CALL TO ORDER
Meeting called to order 6:30 PM
APPROVAL OF MINUTES
Motion by C Gueli, seconded by G Lomaga, all in favor and motion carried
unanimously to approve the Minutes from the January 21, 2021 submitted via email.
TREASURER'S REPORT (A. Noncarrow)
Presented/Discussed:
• Bill Payment Register dated February 11, 2021
• Budget Ledger dated January 31, 2021
• Balance sheet dated February 11, 2021
• Commissioners reviewed Purchase Orders and approved where needed
Motion by G Lomaga, seconded by C Gueli, all in favor and motion carried
unanimously to accept and approve the Treasurer's Report.
D Geis asked S Kiely about the waiver for the Easter Egg Hunt. Is there a standard
waiver or is there a specific waiver for the vendors. S Kiely explained it is a standard
COVID 19 form that all who attend will sign in order to protect the Park District.
Aldrich Lane
• C Shashkin asked if the Commissioners reviewed the field use policies and are
there any changes need to be done before the season.
• C Shashkin would like to plan for the field use in the fall regarding a charge for
use of the filed lights
• N Deegan would like to meet with PSEG and request to reduce the "on demand"
charge before making a decision, the other option is to remove some of the
breakers to reduce the amount of lights that turn on.
Bailie Beach
• C Shashkin asked about the use of the Volleyball courts in the summer, If people
come to play without signing the contract, do they need to provide proof of
insurance?
• S Kiely, if they come every week at the same time then that is a league and they
should pay for use of the courts and provide proof of insurance
Love Lane
• C Gueli received a quote for Love Lane dock repair of$6000.00 per 20 ft of dock
plus labor costs
• G Lomaga would like to have a plan for Love Lane before deciding
• It was decided that the dock does not need repair this year
• G Lomaga expressed his concern of moving ahead with projects without the
consent of all three of the Commissioners.
GENERAL
March Meeting
• G Lomaga asked who is the contact person for March while C Gueli is away,
• C Gueli will remain the contact and he provided an email address for the
secretary
• The agenda is to be completed and posted seven days prior to the meeting.
Zoom Meetings
• C Shashkin was quoted a price of$150.00/year for entry level zoom
• G Lomaga is opposed to zoom meetings as he feels they do not work and it is
unnecessary
• The other two Commissioners voted to have Zoom available as an option either
as full remote or a hybrid
• C Shashkin will investigate how to set up Zoom meetings by the March meeting
Survey (attached)
• C Gueli presented a survey he would like to present to the public which would
help determine what projects may have priority and better serve the Mattituck
residents.
• The Commissioners discussed different ideas of how best to present the survey
to MPD residents, (ie website, mailing, town hall meeting, etc).
• N Deegan suggested presenting the survey at the Mattituck Civic Association
meeting and possibly make a list of projects they would like done and then get ,
feed back from the public.
• This idea will be revisited at the April work session
• S Kiely suggested having one Commissioner responsible for a particular project
so that there is only one contact person and less confusion. For example, G
Lomaga could handle any projects for Breakwater, N Deegan anything at Vets
park and so on.
• The Commissioners agreed this may help with the work flow.
• G Lomaga would like the MPD to make a donation to support the Oliver family,
Mattituck residents who suffered the loss of their son, possibly toward a mental
health initiative
RESOLUTIONS
RESOLUTION 2021-15
RESOLUTION SETTING MEETING DATES FOR MARCH 2021
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set the
following meeting dates for the month of March 2021: Work Session, Thursday, March 4, 2020
at 6:30 P.M. and monthly meeting, Thursday, March 11, 2020 at 6:30 P.M.
RESULT: Motion byG Lomaga seconded by C Gueli, all in favor and motion carried
unanimously to approve Resolution 2021-15.
RESOLUTION 2021-16
RESOLUTION APPROVING BILL REGISTER AND AUTHORIZING
PAYMENT OF CURRENT BILLS
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the
Bill Register submitted by the Treasurer for the February 11, 2021 meeting and further
authorizes payment of the current bills.
RESULT: Motion by N Deegan seconded by G Lomaga, all in favor and motion carried
unanimously to approve Resolution 2021-16.
RESOLUTION 2021-17
RESOLUTION APPROVING THE REMOVAL OF TREES FROM
VETERANS PARK BY BEAVER TREE INCORPORATED
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the
removal of dead trees from Veteran's Park by Beaver Tree Incorporated, at 1280 Diedricks Rd,
Orient NY 11957 in the amount of$1800.00.
RESULT: Motion byG Lomaga seconded by N Deegan, all in favor and motion carried
unanimously to approve Resolution 2021-17.
RESOLUTION 2021-18
RESOLUTION ACCEPTING THE BID FROM UNDERGROUND WATER SERVICES FOR
WATERLINE ISTALLATION AT VETERANS PARK
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby accepts the
bid from Underground Water Services located at 242 River Road, Manorville NY 11949 to install
a new water line at Veterans Park from the utility room to the valve outside of the outdoor
bathroom to improve water pressure for the amount of$1950.00.
RESULT: Motion byG Lomaga seconded by N Deegan, all in favor and motion carried
unanimously to approve Resolution 2021-18.
RESOLUTION 2021-19
RESOLUTION APPOINTING KATHY RYAN AS
BEACH MANAGER FOR THE 2021 SUMMER SEASON
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby
appoint Kathy Ryan to the position of Beach Manager to include management of the
lifeguards and beach attendants for the 2021 Summer Season at a salary of$8,000.00.
RESULT: Motion by G Lomaga seconded by C Gueli, all in favor and motion carried
unanimously to approve Resolution 2021-19

THIS AGREEMENT is entered into as of the _ day of , 2021,
by The Scout Troops #39 (Boy Scout, Girl Scout and Cub Scout Troops) of
Mattituck, NY and the MATTTI'UCK PARK DISTRICT, with offices for the
transaction of business located at 11280 Peconic Bay Boulevard., P.O. Box
1413, Mattituck, New York, regarding the continued use of the Bailie beach
Lodge.This agreement will remain in effect until August 31,2050.
The scout troops and the park district agree to enter into an agreement for the provision of
park facilities at the Lodge at Bailie Beach, upon the following conditions.
The scouts will continue maintaining the upkeep of lodge and surrounding grounds as has
been performed in the past. The scouts will pay additional contributions of $100 per year
beginning on September 1, 2021. This annual contribution will remain unchanged through
August 31, 2030. Effective September 1, 2031, the annual contribution will be $125 per
year and will remain unchanged through August 31, 2040. Effective September 1, 2041 the
annual contribution will be $150 per year and will remain unchanged through August 31,
2050.
