Application# 1-4738-04667/00001 for Mr.John Zenk of 160 Kings Drive,Riverhead,NY 11901 Project location:280 Cedar Point Drive East, Southold,NY 11971 Dear Mr.Penski: The 8'x16'proposed deck has been removed and the cantilever deck calculation has been revised. Justification for a 75-foot bulkhead return: 1. The property to the west once had a functional bulkhead, all that remains is what once was a bulkhead. The high-water mark has gone from zero to greater than 30 feet. The previous owner tried to protect his land by installing a 15' concrete retaining wall;this was only a temporary fix. My Client propose to install a 75' bulkhead return. He postulates that this devise will afford him many years of protection. Relational: 1.To stop the on-going erosion. 2. To stop pollutants from entering the Peconic Bay. 3. To stop flushing of remnant septic systems. 4. To stop over wash tide from degrading the fresh water wetlands. 5. To stop the undermining of the new, replacement septic system. 6. If left un-checked the erosion would,in-time,affect the property to the east, just as over time the western property has affected my Client's property. Alternatives: 1. Have the westerly neighbor install at retaining wall landward of the high water and short the proposed bulkhead return. At the present time the westerly neighbor is not going invest and fund a project. 2. Have my Client purchase the westerly property and install a retaining wall as described. This may be in the future;not at this time. Our amended project plans provide for all proposed house construction to be behind the present house location. All construction instructions are detailed in the architecture plans which are enclosed with my project plans. Thank you.
