INTRODUCTION
This is an application pursuant to the provisions of Article III,
Section 6 of the Building Zone Ordinance of the Town of Southold
for a special use permit to erect an electrical distribution sub-
station in the Town of Southold.
Long Island Lighting Company, a public utility, is obligated under
New York State laws to supply electric power to all who properly
apply for it. Because of this obligation and in view of the
inability of existing electric substations to efficiently serve
the increasing demand for electric power in the Southold area, it
will be necessary to establish a new substation to serve this area
by the s,m~er of 1965.
The proposed substation, to be known as the "Peconic Substation" is
designed to supplement the existing substation capacity at other
sites which have served the To,ms of Southold and Shelter Island
up to the present time. The proposed site has been selected to
permit the efficient establishment of electric distribution facili-
ties.
We respectfully submit that the construction of the proposed dis-
tribution substation is in the public interest and will promote the
general welfare of the community.
~UBSTATION LOCATION
The proposed site for the new Peconic Substation is located approxi-
mately 280 feet south of Mill Road and approximately 450 feet west
of Sound View Avenue in the Town of Southold as shovm in Exhibit 1,
an aerial photograph of the area.
The proposed site for the Peconic Substation will be in the north-
west portion of a parcel of property approximately 375 feet by
400 feet with a 50 foot wide strip facing on Mill Road approximately
100 foot deep for an entrance driveway.
Exhibit 2 is a map of the property to be used as the Substation site.
This map shows the location and dimensions of the property.

A new electric substation will be required in the Pecontc area by
the s,,mmer of 1965. This new substation is required to supply
the increasing demand for electric power by our present customers
and the demand created by the addition of new customers.
The location of the proposed Peconic Substation with respect to the
surrounding substations is shown in Exhibit 3. This exhibit also
shows the Southold- Shelter Island service area and the area to be
served initially by the Peconic Substation.
The average annual energy consumption per customer in the Southold-
Shelter Island service area is shown in Exhibit 4, and the total
annual energy consumption is shown in Exhibit 5. In 1959 the total
energy consumption in this service area was 23,500,000 kilowatt-
hours while in 1964 the total was 34,500,000 kilowatt-hours, an
increase of 47 per cent. By 1969 we expect the total energy con-
sumption to increase an additional 45 per cent, This increase in
total energy consumption is the result of the increase in customer
usage plus the addition of new customers.
The increase of electric load in an area at substantial distances
from the substations from which it is supplied, causes a reduction
in the efficiency of the electric distribution system. The condi-
tion is worsened each year as the load increases. By the s,,mmer of
1965, under normal operating conditions, we will be unable to main-
tain an adequate voltage level to the customers in the Peconic area.
In the event of an emergency such as an electrical failure at the
Mattituck Substation, the entire area must be served from the
Southold Substation. Under these conditions the voltage level in
the Mattituck area will be so low as to be intolerable. Failure to
provide this additional substation would Jeopradize service
reliability to our customers and would impair the efficient opera-
tion of the customer's appliances.
The site for the new substation at Peconic was selected because it
is adjacent to the existing high voltage transmission line and is
well located with respect to the electric load center of the area
to be served. As such it will permit the efficient establishment
of electric distribution facilities, which will improve customer
voltage and reduce the number and length of electric service inter-
ruptions to all the customers in the area between the villages of
Mattituck and Southold.

pESGRIPTION OF SUBSTATION
Exhibit 6 is a plan of the proposed equipment installation at the
Peconic Substation. Facilities dra~n ~rlth a solid line are proposed
for 1965. Facilities dra~m with a dashed line ~lll be added in the
future as required by load growth.
The substation will be surrounded by a 7 foot chain link fence ~lth
an additional foot of barbed vrire attached along its top. All
structures and equipment components will be of modern design and
operation. The substation vr111 not discharge any refuse, sewage
or effluent. The proposed installation will not emit obnoxiuos
gases, odors, dust, smoke or soot and it ~111 not cause a disturbing
emission of electric discharges, light, vibrations, or objectionable
noise. Traffic flow to and from the station will be minor, since
the station is normally unattended.
1~hen the substation is in no~mal operation, our ~aintenance Depart-
merit will schedule several visits each week to change recording
charts and to check the §eneral appearance of the property. One
complete overhaul per year ~ill be performed and vrlll include test-
ing of all electrical and mechanical equipment. Outdoor equipment
will be painted in conjunction ~lth the maintenance schedule.
The substation will be attractively landscaped and maintained as
sho~n in Exhibit 7.
