HomeMy WebLinkAboutLP-01/26/2021 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, January 26, 2021 at 7:00 p.m. This meeting will be held virtually via the Zoom online platform. Pursuant to Executive Order 202.1 of New York Governor Andrew Cuomo, in-person access by the public will not be permitted. This is a public meeting and the public will have access to view and listen to the Regular Meeting as it is happening via Zoom. If you do not have access to a computer or smartphone, there is an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. The Land Preservation Committee may add or remove applications from the Agenda upon its discretion, without further notice. Applications may not be heard in the order they appear on this Agenda. It is expected that the Committee will enter into Executive Session* after the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. All “Attendees” will be dismissed from this meeting upon the Committee’s Motion to enter into Executive Session.  The meeting began at 7:02 p.m. with six LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from January 12, 2021 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 1/12/2021 LPC meeting minutes. Motion carried: 5/0/1 (LPC John Simicich abstained as he did not attend this meeting)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, February 9, 2021. Inquiries for Uses or Structures on Preserved Property  None General Land Preservation  None Land Preservation Applications & Potential Applications  PLANNING BOARD WORK SESSION held on January 25, 2021 Provide update and information, if applicable Land Preservation Coordinator Melissa Spiro attended the 1/25/2021 Planning Board work session during which Planning Board discussed a pending ZBA application for Suffolk County Energy Storage, SCTM 1000-45.-5-1. The Battery Storage Facility is proposed on a site adjacent to preserved lands in the Pipes Cove Preserve area. Melissa presented information to the LPC pertaining to the preservation efforts that have occurred in the environmentally sensitive area surrounding the subject property. The subject property is adjacent to County owned open space land which is part of the Pipes Cove Preserve, totaling over 230 acres of environmentally sensitive lands preserved by the Town and County. To the north of Main Road, across the street from the subject property, are over 90 acres of preserved lands known as Arshamomaque Preserve. Funding for the acquisitions, totaling over 320 acres, came from multiple sources, including Federal, State, County, Town and private grants from TNC and totaled over 12.3 million dollars. The Town and Group for East End have obtained phased grants, totaling over $470,000 from the State and Suffolk County for the Bay to Sound project. A significant trail system is located adjacent to, and in the vicinity of, the subject property and the subject property is visible from the existing trail. The Land Preservation Committee directed Melissa to send information to the ZBA regarding the preservation efforts, and to convey the desire to continue preservation in this environmentally sensitive area.  EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Anne Murray, to enter into EXECUTIVE SESSION – Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 6/0 The LPC members entered in EXECUTIVE SESSION at 7:32 p.m. Meeting locked and recording stopped. Chairman Sam McCullough left meeting due to business association with LPC applicant discussed.  Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Eric Keil, seconded by Anne Murray, to end Executive Session.
