BOARD OF COMMISSIONERS REGULAR MEETING MINUTES
December 10, 2020

CALL TO ORDER
Meeting called to order 6:30 PM
MAINTENANCE REPORT
• T Pumillo contacted Ice, Wilcenski and O'Neill for prices of generators for
Veterans Park and has not received any responses, the Commissioners
suggested to try other companies.
• Price for the sand for the playground at Veterans Park is $34.00 per yard plus
delivery from Kaelin and $45.00/yard plus delivery from Laurel Stone. It is
estimated that 10-20 yards will be needed. The Commissioners will wait until the
new playground equipment is installed before ordering the sand.
• Aldrich Lane and MYC roof repairs have been completed.
• T Pumillo suggested leaving the fence up at the Mattituck Yacht Club as people
will drive on the grass without the fence. The fence needs repair as the poles are
rusted and in disrepair. G Lomaga asked T Pumillo to get prices for pole
replacement
• Sand has been removed from the parking lot at Veterans Park. It is a constant
problem. J Goehringer suggested putting a barrier to stop the sand from blowing
over the beach.
• G Lomaga suggested trying a snow fence or several snow fences to control the
sand for the winter. It may be a cheaper way to experiment and see if it works. J
Goehringer suggested calling the Southold Highway Dept and see if they have
any extra snow fence.
• Dump truck needs a new tire and battery. They have been ordered.
• Bailie Beach Lodge fence on top of the bluff has been replaced/repaired. T
Pumillo suggested the only thing that will save the bluff is natural grasses and
plantings. However very difficult to keep people from walking on the bluff.
• Checked walls and roof and is unable to determine where exactly the leaks are
coming from.
• C Shashkin spoke with Frank from Kolno Home Service and he suggested
tightening the battens to keep the siding more secure to the building and the
water will not come in. T Pumillo will speak with Dave Reeve to tighten the
battens
• Oil burners need the annual service and the stove needs servicing. It is difficult
to find someone to service the stove as it is very old. J Goehringer suggested
contacting the Fire Department to see who they use for service as they have the
same stove
• S Kiely received complaints about the basketball court hedges being cut on
Aldrich Lane. MUFSD cut the hedges down. It is not clear if property is owned
by MUFSD or MPD. MUFSD will be contacted, if they are unsure, then a title
search would need to be performed in order to determine who owns the parcel.
TREASURER'S REPORT (A. Noncarrow)
Presented/Discussed:
• Bill Payment Register dated December 10, 2020
• Budget Ledger dated November 30, 2020
• Balance sheet dated December 10, 2020
• Commissioners reviewed Purchase Orders and approved where needed
Motion by G Lomaga, seconded by G Goehringer, all in favor and motion carried
unanimously to accept and approve the Treasurer's Report.
BAILIE BEACH LODGE
RPZ valve still needs a heater installed. Electrician made necessary changes and Pat
Lennon will put in the valve but needs a copy of the plans to put it in the correct spot.
MPD does not have a copy of the plans. J Goeringer will contact Condon for a copy of
the plans.
MPD will install a space heater as per requirements so that it will pass inspection. .
Once all correctons are complete, MPD will call for the inspection. There are
approximately 2 weeks left to comply. C Shashkin and C Gueli will work together to
make sure this is complete.
GENERAL
The price for a holiday ad in The Suffok Times is $195.00 for 116 of a page. It was
decided that G Lomaga will write a letter to the editor thanking the MPD residents
instead of an ad.
It was suggested that we have two work session or one work session and a special
meeting next month as there is a lot to go over for the year.
PUBLIC COMMENTS
Nick Deegan would like resolution 89 and 90 tabled until January when he begins his
position as Commissioner
A Noncarrow explained that this reso is done now as it is difficult from a payroll stand
point to pay retroactiviley. And the next meeting is after a payroll period.
G Lomaga explained that these salary increases were already discussed and approved
during the budget meeting.
Marie Santigate asked if there was a maximum number of hours for the hourly
employees. A Noncarrow explained that there really isn't a need as the hostesses work
4 hours at a time.
M Santigate suggested that C Shashkin needs more hours as he is very valuable.
RESOLUTIONS
RESOLUTION 2020-86
RESOLUTION SETTING MEETING DATES FOR JANUARY 2021
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set
the following meeting dates for the month of January: Organizational Meeting,
Thursday, January 7, 2021 at 6:30 P.M. and monthly meeting, Thursday, January 14,
2021 at 6:30 P.M.
RESULT: Motion by G Lomaga seconded by J Goehringer, all in favor and motion
carried unanimously to approve Resolution 2020-86.
RESOLUTION 2020-87
RESOLUTION APPROVING BILL REGISTER AND AUTHORIZING
PAYMENT OF CURRENT BILLS
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby
approve the Bill Register submitted by the Treasurer for the December 10, 2020
meeting and further authorizes payment of the current bills.
RESULT: Motion by G Lomaga seconded by J Goehringer, all in favor and motion
carried unanimously to approve Resolution 2020-87.
RESOLUTION 2020-88
RESOLUTION APPROVING MEETING MINUTES FROM NOVEMBER 12, 2020
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby
approve the November 12, 2020 meeting minutes submitted via email.
RESULT: Motion by G Lomaga seconded by C Gueli, all in favor and motion carried
unanimously to approve Resolution 2020-88.
RESOLUTION 2020-89
RESOLUTION APPROVING ANNUAL SALARIES FOR
JANUARY 1, 2021 TO DECEMBER 31, 2021
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby sets
the per annum salaries for the following appointed officials effective January 1, 2021
through December 31, 2021:
Park District Attorney, Stephen Kiely— Per Annum Salary $15,600.00
Treasurer, Angela Noncarrow— Per Annum Salary $12,852.00
Secretary, Jennifer Mannino— Per Annum Salary $7,826.00
RESULT: Motion by,G Lomaga seconded by J Goehringer, C Gueli declined to vote
as needed more information motion carried by 2:1 to approve Resolution 2020-89.
RESOLUTION 2020-90
RESOLUTION APPROVING HOURLY SALARIES FOR
JANUARY 1, 2021 TO DECEMBER 31, 2021
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby sets
the following hourly salaries for the following employees effective January 1, 2021
through December 31, 2021:
Clerk, Chris Shashkin @ an hourly rate of$26.52
Laborer, Timothy Pumillo @ an hourly rate of$30.60
Part-Time Laborer, David Reeve @ an hourly rate of$22.44
Park Attendant, Lukasz Jakubowicz @ an hourly rate of$20.00
Call-In Hostess, Karen Allar @ an hourly rate of$16.00
Call-In Hostess, Pat McIntyre @ an hourly rate of$16.00
RESULT: Motion by G Lomaga seconded by J Goehringer, all in favor and motion
carried unanimously to approve Resolution 2020-90.
MPD presented a plaque and gift for J Goeringer as this is his last meeting as
Commissioner.
A Noncarrow presented a proclamation from Assemblyman Anthony Palumbo for his
service and listed his accomplishments during his time of public service- 1977 to
present day.
The staff and audience stood and applauded him.
