THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2021-256 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
APRIL 6,2021:
RESOLVED that the Town Board of the Town of Southold hereby ratifies and approves the
Contract Agreement dated March 15, 2021 between the Town of Southold and the Civil Service
Employees Association Inc., Local 1000, AFSCME,AFL-CIO, Southold Unit 8785 ("the
CSEA").

STIPULATION'OF AGREEMENT,made and entered into this 1,5%y of March 2021,
by and between the negotiating committees for the Town of Southold and the CSEA,Local
1000,AFSCME,AFL-CIO,Town of Southold Unit 8785 of Suffolk Local 852("the CSEA").

WHEREAS,the parties have engaged in negotiations in good faith in an effort to arrive at

g a successor agreement to the one that expired on December 31,2019;and
l WHEREAS,the parties have arrived at a tentadve-*eement;

i NOW,THEREFORE,in consideration of the mutual covenants contained herein,the

parties stipulate and agree as follows:

1. The provisions of this Stipulation are subject to ratification by the CSEA's
+ membership and ratification and approval by the Town Board.
2. The,signatories below agree to recommend this Stipulation for

ratification/approval.
3. A copy of this original document has been provided to representatives of the
Town and the CSEA.
4. All proposals not contained herein made by either party during the course of
negotiations will be deemed dropped.
5. The terms of the new CBA will be as per the attached draft,plus housekeeping-
type revisions,unless otherwise agreed to by the parties.

approval of the 2020-2022 Agreement,Section 3 will be deleted in its entirety and replaced with
the following;"This Section is intentionally left blank."

7. Section 1,9;6(Sick Leave) Effective upon the complete ratification and approval
of the 2020-2022 Agreement, "for up to 10 hours"will be changed to"for up to the number of
hours in the employee's regular work day."
S. Seetio L10r:9(Sibk I�eave�}. Effective upon the complete ratification and approval
of the 2020-2022 Agreement,in the second paragraph, "October 11'will be changed to
"September 15th."
9. =Secticall'.1 Re-6 tial l ave Effective upon the complete ratification and
approval of the 2020-2022 Agreement,the following will be added as a new second sentence:
"Effective upon the complete ratification and approval of the 2020-2022 Agreement,personal
leave may be taken in half-day increments,provided that the leave will continue to be subject to
the Department Head's prior approval."

third paragraph,"2019"will be changed to"2022"
11. Seco ►n 2.1.Y.-(Sal.ariesJ The second,third and fourth paragraphs of this Section
will be revised to read as follows:
"Effective retroactive to June 1,2020,for employees who are on the payroll as of
the date of the complete ratification and approval of the 2020-2022 Agreement, steps entry level
through five, as well as the hourly and salaried rates,will be increased by 1%. In addition,
eligible employees will receive a step.
Effective retroactive to January 1, 2021, for employees who are on the
payroll as of the date of the complete ratification and approval of the 2020-2022
Agreement, steps entry level through five, as well as the hourly and salaried rates,will be

increased by 1%.In addition,eligible employees will receive a step.
Effective January 1,2022,steps entry level through five,as well as the
hourly and salaried rates,will be increased by 1.5%.In addition;eligible employees will
