A meeting of the Southold Town Conservation Advisory Council was held Wed., October
7, 2020 via the Zoom Online Platform.

CALL TO ORDER
Chairman Peter Young called the meeting to order at 4:31 PM.
CHAIRMAN'S ANNOUNCEMENTS
REPORTS
Caroline Burghardt participated in the Board of Trustees meeting held on Wed.,
September 16, 2020, however, was not present at the CAC meeting to provide a report.
CLIMATE SMART COMMUNITIES PROGRAM
Peter Meeker attended the Town Board work session on Tues., October 6th and updated
the board members on the CSC Program. There was a discussion on creating a website
to meet the requirements of pledge element#9. Peter and Carol will pursue this with Lloyd
Reisenberg from the IT Dept. Peter mentioned that he received half of the questionnaires

back from department heads and they were not very helpful, therefore, he will no longer
pursue this as a pledge element. Peter Young commented that deadlines don't work and
that he should be more persistent. He offered to meet with department heads with Peter
Meeker. The council members discussed ways to inspire and inform the public as well as
bringing in other stakeholders for assistance.

RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
US DEPT. OF HOMELAND SECURITY, PLUM ISLAND ANIMAL DISEASE CENTER for
the repair and restoration of the ferry landing bulkhead facilities.
Located: Ferry terminal at Plum Island, SCTM#132-1-30
The CAC did not make an inspection, therefore no recommendation was made.
US DEPT. OF HOMELAND SECURITY, PLUM ISLAND ANIMAL DISEASE CENER for a
10-year maintenance dredge permit for the Plum Island Harbor. The dredging is needed
to allow the continued use of the harbor for passenger and freight ferries essential to the
operation of the facility. Spoils are proposed for use as beach/dune nourishment and
placed directly on the shoreline of the harbor to the location knows as Pine Point.
Estimated yearly maintenance dredge would generate up to 4,400 cy. of spoils with a total
volume not to exceed 29,000 cy. over the 10-year period.

RESOLVED to SUPPORT the application of 1055 SOUNDVIEW ROAD for the demolition
and reconstruction of the existing single family dwelling on original footprint;
reconstruction of existing multilevel wood deck located 31' from the top of the bank and
installation of a new Innovative and Alternative Wastewater Sanitary System.

RESOLVED to SUPPORT the application of US DEPT. OF HOMELAND SECURITY for a
10-year maintenance dredge permit for the Orient Point Harbor to allow for continued use
of the harbor for passenger and freight ferries essential to the operation of the facility.
Hydraulically dredge to -17.63 ft. or 16' MLW. Spoils are proposed for use as beach
nourishment at Orient Point.

backfill with approx. 50 cy. of clean sandy fill to be trucked in from an approved upland
source, and plant backfill area with Spartina alterniflora to create approx. 1,470 of
intertidal marsh; and remove approx. 53 If. of existing timber bulkhead remnants.

regrade bank.

bulkhead to be replaced; backfill with up to 25 cy. of clean sandy fill to be trucked in from
an approved upland source; and establish 15' wide non-turf buffer adjacent to
reconstructed bulkhead.

secured in-place by four 8" dia. pilings.

relocation of existing wood walk to new ramp, and addition of water and electricity.

patens, remove 15 cy. of slope and phragmites and remove visible concrete blocks.

c/o RWN MANAGEMENT, LLC to Amend Wetland Permit#9582 and Coastal Erosion
Permit#9582C to reconfigure the proposed dingy dock assembly on the south side of the
restaurant.

(AIRPORT) TOWN OF SOUTHOLD (WM) TOWN OF SOUTHOLD to reduce/eliminate
invasive Phragmites and facilitate the return of beneficial native vegetation.
Located: SW Tip of Fishers Island. South of Whistler Ave., 500 Airport Rd., Fishers Island.

The CAC did not make an inspection, therefore no recommendation was made.
R. BRADFORD BURNHAM III for the construction of a new 455 sf. one-story detached
residential garage.
Located: 2646 Peninsula Rd., Fishers Island. SCTM#10-3-4.1
The CAC did not make an inspection, therefore no recommendation was made.
WILLIAM J. DOTSON, JR. to reconstruct 150 If. of wood timber and batter-braced pile
supported pier with associated rails, water/electric utilities, deck lights, ladders and access

steps. Reconstruct 34 If. wood timber and pile supported pier"L" and lower platform.
Install new tie-off piles with tide slides and relocate/replace one existing tie-off pile as
necessary.
Located: 1478 Barlow Pond Lane, Fishers Island. SCTM#7-1-3
The CAC did not make an inspection, therefore no recommendation was made.
ALICE HANLEY to repair two damaged sections of an existing slope protection. Remove
approx. 400 sf. of damaged concrete and loose stones, place large boulders along the
face of the damaged area; top with stones and replace concrete fill. In the second area
the applicant proposes to remove approx. 500 sf. of damaged concrete and loose stones,
place large boulders along the face of the exposed concrete wall, place filter fabric and
stone in the damaged area, top with stones and replace concrete fill. Any cracks in the
existing concrete wall will be grouted.

The CAC did not make an inspection, therefore no recommendation was made.
Carol Brown will participate in the next Board of Trustees meeting scheduled for Wed.,
October 14, 2020 via the Zoom Online Platform.
The next meeting of the Conservation Advisory Council will be held on Thurs., November
12, 2020 via the Zoom Online Platform.
There being no further business to come before the Council, the meeting-was adjourned
at 6:45PM.
