Located: 13459 Oregon Road, Cutchogue. SCTM# 1000-83-2-10.12 Note, that permits for the bluff stair were not located within Town records. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. This determination is based upon the severity of active erosion and the hardened shoreline to the east. Note that the armored bulkhead would help prevent erosion of the toe of the bluff in this location, however, since the neighboring property to the west does not have a protective structure; during storms, it would erode quicker than the subject parcel. Correspondingly, the construction of a bulkhead/rock revetment may begin to change the geomorphology of the beach. Beaches erode in front of large areas of hardened shorelines due to loss of sand supply from bluffs and deflection of wave energy. If approved, it is recommended that the action be limited to the minimum scale necessary and that adequate mitigation is provided and maintained to ensure that there is no adverse impact to adjacent property or to natural coastal processes and natural resources. r • k F Y 7t Google Earth ! Figure 1. Subject parcel and erosion. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Bulkhead and return to be constructed using vinyl sheathing. Approx. 273 cy. of clean fill to be placed behind the bulkhead and the bluff face. SCTM#83-2-10.12 Inspected by: John Stein, Carol Brown, Caroling Burghardt The CAC does Not Support the application because the bluff is a healthy, pristine and functioning bluff. There is no necessity for a perpendicular hard structure and the area should remain in its natural state. There was no sign of erosion and the staircase was not found to be undermined. The package includes one(1)original complete package, and three(3)copies. We have concurrently made application to the NYSDEC for this work. For background purposes, last year,Oregon Cliffs,LLC(Martin Soja)extended his bulkhead and armor east,to the Solinger property line, only about 14' in total additional length. At that time, Soja and Solinger had not yet agreed on terms to continue the bulkhead to the stairs of her property. They now have an agreement. The application is being made in her name,as all the work is expected to take place entirely on her property.
