A meeting of the Southold Town Conservation Advisory Council was held Wed., February
10, 2021 via the Zoom Online Platform.

CALL TO ORDER
Acting-Chairperson Carol Brown called the meeting to order at 4:45PM.
CLIMATE SMART COMMUNITIES PROGRAM
Peter Meeker reported that the program is active, however, there is a lack of participation.
The program relies on the cooperation from the town board and department heads to get
the information and not all departments have responded. He is now looking for
suggestions on how to motivate them. Grants are available at the bronze level but we
need this information to attain this level. Councilman Dinizio requested Peter send him a
list of department heads that haven't responded and he will contact them.
Carol Brown has been working with Lloyd Reisenberg on the updates to the website, and
he has been exceptional at getting this done.

ANNOUCEMENTS
Carol Brown and Peter Meeker are participating in a 5-week seminar, Sustainable
Municipalities: Innovative Practices & Emerging Trends in the US on Tuesdays 12:OOpm -
1:00pm, February 2nd through March 2"d. Getting the community involved is vital to the
success of the program, which translates into expanding the Task Force to include a
variety of stakeholders.
REPORTS
Peter Meeker attended the Board of Trustees meeting held on Wed., January 20, 2021.
Two of the applications were Tabled and all others were Approved.
The application made on behalf of Laura Solinger was approved and Peter noted that
Trustee Goldsmith did not agree with the CAC's assessment of the bluff.
The application made on behalf of New Suffolk Boat Yard.was approved and run-off
mitigation was required. It was noted that it was within SPEDES jurisdiction and the pump-
out is being managed by the Town of Southold. The boat transporter has been idle for
years and, according to the agent Dave Bergen, spill protection is not necessary.
The application made on behalf of lavarrone was approved with no mention of a boat lift.
Peter contacted the office of the Trustees and there was no permit for the boat lift on file.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Caroline Burghardt, to Approve the Minutes of
January 13, 2021.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Stein, seconded by Carol Brown, it was
RESOLVED to SUPPORT the application of MILDRED PASCUCCI to construct a
proposed two-story, single-family dwelling, decks and stairways; install a sanitary system
along the easterly portion of the lot; install 151 If. of retaining wall; place approx. 370 cy. of
clean sand surrounding the proposed IA/OWTS septic system; install a well, install a 30'X
15' French drain 2' deep and construct 560 sf. gravel driveway. Landscape property
consistent with landscaping plan consisting of red fescue, Cape American Beach grass,
and install three groupings of Atlantic Red Cedar and supplement plantings adjacent to
the septic system with Grounsel Bush installed 6' on center and within the bounds of the
property.

The CAC Supports the application using best management practices for the IA/OWTS
septic system.

RESOLVED to SUPPORT the application of GARY MANGUS & MIRIAM MEYERS to
install a 6'X 20' floating dock accessed by a 3'X 20' ramp with railing built directly off
existing bulkhead. Ramp and dock deck to be Thru-Flow or equal to allow light
penetration. Application to include electrical power. Dredge 25-27' of silt to provide 30"
min. to marine bottom for float and boat. Angle of repose from proposed marine bottom to
existing marine bottom to be 3:1 min. Spoils to be deposited and contained inside
bulkhead for dewatering.

RESOLVED to NOT SUPPORT the application of THEODORE STRATIGOS & CARISSA
LAUGHLIN to replace 101 If. of bulkhead on the southerly portion of the property with 15'
returns along the easterly and westerly property boundaries, as well as 15' wide non-turf
buffer area with railroad ties at its landward boundary. Install an electric powered
retractable ramp/davit system consisting of 4'X 5' wood platform, 3'X 15' hinged aluminum
ramp and electric davit secured with a concrete footing, setback 15' from westerly
property line.

The CAC does Not Support the application because the size of the retractable ramp/davit
system is not specified and is not permitted in accordance with Ch. 275-Wetlands Code.
The structure should be constructed using Thru-Flo decking and a vegetated non-turf
buffer should be installed landward of the bulkhead. There was no evidence of 15' returns
on the existing bulkhead.

RESOLVED to SUPPORT the application of MARYBETH SCISCENTE to reconstruct the
wood deck (with fiberglass pool), new masonry patio, and abandon existing septic system
in rear and install new septic system in front yard.

RESOLVED to SUPPORT the application of CANDACE CORLETT to construct additions
to the existing single-family residence consisting of a new rear deck addition, front
covered porch addition, first floor addition, second story existing open balcony size
reduction, rear deck railing addition, and front covered porch railing addition.

RESOLVED to NOT SUPPORT the application of OLIVER HENDERSON & STEFANIE
LEONG for the removal of the existing storm damaged and deteriorated pier and
replacement with new 4' wide X 188' long fixed pier, 3' wide X 16' long aluminum ramp
and 6'X20' floating dock supported with two 10" dia. piles in same approximate location as
existing. All decking on proposed pier to be thru-flow and floating dock to be untreated
timber or composite. A 4'X 4' long platform will be installed on pier and 4'X 4' long steps to
beach area will be installed on the south side of pier to gain access to beach area and
replace existing storm damaged steps. Proposed 75' vinyl retaining wall will be installed to
replace existing upper timber retaining wall with a raised elevation of approx. 12" above
existing grade and 35 cy. of clean fill will be imported and spread to a maximum depth of
12" landward of the proposed retaining wall and stabilized with grass seed. Adjacent to
the house there will be one additional 5'X 5' long stair case added to the existing deck on
the south side of the residence and the existing timber decking on the existing deck will be
removed and replaced with untreated composite TimberTech decking. There will be no
size increase on deck or modifications to sub-structure, just replacement of decking
boards.

The CAC does Not Support the application because the overall size of the dock should be
reduced and kept in line with the neighboring docks, and constructed using Thru-Flo

decking. The proposed size is 50% longer than the other docks in the area. More details
are required for the proposed retaining wall/bulkhead.

RESOLVED to SUPPORT the application of SHEENA ACHARYA & ADRIAN
SAPOLLNIK for the removal of the existing steps on bluff and replacement of steps in
same general location including platforms and steps size; 4'X 4' platform, 4'X 8' steps, 4'X
4' platform, 4'X 18' steps, 4'X 4' platform, 4'X 2' steps, 4'X 4' platform, 4'X 18' steps, 4'X 4'
platform, 4'X 2' steps, 4'X 4' platform, 4'X 18' steps, 4'X 10' platform and 4'X 8' steps to
beach. In addition a 10'X 10' on-grade platform will be installed directly landward of
existing bulkhead. All decking to be untreated and all work to be performed by hand
methods.

RESOLVED to NOT SUPPORT the application of NORTH FORK HAVEN, LLC to
construct along eroding toe of bluff approx. 140 If. of stone revetment (including 4 If. on
easterly adjacent property to provide connection to existing neighboring revetment), with a
10 If. angled westerly return, consisting of approx. 3 to 5 ton stone placed over 50 to 100
Ib. core stone and filter cloth; restore bluff face with terrace retaining walls, approx. 432
cy. of sand nourishment (including approx. 334 cy. of on-site material excavated from toe
of bluff for revetment installation and approx. 98 cy. of clean sandy fill to be trucked in
from an approved upland source), and native plantings; and establish 10' wide non-turf
buffer along top of bluff, to be planted with native vegetation.

RESOLVED to NOT SUPPORT the application of WILLIAM GRELLA & GARY
OSBOURNE to construct a 110'X 4' wide fixed dock with untreated decking and removal
and replacement of existing timber jetties with new vinyl in same location as existing (one
36 If., one 37 If. and one 49 If. in length).

RESOLVED to SUPPORT the application of W12600, LLC to remove remnants of
previously existing dock structure and construct a fixed timber dock structure, consisting
of a 4'X 8' landward ramp leading to a 4'X 122' fixed timber catwalk with a single handrail
(constructed with open-grate decking, elevated a min. of 4' above tidal marsh) and 4'X 8'
stairs to grade at its seaward end; and erect a 7'X 14' storage shed.

RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Meeker, seconded by Caroline Burghardt, it was
RESOLVED to NOT SUPPORT the application of PHILIP LIM to Amend Wetland Permit
#9696 and Coastal Erosion Permit#9696C to construct a corner retaining wall 52 sf.; 2'X
12' along the,w6sterly edge of existing deck and 3.5'X 8' along the northerly edge of deck.
Backfill with approx. 3 yds. clean fill and plant Bayberry or Blueberry vegetation; and
remove one (1) 4" caliper Black Cherry.

The next meeting of the Conservation Advisory Council will be held on Wed., March 10,

There being no further business to come before the Council, the meeting was adjourned
at 6:15PM.
