Martin J. Bancroft,Jr. (Fr. Mickey) and my address is 38099 Main Rd. Orient, N.Y. 11957. Last week I called the Building Dept.to inquire if I needed a permit to plant 100' of privet to hide my neighbors' (Chad Gallant) deer fence. I am not complaining about the deer fence, it was installed properly and I am assuming w/the necessary permits?The Secretary/Administrative Assistant @ the Trustee's Office told me that a permit was not necessary to plant the privet, since my lawn was already established. I explained to her, my neighbor Chad Gallant,told me that I would need a permit to plant the privet. She told me Mr. Chad Gallant (38015 Main Rd.) is wrong/incorrect. I mentioned that f was only planting the privet parallel to the deer fence and that I would not violate the Town Law of planting/constructing w/in 10' of the bluff. I mentioned to her that I would not plant in front of the existing double height snow fence that ran from his deer fence to the very edge of the bluff (w/6 metal posts imbedded into the earth/bluff)to hold up the snow fence. The person on the phone told me that his snow fence was illegal and that she would contact the Bay Constable to investigate. I did tell her that Mr. Gallant apologized to me 3 weeks ago for installing the deer fence and that he said he would "probably" be fined for his illegal fence. I did call the Bay Constable and was told that they investigated the matter, but they never returned my call or told me any outcome.The deer are blocked from passing through his property and are now destroying his and my bluff by creating a new path to their eventual destination. Mr. and Mrs. Gallant have been very good neighbors and I am not complaining about them.They have taken the time to beautify their property and the result is stunning.They have acknowledged the deer problem.They have spent much money and time trying to prevent the deer from invading their property but if they had continued the deer fence (10'/setback from the bluff)from their Eastern edge to their Western edge,they would eliminate the "deer problem".We all make choices in life and none of us want to hurt each other or the wildlife! The deer need to roam and cross our properties w/o being injured or causing property damage. My bluff is now suffering ir-repairable damage from the deer. I would appreciate the Town Trustees getting back to me on some type of resolution that is fair to them, the neighbors and to the wildlife. Respectfully, Rev. Martin J. Field Inspection Report in Response to Complaint Received: Pursuant to the request of Bay Constable, Joseph O'Leary, I inspected the above referenced property, today, February 23, 2021 at 10:30 AM. Present for the inspection were Bay Constable O'Leary, Property Manager, Jeff Standish, and Architect "Evan". Noted were snow fence additions to Wetland Permit No.: 9577A adjacent to the bluff on LIS, contrary to the permit. The additions had been made to counter damage to the bluff and a "blow-out" on the East Property line apparently caused by Whitetail Deer.The additions, although temporary in nature are not authorized. Walking the entire topical crest of the bluff there was no razor wire encountered. Some temporary chicken wire fencing had been installed to protect the crest of the bluff. Discussed with the representatives of the owner was the need to file an amendment to the wetland permit for any additions or changes to the permit. The architect discussed with this Trustee possible plans to eliminate all temporary fencing, employing alternative less obtrusive fencing to control the deer that would not create undue habitat fragmentation, whilst protecting the bluff and its vegetation. A rough sketch of a possible proposed deer fence by the architect resembled deer fencing this Trustee is familiar with. He and Mr. Standish indicated they would prepare a professional plan and have the Attorney for the owner submit an application for a Wetland Permit Amendment. As the fence additions made are of a minor and temporary nature and provide bluff and vegetation protection, Bay Constable O'Leary and this Trustee agreed that said fencing could remain during the pendency of the permit amendment process. Unfortunately,the Box 9398 Riverhead, b erhead,NY 71901 installed fencing has done little to keepthe herd of deer in the vicinity,from Riv 631.727.2180 climbing the bluff and entering the property. The property owner has consulted suffolkleniklavv.com with Trustee Bredemeyer regarding potential solutions to deter the deer from climbing and potentially damaging the bluff.The proposed solution involves the installation of mesh fencing along the bluff edge,5 feet from the top of the bank, which would connect to the existing deer fencing. To illustrate the proposed structure,I am attaching a rendering of the fence that consists of a series of 3" diameter posts to which wire rods would be attached at ground level. The rods would be covered in wire mesh and positioned at a 45-degree angle above the bluff making it impossible for deer to jump over onto the property. I am also attaching an enlargement of the survey of the parcel that depicts the placement of the additional fencing. , _ J� We are hereby requesting an amendment to the current permit to allow this essential fencing to be installed.In addition,Ms.Becker is requesting permission to trim the invasive plants that are currently growing within 100' of the top of the bank.
