WORK SESSION
Present: Supervisor Francis J. Murphy, Justice Raymond W. Edwards, Councilman

9:30 A.M. Richard Girards, Wolf Pit Nurseries, Inc., met with the Board to request
that the permits be renewed for the two temporary trailers on his nursery property,
he is in the process of applying for a loan to building a permanent structure in the
future (see resolution no. 24 extending the trailer permits).
9:35 A.M. For Discussion Items: (I) Letter from Peconic Associates, Inc.
concerning proposed dredging at Narrow River Marina, Orient, and proposal to
temporary place the dredged r~aterial in the Town parking area at that site.
Councilwoman Oliva asked that this matter be tabled to the October 24th work session
as the Orient Association will be discussing this proposal at their October 14th
meeting. (2) Receipt of a letter from the Suffolk County Department of Real Estate
asking whether the Town is interested in purchasing roads and the park and
playground parcel in the Southold Shores subdivision. Town Attorney Schondebare
will transmit this proposal to the Southold Shores property owners. (3) Letter from
A.R. Lombardi Associates concerning the third annual operations and maintenance
review and report of the Fishers Island Wastewater Disposal System (see resolution
no. 25) .--On this same subject, Justice Edwards questioned where the second
generator for the system is, as only one is accounted for--he will be supplied by a
copy of the specifcations for construction by the Town Clerk. (4) Letter from
Jeffrey L. Bragman, an East Hampton attorney, urging the Town to require
Cablevision to interconnect all of its services as a condition of granting it a franchise
agreement. Town Attorney Scl~ondebare will respond. (5) Recommendation from 'the
Building Department to appoint Robert Wall to the vacant position of Building
Department Clerk on Fishers Island (see resolution no. 26). (5) CSEA Health
Insurance grievance - to be discussed in Executive Session. (7) Request from Walsh
Park Benevolent Corporation to be exempt from paying Town permit fees (see
resolution no. 27a.). (8) Set date to interview Town Engineer applicants--Supervisor
will schedule beginning at 4:30 P.M. on October 24th. (9) Request from Planner
Valerie Scopaz to attehd a Peconic Land Trust Seminar on October 27th at the Salty
Dog Restaurant on Noyac Bay.--Councilman Penny objected. Board did not have a
quorum to put the request on for a resolution.
10:10 A.M. Robert Moeller and Bob Gricjonis, Van Duzer Gas, met with the Board
to request permission to construct a storage building for their gas tanks to replace
a wooden building he has torn down and in its place put in the new building's
foundation. The problem is the building site is in the Agricultural-Conservation
District. Mr. Moeller related alleged hold-ups by Town departments causing him long
delays to the poin~ where, in the opinion of Town Attorney Schondebare, there is an
unsafe condition. The Board asked Principal Building Inspector Lessara to lift a stop
work order so Mr. Moeller may continue his construction, and instructed him to
immediately apply for a change of zone to extend the rear line zoning of his General
Business District property far enough north to include the new storage building. Mr.
Moeller must also make a site plan application to the Planning Board at the same time
he files for the change of'zone to the Town Board.
11:05 A.M. - The Board reviewed regular meeting resolutions.
EXECUTIVE SESSION
On motion of Supervisor Murphy, seconded by Councilman Penny the Town Board
moved into Executive Session. Vote of the Board: Ayes: All. The Board disucssed
the Health Insurance grievance submitted by the CSEA, the Carey Tank Farm
property, a Highway Department disciplinary action, the proposed Daneco contract for
the solid waste/composting facility, and a request for hospitalization coverage from
former Supervisor William Pell.
11:45 A.M. - Town Board audited outstanding vouchers.

COUNCILWOMAN COCHRAN: I was not here for the audit this morning, because
I was not here for the work session, but I know the process the Board goes
through. We certainly don't look at all the bills. You only audit a pile of the
bills, so I will pass on approving the audit, and I will take the time tomorrow
morning to come and look at the audit sheet.
SUPERVISOR MURPHY: Next is a resolution approving the minutes of the Town
Board meeting of September 26, 1989.

Town Board meeting, tentative budget presentation of October 3, 1989,

RESOLVED that the minutes of the October 3r 1989f Special Town Board meetinq
presentinq the Tentative Budqet, be and hereby approved.

SUPERVISOR MURPHY: At this time, we have two special proclamations, that
I will read. The first is proclaiming Oct 1st to the 8th, as National Housing Week.
Moved by Supervisor Murphy, seconded by the Entire Town Board,
WHEREAS, home building is one of the largest sectors of the American economy;
and
WHEREAS, on a national average, the construction of 1,000 single-family homes
generates over 1,800 iobs in construction and the construction~related industries
for one year; and
WHEREAS, despite its enormous impact on the economy, the home building industry,
particularly on Long Island, is still characterized mostly by small businesses; and
WHEREAS r as with many American small business, most Long Island home building
firms are family-run operation; and
WHEREAS, today's builders are professionals, constantly staying abreast of the
latest industry trends, new building technology, innovative financing plans and
changes in state and local building codes and ordinances; now, therefore, be it
RESOLVED, that the Town Board of the Town of Southold hereby proclaims the
week of October I - 8, 1989 as NATIONAL HOUSING WEEK in recognition of the
contrictutions the home builders, large and small, make to our community, helping
to make the American dream come true.

SUPERVISOR MURPHY: The second one is a special proclamation honoring the
25th anniversary of the Long Island Headstart.
Moved by Supervisor Murphy, seconded by the Entire Town Board,
WHEREAS, during the week of October 16, 1989 L.I.HEAD START will celebrate
the 25th ANNIVERSARY of their organization; and
WHEREAS, the Head Start Program is based on the phiosophy that all children
of Iow-income families, ~n particular, can benefit most from a comprehensive, inter-
disciplinary program that fosters development and remedies problems by providing
a broad range of services; and
WHEREAS, Head Start continues to produce outstanding results through the children's
ach,i~vements, socialization, behavior, generally better health, interactions between
parents and children; and
WHEREAS, Head Start continues to be in the forefront of the provision of services
to the preschool handicapped child in a mainstream setting where the child can
learn to play with children without handicapping conditions; and
WHEREAS, Head Start produces clear and lasting gains that can shape the child's
and family's future life chances through quality programs that incorporate aspects
consistent with exemplary practices in preschool education and child development;
now, therefore, be it
RESOLVED, that the Town Board of the Town of Southold hereby congratulates
and applauds HEAD START for 25 YEARS of outstanding accomplishments through
their development services throughout the nation.

SUPERVISOR MURPHY: At this time, I'd like to ask the Councilman, if they have
anything special to report on, starting on my left with Judge Edwards.
JUSTICE EDWARDS: Thank you, Frank. Yes. I came over here on the 3rd
of October for the Budget presentation. I, also, went down to the Department
of Motor Vehicles in---R-~-erhead and picked up the camera, and started processing
30 drivers' license renewals and new applications for the citizens on Fishers
Island. The camera.~son Fishers Island. I have another 20 applications to process~_~
before I bring the camera back here to Riverhead to have the film processed.
Had a Civic Association meeting on the 7th,on Fishers Island. George Penny and
Scott Harris flew over for this presentation, and they had come up with some integrat-
ing figures at the Civic Association regarding the Fishers Island Ferry. 1979 a
total carried for the year was 85,000 passengers. In '84, it was 104,000 passengers.
In 1989, it's up to 160,000 projected passengers for through the end of this year,
which is almost doubled in ten years. Regarding automobiles, in '79, there were
16,087 vehicles transported to and from Fishers Island, and then '89, almost double
that again,. 30,322, as of September 1st, which means that it will probably go
pretty close to 40,000 vehicles. They're working on a new parking system, at
the ferry dock over there. We're kind of limited, as to space. We have over
200 workers, that commute every day to Fishers Island to work, and the space
is limited. The Ferry District was working with the City of New London, regarding
a swap in some properties on there, but the poor city of New London is a lot
poorer than they thought they were, and there's no way that they can pick up
any of the almost a thousand feet of waterfront, that we own on the Thames River.
The problems with the Sewer District on the Island. They've has pro~lems the
last couple of months now. That was taken up on the Town Board level this
morning. The people on the Island are quite concerned about not having Larry
Penny on Fishers Island to do our wetland work, and George Penny answered
the question that they do need someone over there, and that planning firm we
have hired, possibly can go over there, and take care of that. With that, Frank,
thank you.
SUPERVISOR MURPHY: Thank you. Jean?
COUNCILWOMAN COCHRAN: Yes. Thank you, Frank. On September 27th, we
has a Substance Abuse meeting. As some of you may know, the committee presen~:~
functions under CAST, but the Town Board unofficially has said that they are
agreeable to the fact that this committee become a townwide committtee. At our
last meeting, we reviewed those that presently serve on the committee, and wish
to continue. We're, also, looking for several people from the Mattituck area,
because we would like the committee to be truly representive of the entire township.
In addition, we reviewed three different employee assistance projects, or programs,
that hopefully in the future will become a part of the Substance Abuse Program.
Also, Tom Rabbitt very nicely offered to collect all the data from the different
schools, as to the services that are presently provided by the school in relation
to substance abuse, because we feel that it's important that we do not duplicate
services, that the energys of the committee is put in a direction for additional
services, rather than duplication. Also, on the 27th, we had a Housing meeting,
which I'm sure many of you read about in the papers. Some of the people receiving,
that are recipients of the 14 houses, came into the Housing Committee with concerns
that they had. We listened to them, and we are answering them in a written form,
and that is presently being reviewed, so we can get the answers that they're
looking for out to the people. Also, on the 27th, Councilwoman Oliva and myself,
traveled to Southampton in the evening for a the Five East End Towns Recycling
meeting. We're a little disappointed, because what had been scheduled, we had
expected to see presentation on MURFS , and they were cancelled out. They're
going to held at our next meeting in Riverhead, and most of the meeting was spent
on planning the presentation they were going to do in the Westhampton area, --
because the Westhampton Airbase looks like it's going to be the location of the
recycling facility, the MURF4 They wanted to inform the people in that area,
as much as possible, because they certainly do have concerns. On Tuesday, the
3rd, I also attended the presentation of the Budget by Supervisor Murphy, and
on Tuesday, the 3rd, following that at 11:00r we met with Hawkins, Delefield
& Wood, in relation to the contract we've been negotiating with Daneco. Thank
you, Frank.
SUPERVISOR MURPHY: Thank you, Jean. George?
COUNCILMAN PENNY: I, also, attended the Budget meeting, the meeting with
Hawkins, Delefield & Wood, and the Fishers Island Civic Association meeting, which
was really packed. There must have been 100 to 150 people over there. On
Sunday, I had the opportunity of meeting with Miss. Danieli, who is the President
of Daneco. I had a lengthy, probably two hour discussion with her. What I did
find put, that it is possible that where we are guaranteeing fifty percent more
garbage to this plant than this town produces, and I discussed with her, the
feasibility and the practicality of coming in with a smaller plant, and she said,
if that's what the Town desired, that they could give us a plant that would only
service our garbage. Somethin9 that we would be dealin9 with, and we'd be
droppin9 our guarantee to what we produced, which is about sixty tons a day.
So it is a possibility. Somethin9 which I was told before that a small plant was
not practical, or a smaller plant wasn't possible. She told me, yes, it most
definitely was. So, I hope somewhere before all this confusion hits the fan, we're
able to negotiate something that meets only our needs. I noticed that there was
a letter from the Town of Riverhead, that was not put on the Town Board agenda
today. It was not discussed at the Town Board meeting, discussin9 the possible
working with Riverhead, and that was not brought up again. I've heard the
letter mentioned before. As a matter of fact, it was mentioned in Town Board
notes, and the Suffolk Times, and I had discussed with the reporter, that I don't
know why this is in Town Board notes, because the Town Board had never received
the letter. Well, here it is, another week 9oes by, and still it's never been Put
on the agenda, so I think Supervisor Janoski wanted a response by the 15th,
so I don't know what the Town Board plans to do about, but there's been no
discussion on it yet. Thank you.
SUPERVISOR MURPHY: Thank you, George. Ruth?
COUNCILWOMAN OLIVA: On September 27th, I also, attended the Housing
Committee meeting, that Jean has reported on, and also, we went over to Southampton
for the MURFs. On September 28th, we had a Code Committee meeting. We
discussed administrative penalties for the Trustees, and we will do that when the
DEC comes out with their final freshwater wetlands maps. We discussed apartments
over professional offices. That they be included in the Code by special exception.
We discussed accessory structures, and we were trying to accomodate some of
those, and make changes in that, and the boat and parking schedule, and that
will be brought to the Town Board. That's it about fees to the building inspector.
On October 2nd, we, again, had another Housinq Committee meeting to discuss
answers to these people's complaints.. On October 3rd, I, also, attended the Budget
presentation by Supervisor Murphy, and the presentation by Hawkins, Delefield
& Wood regarding the contract for the composting. On October 4th and 5th, I
attended the Connecticut Marine Traders Association meeting up in Winsor Locks,
Connecticut, and it was quite a good meeting. There were people represented
from the FDA, from NOAH for a lot of the marinas around the eastern part of
the country and also, California, and the marina operators understand that they
have to clean up their act, even though the storm water runoff really~ is the major
contributor to a lot of our pollution, and our creeks, and our bays, but they
are in the public eye, and they realize they have work to do. There is talk about
different pumpout stations, portable pumpout stations to go around marinas. Air
infiltration systems into certain embayments, that can not flush themselves in order
to raise the dissolved oxygen in there. Boater education, as far as not dumping
overboard. How to make the people, when they come into the marinas, make sure
that they do not just let their ..let it go into the bay by giving them dye tablets
or charging them or what have you, and I'm hoping that some time this winter,
that we can get a meeting together with the Trustees, and the Code Committee,
and the Planning Board, and the marine operators, and see what we can sit down
and work out together, so that it meets everybodys requirements. There was
one, I think, kind of interesting note. There was a small beach at Marina Del
Ray out in California, and they were having very. high coliform counts there,
and they couldn't understand why. They tested all the different canals that came
in. It didn't come in from there. They finally found one little spot from storm
water runoff, that they thought was contributing and it was. They closed that
off. Well, there are a lot of seagulls flying around on this beach, and that was
the only thought that could come to mind, well, how to get rid' of these seagulls?
So the owner or manager of this marina happened to go to one of the landfills, and
at this landfill, he found poles about ten to twenty feet high, with strings at
random...just randomly put around, and the seagulls didn't land there. So he
came back, and thought, well, it's an idea. Let's try it. So they did that. They
put up these poles and they just strung, first of all, just modi-filament around
in a random design, and the seagulls stopped landing. The only thing they found,
they could not use the fishline, because eventugl:y the sun just tore it apart.
So they use a polyester cord, and they have cut down their coliform count, and
the seagulls and now swimming is permitted in this nice little beach, and I thought
that was kind of nice. It was a very interesting meeting. I enjoyed it. On
October 5th, we had a Farmlan~l Preservation Committee meeting, and we discussed
various properties, and I think,that's it. Thank you, Frank.
SUPERVISOR MURPHY: Ruth, tell me, where did they go to? Did they come
over to our landfill?
COUNCILWOMAN OLIVA: No. It was a landfill in California someplace.
II. PUBLIC NOTICES.
SUPERVISOR MURPHY: Moving on to Item 2 on the agenda, there are no public
notices.
III. COMMUNICATIONS.
SUPERVISOR MURPHY: Number 3 is a letter of support from the Greenport-
Southold Chamber of Commerce for the marine 1 and 2 districts in our Town Code.
IV. PUBLIC HEARINGS.
SUPERVISOR MURPHY: There is a public hearing scheduled at 8:00
1. 8:00 P.M. on Town Board proposal to amend the Zoning Code by
changing from Hamlet Density Residential District to Low Density Residential R-40
District the property owned by Richard Carr.
V. RESOLUTIONS.
SUPERVISOR MURPHY: We'll move on to Item 5, resolutions. I'd like to remind
the people in the audience, the Town Board policy, if you would like to address
the Town Board on any proposed resolution, you may do so at this time, and
any other comments on anything else, we will reserve time at the end of the meeting
for that. Is there anyone who would like to address the Town Board on any
proposed resolutions tonight? Frank?
FRANK CARLIN: I'm Frank Carlin from Laurel. I've just got a couple of simple
questions, Frank. Nothing to really set the building on fire. I noticed the last
meeting I was here, you had an immediate dismissal of employees. I believe now,
I might be wrong, I believe a federal law was passed last February..I might be
wrong now, that when you lay off people you have to notify 30 or 60 in advance.
Are you doing this, or are you just laying off these people with a final notice?
i believe there was a law passed last February, a federal law. I know when I
worked for the government, it was a very hot subject. Don't get the wrong
somebody, and get yourself another law suit here.
SUPERVISOR MURPHY: We don't intend to. Judy can answer this.
TOWN CLERK TERRY: This was a girl, a Freshman in high school, and she
worked for the summer, and she knew she wasn't coming back, and this is since
the end of August, Frank, and rather than saying, wil you resign, we have
to get her off the payroll, so this is the only way we can.
FRANK CARLIN: That's okay. She's not really a full-time employee.
TOWN CLERK TERRY: No. A couple of hours a day.
FRANK CARLIN: Now at the last meeting, were they full-time?
TOWN CLERK TERRY: Those were people that worked in the Nutrition Center,
and Brief Respite Program, and those are the people that just f~iled to come
to work anymore over, probably the last three or four months, and that's the
only way they can get off the payroll.
FRANK CARLIN: You're aware of that law? I think it's either thirty or sixty
days. One more. Item 12. Again, the last meeting I attended was on police
officers, and ] questioned it, and you said, one was retiring. You were going
to retire two more. Now you added one. Why four now?
SUPERVISOR MURPHY: No. We had said four. We hired four. What we're
doing on this resolution, is extending the time. The class was pushed up two
weeks, or delayed actually two weeks in starting, and we're just changing the
starting date. We hired these four police officers two weeks ago, and we had
two retiring, and we expect two more. We're planning for the future
FRANK CARLIN: These are the replacements?
..SUPERVISOR MURPHY: Yes.
FRANK CARLIN: I know the last meeting, Frank, there was only two on there.
SUPERVISOR MURPHY: There was four.

FRANK CARLIN: These are all replacements?
SUPERVISOR MURPHY: All replacements. The date was changed.
FRANK CARLIN: I know you have 36 patrolmen now.
SUPERVISOR MURPHY: Forty. Total.
FRANK CARLIN: Total with the three sergeants, two detectives, and the Chief
and the Lieutenant.
SUPERVISOR MURPHY: Yes. Thank you. Anyone else want to comment on
the proposed resolutions., (No response.) If not, we'll move on to resolution
number one, which is a budget modification.

pay the Town portion of the new vehicle for Senior Services ($11,250.00 is to
be paid by a County grant):

SUPERVISOR MURPHY: Number 2 is a resolution to accept the bid for IBM
Computer Equipment.

provided that said open space is owned and controlled by the Homeowners
Association established pursuant to Section 100-181(G) of the Town Code; and

RESOLVED that the assessment which would have been placed on sa~d ~open space
but for this resolution, shall be divided among the remaining lots and equally

SUPERVISOR MURPHY: Number 32 is one I'd like to add on, is asking the County
Executive to fill a vacant physician position at the Riverhead Health Center, and
the three satellite offices. This is in their budget, and the Health Committee
has found a doctor willing to work here, and we'd like to, as a Town Board,
urge the County Executive to fill the position. I offer that.

WHEREAS, a physician vacancy currently exists at Suffolk County"s Riverhead
Health Center; and
WHEREAS, the Health Department has always found it difficult to recruit physicians
for the geographically remote East End; and
WHEREAS, a physician condidate has applied for the position, an individual Board-
eligible in both pediatrics and internal medicine, who speaks English and Spanish,
and is willing to travel the many miles around the North Fork and South Fork
to treat patients at the satellite offices; now, ther~efore, be it
RESOLVED that the Town Board of the Town of Southold hereby urges Suffolk
County Executive Patrick Halpin to sign the necessary papers authorizing the
Commissioner of Health Services to hire this physician.

RESOLVED that the Town Board of the Town of Southold hereby authorizes the
installation two (2) street lic~hts in Mattituck, one on pole no. 13 at the corner
of Reeve Avenue, and one at the intersection of Krause Road and Camp Mineola
Road.

SUPERVISOR MURPHY: That's the end of our prepared agenda. At this time,
I'd like to ask any Town Board members, if they have anything further to comment,
starting on my right with Ruth Oliva,
COUNCILWOMAN OLIVA: Just one other thing about that Marine Conference.
There's a marina over in Quintin, Connecticut, that has 400 slips, and this
gentleman is so anxious to do a good job, that he has booms to contain any kind
of a fuel spill. He has set up a laboratory to determine just what is in the watert,
what isn't in the water, because over there, they have a very good oyster set,
and even though he knows just from the few little fuel spills that come out now,
or from any dumping, that some of these oysters are contaminated, but he feels
that's some of this fat just may travel out, and settle some place else in unpolluted
waters. But he gives a little tablet to each person to put in their holding tank
with a dye, and so he can see if anybody is discharging in the waters. He's
done, evidently, such a good job, he is now applying for 400 more slips. But
he is really doing some job over there. Thank you.
SUPERVISOR MURPHY: Thank you. I might just comment, Ruth, on where the
oil containment. The Bay Constable in our Town, has ordered the booms to seal
off Mattituck Inlet, in case there was ever an oil spill in the Sound. George?
COUNCILMAN PENNY: I would like to pass at this time. Ray Edward haS somethh'..
he would like to discuss, which he brought to my attention, and I'll make my
comments when he's through.

COUNCILWOMAN COCHRAN: Nothing, thank you.
SUPERVISOR MURPHY: Raymond?
JUDGE EDWARDS: Frank, I've been informed that, there is an ad being published
this week in the local newspapers, regarding the public information meeting on
the November 7th referendum. Is that correct?
SUPERVISOR MURPHY: I haven't seen it. We've authorized the insertion of
an ad. Yes.
JUDGE EDWARDS: Who is paying for this ad?
SUPERVISOR MURPHY: The Town of Southold.
JUDGE EDWARDS: Okay. You say we. Is my name on that ad?
SUPERVISOR MURPHY: All Town Board members.
JUDGE EDWARDS: Okay. Then, if that's the case, then I demand that my name
be removed from it, unless I get a chance to proofread this. I have not seen
it. Did not know anything about it Town Board level today, and I want my name
removed from this ad, until I get a chance to read it, and then I will give the
okay, but just carte blanche like that, I'm sorry, Frank, I want my name off
of that ad.
SUPERVISOR MURPHY: We have a resolution authorizing the Town Board to
do this.
JUDGE EDWARDS: Where is it?
SUPERVISOR MURPHY: It was passed about two months ago.

JUSTICE EDWARDS: Is it not true, that normally when an ad like this goes
to the paper, that the Town Clerk gets the ad and dessseminates it to the Council-
people?
SUPERVISOR MURPHY: Not neccessarily before the insertion. No.
JUSTICE EDWARDS: Has the Town Clerk seen this ad?
SUPERVISOR MURPHY: I don't:believe so. I haven't seen it.
JUSTICE EDWARDS: I would like my name removed from that ad. Thank you.
SUPERVISOR MURPHY: George, do you have a further comment?
COUNCILMAN PENNY: Yes. I feel equally.., the same as Ray does. We've
have discussions about the advertising, and Ray and I did, I don't recall if it
was by resolution or not, but we did vote to go along with the production of
some information, and the meetings, that were going on, that were to be set
up by the public with the qualification that we'd be given a chance to proof the
material that was being released. Ray brought this up at the Town Board work
session two weeks ago. The reporters were all sitting here in the audience,
and they can verify this, that it' was verified once again by you, Frank, that
we would be given a chance to see the material before three weeks. I do not
want my name on anything that I have not read. Thank you very much.
SUPERVISOR MURPHY: The ad that you're talking about, Ray, is a notice of
the meetings, the informational meetings, at..
JUSTICE EDWARDS: I would like to see it, Frank, before it's approved for the
press.
SUPERVISOR MURPHY: You can.
COUNCILMAN PENNY: It's only common courtesy besides there's probably some
sort of an obligation, that should be forfilled, but I feel that's it's only common
courtesy, that the Board be given the chance to approve something, that has
their names on it.

COUNCILMAN PENNY: I haven't had a chance to read it, and I'm a public
official, and I have the right not to have my name on something I haven't
approved, or even seen.
SUPERVISOR MURPHY: Any other comments?
COUNCILWOMAN COCHRAN: I would just like to make a comment, Frank. At
a work session, we did say that the Town Board would see any of the information,
the brochures and so forth, and I think it's important that the Town Board
members do see what's being put out in relation to this. You know I support
it. You know I have every confidence in the process, in everything that's gone
to date, and I would hate to see this jeopardized, because Town Board members
don't have the opportunity to see this information before it goes in the paper.
SUPERVISOR MURPHY: Maybe he's not putting it in the paper this week.
COUNCILWOMAN COCHRAN: Hopefully not, because in fairness we did say that,
the Town Board would review any information that went out.
SUPERVISOR MURPHY: That's correct, and obviously he's not putting it in the
paper, if we didn't get a copy of it yet.
COUNCILWOMAN COCHRAN: We really should get it, and the Town Board should
review it, and it's just one less problem, and everyone has the opportunity to
see it, That's fair.
COUNCILMAN PENNY: Somebody better called the papers that have it, because
it's being inserted in Thursday's paper.
SUPERVISOR MURPHY: Okay. Anyone in the audience like to. address the Town
Board? Ed?
EDWARD SEIGMANN: Ed Seigman from Mattituck. I'm going to talk now, on
behalf of the Mattituck Seniors. You know, we're having a hard enoUgh job trying
to figure out what to do about this garbage. It's something that's on all of the '~
minds of a lot of you people, who live here on fixed incomes. Because of the
cost, it's one of the most serious things, that you're asking them to act on. I
assume that this bickering, that I just listened to again now, has to do with
the garbage situation. I pick up the newspaper, and I read in the newspaper
where the Republicans have come out with their own program on garbage. I,
also, read in the newspaper prior to that, that they were complaining about the
people who were in favor of composting, that they weren't getting the true picture,
the whole picture to everybody. When I read, the so called Republican approach
to what we can do with garbage, I don't see any picture in there of the facts
being told about what the cost is. They talk about doing it on an area basis.
If a plant is put up in any other area, other than Mattituck, if it's put up in
Westhampton, if it's put up in Brookhaven or anything, I don't see any cost
in there about trucking the garbage from here into there, and trucking the ash
back again. I don't see any of these costs listed. All I'm tryin9 to prevail on
you tonight, is the following: Stop confusin9 the people over garbage thin9.
They 9ot a serious enough problem with bein9 faced with the possibility of $300.00
or $400.00 added to their taxes, without havin9 to have the people who are supposed
to be representing us, fightin9 the damn thin9 on a political level. I wish this
thin9 would have happened six months after the election, because if it had, I
think we would be in an all together picture on this. All I can do is ask you,
please, for the benefit of the people, that have to pay the bill, stop playin9
politics with it, and let's have the facts.
SUPERVISOR MURPHY: Thank you. Is there anyone else, who would like to
address the Town Board? Mr. Carlin?
FRANK CARLIN: Frank Carlin from Laurel. 1, too, could speak on garbage,
but I'd be here for three hours. I won't do that tonight. What I'd like to do,
I'd like to thank you, Frank, and Jean, and the rest of the Board, for the nice
job that you're doing modifying the Laurel Park area there. It's going to nice.
They finished the sprinkler system today. Had the water on. It was beautiful.
It will be nice. i want to thank you for that. I got some good news from Jean,
before the meeting, that the sign is being made up to correct that traffic problem,
we have there, and it's really going to be nice, and I thank you, and you're
doing a good job on it. You can see, when credit is due, I give it. The last
time I was here, fire was coming out of my eyes. Today I'm a little bit different.
One more thing, Frank. Maybe next year, if I put in a permit from the Town,
maybe I can open up a hot dog st'and there.
