Edwards, Councilwoman Jean W. Cochran (presided at work session in absence of Supervisor Murphy), Councilman George L. Penny IV, Councilwoman Ruth D. Oliva (left at 11:00 A.M. for Maine conference), Councilwoman Ellen M..Larsen, Town Clerk Judith T. Terry, Town Attorney James A. Schondebare. (Councilman Penny absent in afternoon.) 9:10 A.M. - For Discussion Items: (1) Receipt of quotation from Olde Town Custom Fraiming & Woodcrafts to protect and preserve the Town Quilt at a cost of $3,835.60. Initially Councilman Penny felt this should go to bid, but after a discusson later in the day, he agreed the proposal should be accepted (see resolution no. 31). (2) Petition from residents of private road, Corey Creek Road, requesting the Town Board to change the name to Koke Drive. This request will be forwarded to Chief Winters, Superintendent of Highways Jacobs and Principal Building Inspector Lessard for their comments. (3) Memorandum from the Town Clerk asking whether the Board anticipates increasing the shellfish or beach Parking permit fees for 1990. Board agreed those fees would not be increased. (4) Memorandum from Bookkeeper Cushman concerning hospitalization payments for former Supervisor William Pell. Assistant Town Attorney Berntsson will research history on this matter. .(5) Request from the Board of Appeals to hire Linda Kowalski as a part-time consultant (see resolution no. 36 which was tabled to September 26th). 9:20 A.M. - Robert Pfluqer, President of B.P. Wreckers Ltd., met with the Board to discuss his proposal to apply for a Junk Yard Permit on property west of the Cutchogue Landfill. Mr. Pfluger now operates a junk yard and recycling business on property owned by St. Peter's Lutheran Church, Route 25, Greenport, and his lease is expiring and he must relocate. The property in Cutchogue is part of a larger parcel, zoned Light Industrial Office Park, and the owner must obtain site plan approval from the Planning Board, a set off, and he plans to subdivide the remainder of the property.' This would take a considerable amount of time and Mr. Pfluger is in contract with the owner to purchase a 10 acre parcel, and would like the Town Board to make a commitment to issue him a iunk yard permit on the property. ~The Board advised they could not do this, but would contact St. Peter's on his behalf, and ask that he be granted an extension of his lease until the Cutchogue property zoning matters have been resolved. Mr. Pfluger said he would supply the Town Attorney's office with names and addresses of St. Peter's execute board so this could be done. The Town Board members agreed that in approving the new zoning map they envisioned just such an operation in the Cutchogue Landfill area, and there is certainly a need for Mr. Pfluger's business in the Town. Former Councilman Paul Stoutenburgh accompanied Mr. Pfluger to this meeting with the .Board to attest to · his character and reliability as a businessman. 9:45 A.M. - For Discussion Items continued: I]6) Notice of a New York Land Institute, Inc. Fall I989 Program calendar (see resolution no. 32). (7) Request from Michael Hall, Attorney for Marion Robins and family, asking the Town Board to grant the robins family the right to pay the 1988 application fee with respect to their minor subdivision at Cutchogue.--Planner Valerie Scopaz met with the Board and explained the the Planning Board had recently denied this request because it was determined that the applicant needed a variance before the Planning Board could address the application. The application was returned, the applicant went to the Board of Appeals, the appeal was denied, and the applicant is now back before the Pla?ning Board with an entirely new application. The Town Board determined that this entire mater is outside of their jurisdiction--it is strictly a Planning Board decision, but they concur with the Planning Board's determination that the applicant be required to pay the I989 fee. (8) Proposal to designate the entire of Fishers Island a Critical Environmental Area (see resolution no. 35 Setting a public hearing). (9) Letter from NYS-DEC Regional Solid & Hazardous Waste Engineer Gerald P. Brezner, P.E. concerning the Town's Municipal Solid Waste Composing Facility. Whereas Supervisor Murphy was no longer in attendance at this Work Session, Councilman Penny briefly reviewed the letter which concerned the Facility Application and DEIS and stated the application is deficient in relation to the recycling activities, the Comprehensive Recycling Analysis is lacking, and the Town's request for a variance to ~he requirement cannot be favorably considered. Councilman Penny asked that the letter be put on the September 26th agenda for discussion when Supervisor Murphy is present. (10) Purchase order from the Recreation Department for payment of $40.00 to the Southold School District for use of their tennis courts from 7/11-8/31/89. 60 SEPTEMBER 12, 1989 Board authorized payment. (11) Resolution to Farmland Preservation Committee and Open space Committee to prepare a report to the Town Board. Councilman Penny had concerns about certain excluded areas. The Board asked him to submit a list of exclusions, and who will be responsible for gathering the information with respect to those exclusions. 10:50 A.M. - The Board reviewed proposed resolutions for the Regular Meeting. :25 A.M. - Recess for lunch. 1:00 P.M. - Work Session reconvened and the Board audited outstanding bills. 2:00 P.M. - Bookkeeper John Cushman met with the Board to discuss a Suffolk County Community College Governmental Accounting course being offered this fall. The Town's auditor Elaine Kaldor thought it would be beneficial for the Town to have as much of the Accounting staff as possible take the course, the cost of which is $189.00 per person. Currently the Board does not pay for the cost of college courses for Town employees, and it was determined that this should be a contract negotiated item. 2:15 P.M. - Work Session adjourned. Mullen, Jr., a most esteemed official of the Town o:f Southold retired from the Southold Town Planning Board on August 29, 1989; and WHEREAS, William F. Mullen, Jr. has given generously of his time and talent in his faithful service to the residents of the Town of Southold as a Planning Board member since February 10, 1981; and WHEREAS, William F. DEPUTY SUPERVISOR KUJAWSKI: Do any of the Councilman have a report to make? George? COUNCILMAN PENNY: Sure, Frank. On the 31st, I attended a Code Committee meeting. We reviewed economic impact statements, accessory structures, home occupations as allowed in our zoning code, which will be a discussion of one of SEPTEMBER 12, 1989 the ~ext meetings, accessory uses which are allowed in agricultural residential zones, and building permits. That will be another topic of a future meeting. On the 5th, I had a meeting with Supervisor Murphy, Greg Blass, John Alschaffer, from Greg Blass's office, Bob Sgroi, and Joan Sherb from the Suffolk Cc~unty Department of Real Estate, Jim Hunney from the Long Island State Park Commission, and the topic was the Baxter farm and Fort Corchaug, and the progress that is being made in the area. Approximately $840,000.00 has been designated by the County Farmland Committee, and $1,000,000.00 designated by the Town, and we're in the ~nidst of appl¥.i.ng to the State to make up for the difference in the funds that we need to purchase that particular piece of property. Jim McMahon's supposed to be preparing a grant, which I think the deadline for it was the 15th. Yes, the 15th, 9:15 is the deadline for a grant, so that's supposed to be in the works, and we should hear very shortly what the results of that is going to be. -- COUNCILWOMAN COCHRAN: George, where is he applying? COUNCILMAN PENNY: New York State. COUNCILWOMAN COCHRAN: But what..? COUNCILMAN PENNY: Under the State Muncipal Park Program. It was the only avenue. We can't use historic funds. We were, hopefully, going to try to'use historic funds, but they can't participate with the Town in a program like that, and Jim Hunney explained to us, that our only avenue was the State Municipal Park Program. COUNCILWOMAN COCHRAN: Does there seem to be a glimmer, for receiving this? COUNCILMAN PENNY: Oh, yes. He said, if we can keep the State portion to somewhere around a $1, 000, 000. 00, and it gets a little complicated, but the way he said we're going to work this out, but the result is that I don't believe that they've ever given anybody on Long Island, through the State program, more than a $1,000,1~00.00. So if we can limit the State's portion of this to a $1,000,000. that we have an excellent chance of getting it. There's about $20,000,000.00 in the fund, and we're hoping that we'll get priority on this project. COUNCILWOMAN COCHRAN: I've had people question me on it, and so I'm glad to hear the status. Th~nk you. COUNCILMAN PENNY: On the 5th, I attended the Scavenger Waste meeting with the Village of Greenport officials, here at the Town Hall. On the 6th, 'the Labor Management Committee met. On the 7th, Peconic County Sub-committee Legal Legislative and Lobbying met in Southampton Town Hall. It was attended by seven of twelve people on the Committee, and we started preliminery discussions on the formulation of a County charter. Our next meeting will be very shortly. Hopefully, within the next two to three weeks. We're going to have an attorney,there present, to go over some of the legal guidelines of drafting a charter. On the 11th, which was only yesterday, the Insurance Committee met, and I attended. Thank you. DEPUTY SUPERVISOR KUJAWSKI: Thank you. Judge Edwards? JUSTICE EDWARDS: Nothing. Thank you, Frank. DEPUTY SUPERVISOR KUJAWSKI: Ellen? COUNCILWOMAN LARSEN: On September 30th, members of the Southold Town Board, and Jim McMahon traveled to Johnstown, Rhode Island, with representatives of Shelter Island Town, Southampton Town, Easthampton Town, and Bob Arner, the East End Recycling Coordinator, for the purpose of viewing the operation of a material's recovery facility, otherwise known as a MRF. Rhode Island is the first state to intiate mandatory recycling legislation requiring curbside home owner recycling. The landfill in Johnstown handles 4,000 tons of muncipal solid waste per day, serving a 400,000 population, which includes 30 of the 39 municpalities in the state of Rhode Island. The landfill site is 610 acres, 154 of which is a licensed landfill, and five acres accomodates the setting for the 5,000 square foot MRF building. MRF was installed by the German manufacturer E~essner, and is capable of processing 800 tons per day of mixed recyclables per 8 hour shift, and 60 tons per day of newsprint per 8 hour shift, both which are handled in separate waste streams. The Rhode Island Department of Environmental Vlanagement,comparable to our DEC, developed the scer~arios for each Town to determine what was to be recycled. The items that are manadatorily recycled are clear plastic, which is perforated and bailed, and basically is your soda bottles, and cloudy plastic, which is shredded. The clear plastic is sold to Dupont, where it is remanufactured into such items as air filters, and insulation for clothing. Tin, aluminum, glass and newsprint are, also, recycled. The newsprint is sorted and bailed for an overseas market. The metals are reproduced into cans, construction materials, vehicles. Tin is removed at a detinning plant, and the plastic is, also, used to produce bathroom products, such as tubs, and SEPTEMBER 12, 1989 63 sinks, c~rpet backing, and so forth. Each homeowner was given a blue tub to pace the recycabes ~n, and t s hauled'by e~ther a Canad,an des.gn , or a pre-garbage truck, or a US design Eager Beaver hauling truck, which is specifically designed to transport recyclable materials. The plant is operated by 21 employees. Seventeen are sorters, earning $5.75 per hour. Four are equipment operators earning $8.75 per hour. Employees receive one week's paid vacation per year, and medical insurance. The facility is operated by New England C~rinc, under contract with the Rhode Island Solid Waste Management Cooperation. New England Crinc markets all the materials. The revenues are shared between Crinc and the Rhode Island Solid Management Corp. The Corporation owns the land, and the equipment. Tipping fees are $14.00 per ton, for the Town, and $43.00 per ton for private haulers. The Johnstown landfill currently accepts 90% of Rhode Island's · municipal solid waste. One-third of all waste had tobe recycled, effective January I, 1989. A two-thirds percent is set for 1990. Commercial industries in the State of Rhode Island must comply with recycling laws. Future plans at this site include an additional MRF, two 750 ton per day incinerators, and a sludge composter. I'he construction cost of this particular plant was 4.5 million dollars. The Town of Brookhaven is now looking into a similar plant at the cost of 8 million dollars. On Saturday September 2, I spent several hours at Police Headquarters with Chief Dispatcher John Raynor, and Dispatcher Forgarty viewing the E911 system, and the mode of the dispatching equipment, that is currently in place in the Police facility, and I can say after spending three hours with the Police, a lot more goes on to get a Police car at a site, then meets the eye of the citizen. Dispatches are recorded on a card system, that is time clocked when a call comes in, and is assigned to an officer. The Town of Southold dispatches for the Town of Shelter Island, six rescue squads, and all fire departments, except Cutchogue. Entries are recorded at the end of each shift. A master cross index has been established to retrieve the information that is eventually slated for reference by the Lieutenant after an intial review by a Sergeant. If this sounds cumbersome, it is by virtue of the fact that once a call and request can eventually see five or more eyes, or pairs of hands before, in terms of paperwork. I, also, had a complete orientation and a tour of the Police facilities, had the..was there when a Police call came :in regarding the alarm system, and saw the processor for the alarm system retrieve the information neccessary to alert the proper people in charge of that, so I can understand now, from viewing this, the justification for the fees. In this particular case, a call came in, the alarm system went off at Southold Savings Bank. Immediately on the computer screen, the dispatcher put the numbers in. It told who to call, who the people in charge of Southold were. It was through Holmes alarm system, and an officer was immediately dispatched to Southold Savings Bank. Also, there is a recording for Department of Motor Vehicle access capabilities, and there are five separate printers in the dispatch office. E911 give the Police the automatic location. An indicator records a dialess number, the area, and who responds. If for instance, I called into E911 with an emergency, my name, address, and phone number would come up, also, the responding Southold Town Police, the Southold Town Fire Department, and the Southold Town Rescue Squad, depending. I would highly recommend to all residents of the Town, that they make their address and house numbers visible from the road, because the Police do have this information. now, and then for them to adequately find it, it would help if the number were displayed on the house. I would like to thank dispatcher, John Raynor, for his excellent and well-informed orientation to some of the protoc~,l procedures, that are used and orginated through the dispatchers, and for an enioyable, interesting evening. On the 5th, Town Board held a meeting with the Greenport Village officials for the purpose of discussing the operation and maintenance of the scavenger waste plant. The Town of Southold's Board, Commissioners of the plant, and they're having some problems as far as some members of the Southold Town Board are concerned with the operation of the plant. It was agreed that a committee would be established with two representatives from Southold Town, two from the Village of Greenport, along with the engineers from H2M, to review the plant, and then a further meeting will be held with all members of both Board, to further discuss the problems. On Thursday, the 7th, at 3:00 P.M., a Housing meeting was held, which Councilman Cochran will report on, and last night, there was an informational meeting held at Peconic Civic Center, by the League of Women Voters, on the alternatives available, and some peoples opinion on composting. Thank you. DEPUTY SUPERVISOR KUJAWSKI: Jean? COUNCILWOMAN COCHRAN: On August 31, and also, ~on September 11th, I attended the Five East End Town Recycling meetings in Southampton. I serve on the educational committee, and to date the committee is really starting to shape up and make things happen. We have accepted a logo, which will be used to indentify all the recycling efforts in the five east end towns. Also, we have developed a brochure. We have developed a series of posters, which will be used for a traveling display. It's going to used over in the south side. I believe it's this next weekend, when they have a conference, or an earth day event. In addition, it's going to be used with member of the committee to encourage recycling at the Riverhead Fair in Riverhead. The logo is the only thing that the committee does not have final say on. This is going to the main committee, and Southold as a SEPTEMBER 12, 1989 committee, we rotate from the different five townships, and it's Southold's turn this Thursday night at 7:30, here in Town Hall. The full committee of the Five East Town Recycling will be meeting. The agenda will include such things as committee reports, education and promotion, the MRF siting, and the transport recycling manager's report, proposal for action, and goals to be established for committee work with time frames. So if anyone would like to attend on Thursday night, I'm sure you'll find it interesting. 7:30. You'll find it interesting, and you'll see the committee at work. It may not be our turn for another five meetings. On the 30th, members of the Town Board, along with representatives from Shelter Island, Easthampton, Southampton, journeyed to Rhode Island to inspect the · recycling plant, that Ellen reported. It's a very unique situation, because it is a marriage between Crinc, which stands for container recovery,inc., and the State organized solid waste management coporation, and I'm sure it works well, because it is small state, and as Ellen said, they have 30 out of 39 towns on line. The other 9 will be comin9 on. The manager stressed in his presentation, again, market as the first priority of recycling, and he, also, stressed the point, that it takes five years to develop a 9ood recycling program, that not to be expectant to have it. happen overnight. It takes a lot of work. It takes a lot of dedication, and it takes time. August 31st, the Personnel Committee met to resolve a problem. On September 5th, the Southold Town Board met with the Village of Greenport, to discuss, the scavenger waste plant. I feel that many questions were unanswered, but we will be meetin9 with our engineer, and representatives from the Village Board, and the Town Board to try to get some answers on the condition and the operations of the plant. On August 6, the Labor Management Team met to discuss the putting of time clocks in Town Hall. On August 7, the Housing Committee met, and Jim McMahon updated the committee on the Brack and Costello affordable housin9 project. Also, discussed was the Park and Playground for DBM affordable housin9 project, and it was the decision of the Committee to send the followin9 to the recommendation to the Plannin9 Board, and we felt that after discussion, the Affordable Housin9 Committee offers the following. The Planning Board considered to accept money in lieu of park and playground for the affordable housing project of DBM, Boisseau Avenue, Southold. Reasons: The affordable housing law allows for the affordable housing zone near the hamlet, to enable the participants to more easily use hamlet services. We feel this project is in close proximity to the school playground. Two, if a park and playground is required, we will lose two affordable houses, which we sorely need. Three, in recent years, the Planning Board has recommended money in lieu of park and playground in most ~-- subdivisions. Why treat an affordable housing project differently? Four, the need for a park and playground was not discussed in the preliminary site plan, which was approved. We feel very strongly, that where there is such a need for affordable housing, and they have not, in most cases, asked for the playground. They've asked for the money in lieu of, and we feel that this project should be treated the same. In addition to the recycling meeting on the 11th of August, which was yesterday, the Health Management Committee met to discuss items seen as problems by the CSEA, and in the evening I, also, attended the League of Woman Voters' meeting on muncipal solid waste options. McMahon, and one (1) designated Waterfront Revitalization Committee member to attend the Lonc~ Island Coastal Conference on the Long Island Sound and Peconic Bay, sponsored by the New York State Department of State, Division of Coastal Resources and Waterfront Revitalization, to be held on September 26, 1989 at the Royce Carlin Hote, Melville, and the necessary expenses for registration, travel and luncheon shall be a legal charge against their respective budgets. COUNCILWOMAN LARSEN: Can I make a comment? This authorizes the TOwn Board to go. We were informed by the Town Attorney, because of some circum- stances at our next Town Board meeting, we may require the full Town Board to be present, therefore I would like to know, if it would be possible to allow any member of the Waterfront Revitalization Committee, who has worked on this, to attend, because Jim McMahon is authorized to attend, but he hasn't worked with Waterfront Revitalization on a regular basis. TOWN CLERK TERRY: Any member, or a member? COUNCILWOMAN LARSEN: Well,a, any a, one of any, if anyone is interested. I have no idea. COUNCILWOMAN COCHRAN: Just a member of the committee to attend? One is the Long Island south shore, Westchester, Nassau, Suffolk County, and Peconic I~ay. The second one is the Long Island south shore of Suffolk and Nassau County. COUNCILMAN PENNY: Well, you wouldn't want to go to both. TOWN CLERK TERRY: The one that you would want to go to, is on the 26th. The Town Board can't go that day. Judge would you read that. 35.-Moved by Justice Edwards, seconded by Councilman Penny, WHEREAS, pursuant to the State Environmental Qualtity Review Act a local agency may designate a specific geographic area within its boundaries as a Critical Environmental Area (CEA); and WHEREAS, Fishers Island has been determined to be an area having exceptional and unique character as well as an inherent ecological, geogogical and hydrological sensitivity to change which may be adversely affected by any change; and WHEREAS, the County of Suffolk has previously designated all land immediately within five hundred (500) feet of the shoreline of Fishers Island as Critical Environmental Area; and WHEREAS, the Town Board of the Town of Southold intends to designate the entire of Fishers Island a Critical Environmental Area; NOW, THEREFORE, BE IT RESOLVED that pursuant to the State Env'ronmental Quality Review Act and 6 NYCRR Part 617.4(h) the Town Board hereby sets a public hearing to be held at the Fishers Island Legion, Fishers Island, New York, on Tuesday, October 17, 1989, at 2:00 o'clock P.M. on the issue of desig- nating Fishers Island a Critical Environmental Area; and BE IT FURTHER R'ESOLVED that the Town Clerk is hereby directed to publish notice of the public hearing in The Long Island Traveler-Watchman, The Suffolk Times, and The New London Day at least ten (10) days prior to said hearing. 35.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilman Penny, Councilwoman Cochran, Justice Edwards. Kowalski as a Con- sultant to the Board of Appeals, effective immediately, $12.00 per hour, not to exceed 40 per month, for a period of six months. 36.-Moved by Councilwoman Cochran, seconded by Councilman Penny, it was RESOLVED that the Town Board of the Town of Southold hereby engages the services of Linda F. Kowalski as Consultant to the Board of Appeals, effective immediately, at a fee of $12.50 per hour, not to exceed_40 hours per month, for a period of six (6) months to March 12, 1990; subject to the approval of a contract for same by Town Attorney Schondebare. COUNCILWOMAN COCHRAN: Comment. Linda called me at suppertime, and we discussed this more fully, because she is working Monday, Tuesday, Thursday, and Friday. She does not feel that...she feels in six months time, whoever the person is, certainly, would be trained by that time. She felt that two more important aspects, would be training a Wednesday morning. She does not feet that she wants to be tied down to putting in a full day on Wednesday, but she certainly feels she could give the morning hours, and the other place where she saw, she does not want to work at home~, the other place she saw a need was in covering the meetings, so she could direct the work during the training period only to the new people in the office. So I wanted to share that with you, and that she would hold with that. Six months is enouc~h. Wednesday mornings, not always the afternoon, no work at home, and cover the meetings, so she direct the work as a result of the meetings, until this person is trained, and that's it. So it's for information. COUNCILWOMAN LARSEN: Is this being placed in writing by the Town Attorney's Office, or...? TOWN ATTORNEY SCHODEBARE: This is the first I've heard about it. COUNCILMAN PENNY: Subject to a contract. SEPTEMBER 12, 1989 r TOWN ATTORNEY SCHONDEBARE: Do you want to enter into a contract with her? COUNCILMAN PENNY: Well, you have to, if she's a consultant. COUNCILWOMAN LARSEN: Well, we weren't sure. I think at this point, I'm going to abstain, until we have the full Town Board here, and we can figure it out once and for all. It changes with every conversation. COUNCILWOMAN COCHRAN: Do you want to move to table the resolution? COUNCILWOMAN LARSEN: Yes, please. DEPUTY SUPERVISOR KUJAWSKI: Isl there a second for tabling it? Chapter 100 (Zoning) of the Code of the Town of Southold is hereby amended as follows: 1. Section 100-281.J is amended by adding thereto a new subsection (3) to read as follows: (3) Notwithstanding the foregoing, no fee shall be required of or paid by taxing entities or districts, including, but not limited to fire districts, school districts, park districts and the like. 2. Section 100-284.1 is hereby amended as follows: I. The following fees shall be paid upon the filing of an application with the Building Inspector for a certificate of occupancy, which fee shall be paid into the general fund if the application is approved or returned to the applicant if the application is denied: (a) Business buildings and/or business uses and additions and alterations thereto: fifty dollars ($50.). (b)New dwellings and additions and alterations thereto: twenty-five dollars ($25.). (c) Accessory buildings and additions and alterations thereto: twenty-five dollars ($25.). (d) Preexiting dwellings: One hundred ($100.). (e) Vacant land: twenty dollars ($20.). (f) Updated certificates of occupancy by reason of additions or alterations: fifty dollars ($50.). (g) Copies of certificates of occupancy issued five (5) or fewer year ago: five dollar ($5.). (h) Copies of certificates of occupancy issued more than five (5) years ago: ten dollars ($10.). 2. Notwithstanding the foregoing, no fee shall be required or paid by taxing entities or districts r including, but not limited to fire districts r school districts, park districts and the like. II. TOWN CLERK TERRY: We have Number 39, which will be to secure a one day charter cover liability insurance policy for One Million Dollars for the trip to Nowhere. 39.-Moved by Councilman Penny, seconded by Councilwoman Larsen, it was RESOLVED that the Town Board of the Town of Southold hereby amends their Resolution No. 35,- adopted on August 29, 1989, to direct our Insurance Aqent, Grilling and Southwick, to secure a one (1) day liability insurance coverage (Protection and Indemnity) from the Marine Department of the Insurance Company of North America, for Charters Legal Liability, in the amount of One Million Dollars, naming the Cross Sound Ferry Service as an additional insured, for the Saturday, September 16, 1989, "Cruise to Nowhere"; cost of said policy is $750.00. 39.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilman Penny, Councilwoman Cochran, Justice Edwards. Moved by Councilwoman Larsen, seconded by The Entire Town Board, WHEREAS, this Board has learned with deep sorrow of the death of FRANKLIN BEAR, Chairman of the Southold Town Water Advisory Committee, member of the Local Waterfront Revitalization Citizen's Advisory Committee, outstanding environmental preservationist; and WHEREAS, in his service to the people of the Town of Southold for many years, Mr. E3ear distinguished himself as a dedicated, conscientious and concerned individual; and WHEREAS, the Town of Southold is grateful to the family of FRANK BEAR for ' sharing him with the Town as he gave of his time, talents and energy to make Southold Town a better place to live; and WHEREAS, FRANK BEAR's record of outstanding service, diligence to duty and dedication to the Town of Southold and its people deserves the sincere gratitude of those with whom and for whom he served; and WHEREAS, FRANK BEAR exemplified the qualities of leadership and dedication, an individual of great integrity, whose personal courage and character served as an inspiration to all; now, therefore, be it RESOLVED, that the Town Board of the Town of Southold, who will be deprived of his wise counsel and judgment, hereby expresses its great loss in the passing of FRANK BEAR, and when the Town Board adjourns this day it does so out of respect to his memory; and be it further RESOLVED, that a copy of this resolution be spread upon the minutes of this Town Board meeting and a copy be presented to the family of FRANKLIN BEAR that we may extend to them our sincere sympathy.
