Murphy at 10:45 A.M., Tuesday, Southold Town Hall, Main Road, Southold, New York. Present: Supervisor Francis J~ Murphy Justice Raymond. W. Edwards Councilwoman Jean W. Cochran Councilman George Councilwoman Ruth Councilwoman Ellen L. Penny IV D. Oliva M. Larsen Town Clerk Judith T. Terry Superintendent of Highways Raymond L. Jacobs was called to order by October 3, 1989, at the Town Clerk Terry formally presented the 1990 Tentative Budget of the Town of Southold to the Town Board. Supervisor Murphy then read his 1990 Budget Message. SUPERVISOR MURPHY: I am very pleased.with this year's Budget and the fact that it reflects a reduction in overall taxes for Southold Town. This was accomplished in spite of the fact that spending was increased due to mandated labor costs and cuts in County services in our nutrition program. Because I feel that the programs at the Nutrition Center must maintain the present level of services, the Town has committed to fund the difference. We have been able to reduce most fringe benefit co.'sts by implementinc3 our new self-insurance program and constantly monitoring Our other insurances. An estimated $600,000 in savings has been achieved through monitoring all expenses including overtime, purchasing, and insurance. This has been combined with other cost cutting benefits such as reduced spending on retirement and high inte'rest on investments. ~ The assessed valuations are a disappointment. ~'ssessments should generally 'reflect the actual growth in Town, as do building permits, .but we' have seen an extremely slow and small increase in assessed valuations once again this year. This has a direct impact on benefits such as State aid for all of our school districts and veterans' exemptions resulting in an unfair burden on the Town taxpayers. Southold Town's 1990 Budget calls for a $209,297 decrease in the amount which must be raised in taxes resulting in a 2.77% decrease in the tax rate. I am pleased that the 1990 Budget is one that shows concern for the people of our Town, both with services and with fiscal management. We are able to maintain a high quality of programs while remaining responsible to the taxpayer. That's it. If anyone has a question, initially, we will schedule as we can budget informational meetings, where we will bring in departments, and start going over line by line, within a very short time. Any other questions? COUNCILMAN PENNY: Yes. When are we going to address the $600,000 fund balance for 1988? SUPERVISOR MURPHY: $600,000? COUNCILMAN PENNY: for the end of the year. SUPERVISOR MURPHY: COUNCILMAN PENNY: SUPERVISOR MURPHY: COUNCILMAN PENNY: SUPERVISOR MURPHY: COUNCILMAN PENNY: The $600,000 fund balance, that was in our financial report SUPERVISOR MURPHY: Yes. We told it, and used it here. Unallocated surplus. This is used here. It's all used here? You'll see on your charts. This is unallocated surplus? 96 OCTOBER 3, 1989 COUNCILMAN PENNY: Is it separated from this year's at all? SUPERVISOR MURPHY: No, it's a lump sum. COUNCILMAN PENNY: It's a lump sum. So that includes it. SUPERVISOR MURPHY: Any other questions? COUNCILMAN PENNY: What was that? I read in the papers, at one point, that there was a million dollar surplus, and then I read another article, that it was almost a million five. Which one is the acurate figures for that. SUPERVISOR MURPHY: Probabl y. . well, it's not accurate until the end of the year. COUNCILMAN PENNY: Obviously, but what is it? SUPERVISOR MURPHY: Only a guess, it's about one two. Any other questions? JUDGE EDWARDS: In this cost cutting benefits reduce spending on retirement and high interest on inverstments, what's reduced spending on retirement? SUPERVISOR MURPHY: The State, you've got a copy of the letter from the Comp- troller in'April of this year. I'll just read a part of it, on the back, because of continued superior investment performance of the fund of the retirement system, and due to the recent actuarial adjustments, the amount, the December 15, 1989 payment, including the amotization payment, that two year back pay, will be less than the amount, which employers had expected to pay on June 30, 1989. We got another basically five months of maintaining the money, and the money we have budgeted for is less than we actually need. Okay, make a motion to adjourn. On motion of Councilwoman Cochran, seconded by Councilwoman Oliva, it was RESOLVED that this Special Town Board meeting and and hereby is adjourned at 10:55 A.M. Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Councilman Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED.
