Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member Caroline Burghardt, Member Carol Brown, Member John Chandler, Member Lauren Standish, Secretary James Dinizio, Jr., Town Board Liaison CALL TO ORDER Chairman Peter Young called the meeting to order at 4:38PM. CLIMATE SMART COMMUNITIES PROGRAM Due to the pandemic, a number of items have been put on hold, however, Peter Meeker and Carol Brown have been making progress with the website enhancement. Carol shared a draft of proposed content with the group for review and comments. The next step will be to share the draft with Lloyd for a mock-up. The page would not go Live until it gets town board approval. Councilman Dinizio suggested the CAC page refer to the Board of Trustees website for additional content, rather than duplicate it. Carol Brown is working on a flyer for the CSC Task Force and will e-mail the draft to the committee members and Councilman Dinizio. .. 2 NEW BUSINESS Peter Meeker inquired as to whether the current vacancy on the council would be filled. An ad was placed to fill the vacancy, however, the clerk's office did not receive any letters of interest. Councilman Dinizio will bring it to the attention of the Town Board. APPROVAL OF MINUTES Moved by Carol Brown, seconded by Peter Meeker, to Approve the Minutes of October 7, 2020. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of GOLDSMITH'S BOAT SHOP, INC. for a proposed concrete boat ramp 15'X 65'; proposed bank stabilization by constructing a 1,530 If. of hybrid low sill bulkhead, backfill with approx. 1,300 cy. of dredged spoils, cover with approx. 23,600 sf. of filter fabric and planted with salt marsh and sea march cord grass; proposed new negative lift pad; and proposed dredging of approx. 81,500 sf. of area to an average depth of 4' below MLW. Remove approx. 5450 cy. of dredge spoils, stockpile in designated area with continuous silt fence and hay bale surround. Dredged spoils to be used to backfill area landward of new hybrid low sill bulkhead, with remainder spread over the property. Located: 64150 Main Road, Southold. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of ADF VENTURES LLC C/O FREDERICK FRAGOLA for the installation of 109 If. of rock revetment at toe of existing bluff, installation of terracing consisting of 2"X 12" ACQ treated boards with 2"x4" stakes every 8' along the face of the disturbed bluff, planting of entire disturbed bluff with Cape American beach grass plugs 12" on center, install 10'X 20' platform on-grade at top of bluff with 4'X 8' walkway leading to 4'X 29' steps to 8'X 8' platform to 4'X 41' steps to 8'X 8' platform to 3'X 10' aluminum retractable steps to beach. All decking to be untreated. Installation of a 15'X 30' in-ground pool and associated 40'X 35' overall size bluestone pool surround patio and pool equipment with backwash drywell and selective tree clearing as required to remove diseased or dead trees as marked with orange tape. In addition, the existing bluff will be re-vegetated with Cape American beach grass plugs at 12" on center for entire disturbed area and 2'X 12' ACQ terracing will be installed to retain soil on bluff. Provide 10' wide non-turf buffer landward of bulkhead. Located: 1095 Watersedge Way, Southold. SILVESTRO to excavate and remove approx. 280 cy. of fill behind existing section of bulkhead; install approx. 80 If. of inset vinyl bulkhead to create safer and more convenience dock area for boat; install a 4'X 30' floating dock parallel to new bulkhead with 3'X 12' aluminum ramp for access. Remove approx. 57' of existing bulkhead, tie rods and deadmen. Located: 265 Elizabeth Lane, Southold. The proposed length exceeds 1/3 across the width of the creek, which will impede navigation. MINOGUE to remove and replace (in-place and 12" higher) approx. 84 If. of existing timber bulkhead and 31' westerly timber return with vinyl bulkhead and return; remove existing dilapidated wood groin and construct 6' easterly vinyl return in place of portion of groin situated landward of bulkhead; backfill with approx. 50 cy. of clean sandy fill to be trucked in from an approved upland source; construct 4'X 6' landing and 4'X 8' steps on waterside of bulkhead; and on landward side of bulkhead, remove existing 8'X 8' shed and wood wall planter, construct 4'X 67' wood walkway and 8'X 10' grade-level stone paver patio, and establish and permanently maintain 6' wide non-turf buffer. Remove existing deck, reframe and install new thru-flow decking for existing and proposed fixed dock, relocate existing 3'X 14' aluminum ramp and relocate and repair or replace 6'X 20' floating dock with two (2) sets of 8" dia. pilings. MURPHY to demolish/remove the existing dock structure and replace it with a new dock assembly comprising of the following components: at-grade wood walk 4'X 27.5', 4'X 24.5', landward ramp: 4'X 10', fixed catwalk: 4'X 68', floating dock ramp: 4'X 18.5', and floating dock; 6'X 20' in an "L" shape formation, angled to the north. Vote of Council: Ayes: All Motion Carried 8 RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of 8100 HORTONS LANE LLC to Amend Wetland Permit#9346 to demolish existing one-story dwelling with garage, foundation, outdoor shower, porches, steps, cesspool, water well, shed, and stepping stones; backfill disturbed areas; construct an elevated three-story, 1,713 sf. dwelling and 730 sf. of terraces, outdoor shower, I/A wastewater treatment system and install gutters, leaders to drywells to contain roof run-off. Located: 8100 Hortons Lane, Southold.
