the Town of Southold as follows:
I. Purpose.
The purpose of this local law is to improve parking, mobility, congestion and
enforcement of parking, as well as dealing with impacts to the public's health, safety and
welfare that result therefrom.
II. Chapter 189 of the Code of the Town of Southold is hereby amended to include the
underlined words and remove the struck through words as follows:
III. § 189-3 Parking permits.
Parking permits for parking vehicles in the parking areas designated in § 189-2 of this article
shall be issued as follows:

DE. Guest permits.
(1) Guest parking permits shall be issued by the Town Clerk or a person designated
by the Town Clerk to all persons who are qualified residents of the Town of
Southold, as defined in § 189-3A hereof, for use by guests temporarily residing in
the dwelling of such resident. A resident applying for a guest parking permit shall
present an application in affidavit form, signed by the applicant, setting forth the
following:
(a) The location of the property to be occupied by the guests.
(b) The names and permanent addresses of the guests.
(c) The length of time of the guest occupancy.
(2) Upon a determination by the Town Clerk or person designated by the Town Clerk
that the applicant is entitled to a guest parking permit and upon the payment of the
permit fee, such permit shall be issued and inscribed with the vehicle license
registration number and shall be affixed to the vehicle in the same manner as
provided in § 189-3A(3) hereof.
(3) The fee for the issuance of a guest parking permit shall be such fee as shall be
prescribed by a resolution of the Southold Town Board.
EF. Nonresident seasonal beach parking permit. Beach parking permits for
nonresidents for the period January 1 through December 31 may be issued by the
Town Clerk of the Town of Southold upon application therefor at a sum
prescribed by resolution of the Southold Town Board, which annual sum shall be

Fl. Commercial boat hauler/launcher permit. Any business engaged in the launching
of transporting and/or launching boats shall be required to obtain a commercial
boat hauler permit.
(1) A commercial boat hauler/launcher permit shall only be issued by the Town Clerk
or a person designated by him to an individual or corporate entity engaged in the
business of transporting and/or launching boats with a principal place of business
located in the Town of Southold.
(2) The fee for a commercial boat hauler/launcher permit shall be set from time by
time by resolution of the Town Board.
G. Night fishing parking permit. For the purpose of ensuring fishermen and shell
fishermen parking access to the beaches, creeks and waters within the Town of
Southold when such parking access is normally closed (10:00 p.m. to 6:00 a.m.),
the following exception to § 189-2G is hereby created:
(1) Night fishing parking permit. A night fishing parking permit shall be issued by the
Town Clerk or a person designated by the Town Clerk to all persons who hold a
resident, lessee or guest parking permit.
(2) Any motor vehicle having a night fishing parking permit shall be deemed not to
be in violation of§ 189-2G or § 189-3I where both the night fishing permit and
the resident, lessee or guest parking permit are properly displayed.
(3) The following rules and regulations apply:
(a) At the time a motor vehicle with a night fishing permit is parked at a
location during a time in which parking is normally prohibited by § 189-
2G and § 189-31,the occupants of the vehicle must have fishing
equipment and be actively engaged in fishing. The permit is
nontransferable and valid only for vehicles bearing the license plate
number on the permit.

(b) Fees. There shall be no annual fee for night fishing permits.
(c) Duration of permits. All night fishing permits provided for in this section
shall expire at the same time as the resident, lessee or guest parking
permit.
(4) Other regulations. Persons using parking areas pursuant to the provisions of this
section shall comply with all other laws, ordinances, rules, regulations and
restrictions thereto.
IV. SEVERABILITY
If any clause, sentence,paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
V. EFFECTIVE DATE
This Local Law shall take effect on January 1, 2022 after filing with the Secretary of State as
provided by law.
I do have here the legal notice that this has been published in the Suffolk Times and I have a
notarized affidavit that this has been noticed on the Town Clerk's bulletin board and the town
website.

TOM STEPHENSON: Tom Stephenson, Orient. I almost didn't speak because of the disturbing
news we got today, last thing I want to do is come here and talk but I guess I can't be held back.
First of all, thank you for letting me speak, I want to encourage the Town Board to consider
keeping these zoom meetings going even if the executive order expires, I think it's great for
public openness. I attended the work session this morning just walking around on the farm with
my phone and I think that's cool to be able to follow what's going on, that's great. got a couple of
things (inaudible). So I had a comment, the first thing, the peddlers code I know it's a work in
progress and the next AAC meeting is next Wednesday and we can keep that discussion going, I
know Scott you had concerns, we are more than happy....

SUPERVISOR RUSSELL: Yes, Sarah and I are going to participate and we will just see if we
can talk out some results on some of the outstanding issues.
MR. STEPHENSON: Right, I appreciate that. Okay, the next thing was civics, I just took some
comments, I guess I am just a nerd for this stuff. The first notice was there's no Fishers Island
rep for the civics, 40 minute presentation,that's great I love that you are hearing from the civics
but you know, they don't represent everyone in the town,the Town Board represents everyone in
the town. In 40 minutes there was not one mention of young people or opportunities for young
people and I think we are in a generational meltdown when we cannot have our young people
stay here. The only mention of affordable housing was you know, I think (inaudible) brought it
up, I know people who are, they say I am young I am almost 50 but there's 20 year olds are like
(inaudible). Scott, I appreciated your comments that people take what they want from the
Comprehensive Plan you know, all the issues that are in there, it took so long to get that thing
going you are almost like okay,you are looking at it again go right back to it and how are we
going to revise the one we just adopted? The let's see here, next thing was the historic districts
and the ethics code. I just wanted to point out that whatever was last week, the info session, I
missed it, it was not publicly noticed because it probably wasn't a meeting technically. I had
contacted the state about open meetings, not about the town but about the school districts and I
was told that even a sub-committee, a sub-quorum level, should be publicly noticed. On our
buildings and grounds committee at the school,you get two people together,three people
together and you don't have a quorum, I learned something that you really should be publicly
noticing that. The only way that the information about this meeting or non-meeting went out
was through the civic association and the historic society but that means a lot of people are not
even knowing about the meeting.....
COUNCILWOMAN DOHERTY: Excuse me, Tom, what meeting are you talking about?
MR. STEPHENSON: The Historic Preservation Commission had, I guess an info session....
COUNCILWOMAN DOHERTY: That was published on the website and through the Town
Clerk's office.
MR. STEPHENSON: Was it? I never got it in an email. Maybe it was, I was away anyway.
So, you know, I am president of the Oysterponds School Board and we didn't get a notice, their
map of the Orient historic district and by the way I can't find it in the laserfiche, can't find it in
the Historic Preservation anywhere in their laserfiche on the town website, can't find it in the
clerk's area anywhere, that's a problem but the map that the Orient Association has shows a tiny
little sliver of the Oysterponds school in the district which was news to everyone. But yet we are
not told about this meeting and I just want to give you guys a little bit of history about the East
Marion historical district which was passed, the school district owns schoolhouse park and we
were not properly notified about that whole process. We only found out about it late in the
game, the school board sent a letter to the state and we opposed being included in the school
house park and historic district, maybe if there was an historic school there but there are not
structures there. It just doesn't make sense why we would be in that historic district. So East

Marion district is only a state district, it only has teeth if you need to go to the state for permits.
Well, guess what? Schools have to go the state for permits. So it only has teeth for the school,
so we didn't like the way that was handled. And when we went to the East Marion Fire
Department for their info session, school board members were treated rudely and there was an
arrogance there that I thought was unprofessional. I am just putting that out there. I don't agree
with allowing vacant lots and non-historic lots be included in the Orient historic district under
the HPC purview, I don't with it. To me it makes no sense to have a vacant lot that never had a
building on it being in the historic preservation commission, it's almost like a mini Planning
Board before you go the Building Department to get your notice of disapproval and then go back
to them and then were do you go when you get disapproved? Then you go the Planning Board
eventually, I don't get it, I say no, that map, I am asking, I asked the clerk for the map, I am
hoping to get the map but I don't know why you would include a farm field in the historic district
and then now try to get the code changed to let you say what happens on vacant land, to me,
something is not right there but to be continued. The ethics code changes, I agree with all the
changes except for the part that would allow, you know,just be careful there. I know we all have
to update our ethics codes and we are doing that on the school board level too, we have to follow
the state law. Just be careful though. I know we are scheduling public hearings, so more on that
at the public hearing I guess. But I would just be very wary to change, you know it's a slippery
slope when you allow you know, how much of a waiver are you allowed? The ethics code we
have at the school level is so strict that you know, you know, I don't know if we are under the
same code or not, I am just not in favor of that. If the makeup of the Historic Preservation
Commission, if it's so strict that you can't find people to serve on it, then you should change the
criteria so you can have people with interests, you know, only one person has to be a trained
architect, another person has to be in an historic district but everyone else can be from the public.
So you know, you are talking about changing the ethics code because one person on that one
committee is going to represent people in front of the town, maybe there is another way to handle
it like Louisa said, using consulting architects, that are maybe not in town or I don't know, if
there's another way to figure it out, please be careful. I don't know, affordable housing,New
Suffolk parking, I mean, that's a bit of a mess, I don't envy you but I can tell you, our beaches in
Orient were packed full. I had to drive away with a crying kid, we are not going to bring a kid
masked into a Youngs Ave. road end that is almost always empty and you can't even park there
and you don't know who anyone is and it's packed there and trash everywhere. Everyone across
the town is dealing with this, not just New Suffolk. If I am not allowed to drive my car and park
in New Suffolk as an Orient resident, you know, then we get to restrict our Orient beaches in the
same way? No. The public use of those beaches, maybe it will go away and not be a problem
anymore. Also, if you are talking about spending more money and building more kiosks and do
more enforcement on, we are going to get even less money for our beaches and as you know,
there are no, we don't have town lifeguards and town (inaudible) in Orient/East Marion, you
know, there's even less for our enforcement. By the way, I am not speaking for anyone else but
me. The police station, the buildings, I mean, those are tough decisions. If you spend it on one,
you are not going to have it for, you know, the police station has to get rebuilt, you know, you
can't blow it all. Bond money is cheap, you want to do it now if you could and you know, this
town is changing, I hope we are changing into Huntington or where I came from New Jersey.

We are not East Hampton yet, I don't know. It's been a long day for everyone but I appreciate
you all...
SUPERVISOR RUSSELL: I just want to quickly, disavow actually,the East Marion historic
district is outside of the town, the town didn't create'it, the town isn't participatory in its
establishment and it's certainly not covered under,the Southold town code, so the Historic
Preservation Commission Would have no authority over those homes. One of the problems I
have had historically is the way the state and federal government set up the historic district
program. You are supposed to send a letter to everybody that's in the historic district and people
need to overtly send a letter back saying they are opposed to it rather than saying, canvass and
get a majority that support it,they say canvass and get a majority that oppose it and the problem
with that is, you get something in the mail,you don't really understand the significance of it and
people might tend to overlook it. You know, a lot of times people say, well, I don't even know
what this is, I am not going to bother read it. I have never liked that, never thought it was a
democratic process but I believe that's.....
MR. STEPHENSON: It's the only vote that I know of that it's like a reverse democratic...
SUPERVISOR RUSSELL: That's exactly right.
MR. STEPHENSON: Inaudible.
SUPERVISOR RUSSELL: That's exactly right.
MR. STEPHENSON: And there's no one vote per house, two vote, however many people get it
or is it acreage or what? Thank you for paying attention, I know it's not a town district and I
know I had spoken to you back then and saying please don't put it in the town district,you know,
I don't think I am in the historic district, I guess I have to take a better look at that map and I
know a lot of people in the district that really are a little afraid to speak up because they might
have to go in front of this board and I have listened to their meetings too and I tell you, I mean, I
have heard 15 minute monologues dressing down citizens because they changed their siding and
they took vinyl siding off and they put cedar siding back up. I mean, it's an overreach and I don't
think that was ever the intent, when the historic districts were created back in the 70's and the
80's and they filtered into the town, I have read the minutes of those meetings and they were
mainly only talking about how to get people to understand how they have this valuable house or
old house and try to keep it up and if there are tax breaks available and do the right thing
voluntarily, we'll give you a certificate, we will give you a plaque if you agree and that's where
that was and it was only in 2001 when (inaudible) so, I love how it looks in Orient and it's really
a rich man's game now but who's going to, can someone build a monstrosity over it, I guess they
could and everyone is going to walk around hating them but how do you write law for the small
percentage of bad apples and bad actors (inaudible)....
SUPERVISOR RUSSELL: One other thing I would say is the meeting that they had or the
presentation they had, there was some issues as to whether everybody that should have been

notified was notified. Might have been inadvertent or whatever the underlying reason was but
we had talked about that today as to whether we should do another one and then have it, as Jim
Dinizio suggested certified main receipt so we can be assured that people actually got it and
acknowledge that yes, everybody has been notified. We haven't quite figured how we are going
to resolve that but we are aware that there might have been some property owners, school
districts that might have been overlooked and we are going to try to get to the bottom of that and
figure out how to solve it.
MR. STEPHENSON: Thank you, it's the right thing to do.

office for this map?
MR. STEPHENSON: No, I just called them and asked them for it.

everything he has done for this town.
