Sepenoski Jr. Scott Russell, TB Liaison Opening: th The Agricultural Advisory Committee meeting was called to order at 7:08 pm on January 6, 2021 at 7:09pm in the Southold Town Hall meeting hall. Next Meeting(s): st The next regular AAC meeting will be on Thursday, January 21, 2021 at 7:00 pm in the Southold Town Hall meeting hall a via Zoom. Minutes and Administration: thnd, Motion to approve to minutes dated November 19 and December 2 2020 Made by Doug Cooper, Seconded by John B. Sepenoski Jr., ALL approved. When possible, everyone should reread the Farmland Bills of Rights for a quick review (Ch. 280). th Review of SCALP Public Hearing on December 15:  Tom Stevenson was able to attend the meeting online and was allowed to speak in favor of the program. The meeting was very long with most people in favor of the program and the farming industry was very well represented.  The most vocal party against the program was the Orient Yacht Club because of the gear. They want to see restrictions on the gear put in place.  Letter from the Supervisor and our committee were sent in time to show support.  The meeting ended with a postponement and there was no date to reschedule it yet, but hopefully by February. . Review of Planning Board Referral:  A new referral was sent to the committee to give their recommendation on a Barn at 1750 Sterling Lane. The new barn will only be 20’ from the property line on the western lot line which would require a variance from the ZBA.  Jim Glover is recusing himself from the discussion and recommendation because of his property’s proximity to the site.  Tom will send the link to all committee members to review and we will vote on the proposal at out next meeting. Review of Chapter 70: .  A quick review of the final touches added to the final pages of the document.  Regarding 70-6 (Qualification of people on the LPC) a small change was made to include at least one member shall serve concurrently on the Agricultural Advisory Committee and the Land Preservation Committee  Scott Russell states that we should be focusing on the agricultural aspects of the document. Making sure that the Agricultural Advisory Committee is represented on the Land Preservation committee. He does not agree that we are the people to lay out the qualifying guideline of another committee.  Tom Stevenson will send out the completed document again to everyone for a final review, so the document can be voted on at the next meeting. Easement Language Discussion:  Tom suggests that a subcommittee be formed to discuss language.  Jim would like to use some of the language that was introduced by Norman Keil’s’ presentation. He would like to see the best language from our easement and the best from Normans easement be used together on a brand-new easement. There are good and bad points on both.  A subcommittee if possible, of Tom, Mark, Jim, and John P. Sepenoski will meet before our next meeting and send out a copy of what they come up with. New Business:  Tom would like to set a policy on how the committee should handle comments from the public. What would be the procedure for comments on the agenda and comments on the meeting itself. . Adjournment: MOTION to adjourn at 7:55 pm by Doug Cooper, seconded by John P. Sepenoski, ALL in favor.
