HomeMy WebLinkAboutLP-01/12/2021 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, January 12, 2021 at 7:00 p.m. This meeting will be held virtually via the Zoom online platform. Pursuant to Executive Order 202.1 of New York Governor Andrew Cuomo, in-person access by the public will not be permitted. This is a public meeting and the public will have access to view and listen to the Regular Meeting as it is happening via Zoom. If you do not have access to a computer or smartphone, there is an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. The Land Preservation Committee may add or remove applications from the Agenda upon its discretion, without further notice. Applications may not be heard in the order they appear on this Agenda. It is expected that the Committee will enter into Executive Session* after the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. All “Attendees” will be dismissed from this meeting upon the Committee’s Motion to enter into Executive Session.  The meeting began at 7:00 p.m. with five LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from December 15, 2020 MOTION made by Eric Keil, seconded by Anne Murray, to accept the 12/15/2020 LPC meeting minutes. Motion carried: 5/0  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, January 26, 2021. Inquiries for Uses or Structures on Preserved Property  None General Land Preservation  None Land Preservation Applications & Potential Applications  SCTM #1000-84.-2-1.1, 3.3 & 3.4 (COLUSA NORTH CONSERVATION SUBDIVISION Planning Board referral to Land Preservation Committee for review and comments According to the referral, the proposal is for a subdivision of 66.2 acres into 11 residential lots with a private road, and an agricultural lot of 51 acres. The access for the 11 residential lots will be from Bridge Lane. Development rights to the agricultural lot are proposed to be sold to the Town of Southold. The subdivision plan reviewed by the LPC was last dated 11/23/2020. The Committee reviewed and discussed the conservation subdivision proposal and the 51± acre area proposed for Town PDR. The Committee concluded that it was not in favor of recommending that the Town pursue a purchase of the development rights on the 51 acres as proposed in the current Conservation Subdivision proposal for the following reasons: o The proposed 51 acre agricultural lot does not include a development area. The LPC does not support a design, and will not recommend preservation to the Town Board, without the retention of a development area, permanently linked to the preserved farmland. o Proposed Lots Numbered 1-5 each include a rear property boundary adjacent to the 51 acre agricultural lot. The design, with each lot fronting on active farmland, is likely to negatively impact the future viability of the farmland area located behind the lots. The LPC does not support this design. The LPC would support a design in which the lots are clustered in a way which minimizes the extent of residential property lines adjacent to the agricultural lot and which eliminates the relatively narrow strip of farmland at the north end of the agricultural lot. The Committee noted that it will determine whether or not to recommend that the Town Board pursue the purchase of a development rights easement at such time that the Committee’s concerns are addressed. Land Preservation Coordinator Melissa Spiro directed to send LPC’s review comments regarding the proposed Colusa North Conservation Subdivision to Planning Board.  EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Anne Murray, to enter into EXECUTIVE SESSION – Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 5/0 The LPC members entered in EXECUTIVE SESSION at 7:45 p.m. Meeting locked and recording stopped.  Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications.
