Pre submission Conferences:
(30 minutes allotted to each presentation)
1. Cavegnaro, represented by AMP Architecture - Proposed addition to the existing single-
family dwelling within Orient Historic District @ 265 Racketts Court, Orient, NY.

The architect proposed a first and second addition to the existing single family dwelling.
The applicant and the commissioners agreed to set up a site visit and proceed to a second
pre-submission conference.

Regular Meeting Called to Order: 4:00 pm
Attendees: Chairman Webb, Vice Chairperson Surchin, Robert Harper, Mariella Ostroski and
Fabiola Santana.
Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer.
Absent: Commissioner McCarthy.
Quorum present.

Motion to approve October 29, 2020 Zoom meeting minutes, by Commissioner Harper, 2 by,
Commissioner Surchin, AYES: Webb, Surchin, Harper and Ostroski.
Abstention: Commissioner Santana

Budget/ YTD Expense Report
Routine expenses.
Chairman’s Comments:
Chairman made welcoming statement to new Commissioner Santana
Chairman announced he will be resigning as Chairman and will finish his current term
as a Commissioner of the Historic Preservation Commission to end without renewal
on March 31, 2021.
Public Hearings:
4:10 pm: Jeff Shayne- Proposed “as built” alteration to existing single family dwelling and existing
garage @ 845 Orchard Street, Orient, NY.

Scope of work included the addition of window mullions, new columns with pilasters and
replacing vinyl siding with new cedar shingle to replace the ones existing beneath the vinyl.
Mr. Shayne presented signatures of neighbors who were in support of the work he had done.
Public comment was made by Lance Jensen in support of the changes made at 845 Orchard
Street.

Motion to issue a Certificate of Appropriateness for the alterations at 845 Orchard

Street, Orient, NY, by Commissioner Surchin, 2 by Commissioner Ostroski,
AYES: Webb, Harper and Ostroski.
Opposed: Surchin and Santana
Absent: Commissioner McCarthy

4:20 pm: Amnon Bar-Tur, represented by David Kriegel - Proposed relocation and elevation of
existing dwelling, demolition of the existing garage with an addition and alterations to the existing
single family dwelling and construction of an outdoor shower @170 Bay Lane, Orient, NY.

Scope of work includes demolishing the existing garage, lifting and relocating the
existing house to flood zone compliance, replacing windows, roofing, and siding, creating
an outdoor shower and constructing a one story bedroom addition as applied for.
Public comment was heard from the following people:
Ryan Sullivan- concerned that view will be restricted
Lance Jensen- concerned with landscape elevation
William King- concerned with well and septic placement
Bill & Nancy Kanz- concerned about terrace elevation

by Commissioner Harper, AYES: Webb, Surchin, Harper, Ostroski and Santana.

Old Business:

1. Brass landmark plaques expected to arrive 3 week of January.
2. Continued work on distribution of letter explaining code change.
3. Commissioners will continue to work on recruiting new members to serve on the Historic
Preservation Commission.
4. Presentation of a newly landmarked home @ 28775 Rte 25, Orient, NY is being scheduled for
December.

1. Creating a presentation for the Glenwood Hotel/ Santana.
2. Site visit to 335 Village Lane, Orient/ Surchin.

Commissioner Surchin.
