Aldrich Lane ,(a) End of Season date (CS) RESOLUTIONS RESOLUTION 2020-65 RESOLUTION SETTING MEETING DATES FOR NOVEMBER 2020 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set the following meeting dates for the month of October 2020: Work Session, Thursday, November 5, 2020 at 6:30 P.M. and monthly meeting, Thursday, November 12, 2020 at 6:30 P.M. ; RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2020-65. RESOLUTION 2020-66 RESOLUTION APPROVING BILL REGISTER AND AUTHORIZING PAYMENT OF CURRENT BILLS RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the Bill Register submitted by the Treasurer for the October 8, 2020 meeting and further authorizes payment of the current bills. RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2020-66. RESOLUTION 2020-67 RESOLUTION APPROVING MEETING MINUTES FROM AUGUST 20, 2020 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the September 15, 2020 meeting minutes submitted via email. RESULT: Motion by seconded by , all in favor and motion carried unanimously to approve Resolution 2020-67. RESOLUTION 2020-68 RESOLUTION TO SET THE DATE FOR THE ELECTION VOTE RESOLVED that the Board of Commissioners of the Mattituck Park District hereby sets the date for the Mattituck Park District Election for Commissioner to Thursday November 12, 2020 from 3:00 PM -8:00 PM. RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2020-68. RESOLUTION 2020-69 RESOLUTION AUTHORIZING ELECTION VOTE & PUBLISHING RESOLVED that the Board of Commissioners of the Mattituck Park District hereby authorize Secretary, Jennifer Mannino, to advertise for public vote the Election to be held on November 12, 2020 for the purpose of electing one Commissioner for a three-year term and one ` Commissioner to fill a vacant seat for the remaining two year term. RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2020-69. RESOLUTION 2020-70 RESOLUTION APPOINTING ELECTION INSPECTORS FOR THE NOVEMBER 12, 2020 ELECTION VOTE WHEREAS, a meeting of the legal voters of the Mattituck Park District will take place on the 12th day of November 2020, from 3:00 p.m. to 8:00 p.m. for the purpose of electing one Commissioner for a three-year term and one Commissioner for the vacant seat with 2 years remaining on the term; and WHEREAS, Election Inspectors are needed to manage and process voter registration,'�tally the votes and record the results; now, therefore, be it RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Karen Allar as senior Inspector at a pay rate of$20.00 per hour and Jennifer Mannino and Caroline Burghardt,as Election Inspectors for the November 12, 2020 election vote to work from 2:30 p.m. to 8:30 p.m. at a pay rate of$16.00 per hour. RESULT: Motion by, seconded by, all in favor and motion carried unanimously to approve Resolution 2020-70. RESOLUTION 2020-71 RESOLUTION ADOPTING §8404 OF THE NEW YORK STATE ELECTION LAW AND PROCEDURES FOR THE CONDUCT OF ELECTIONS WHEREAS, the Board of Commissioners of the Mattituck Park District has determined that it is in the best interest of its residents to provide an orderly polling place for voters during its elections; and WHEREAS,the Board has reviewed §8-104 of the Election Law and finds it necessary to define and adopt procedures in accordance with the same; NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners hereby adopt§8-104 of the Election Law and the following procedures for the conduct of elections: 1. The Polling Place shall be within Mattituck Park District property known as Veterans' Memorial Park property, 11280 Great Peconic Bay Blvd, Mattituck, NY. I. While the polls are open no person shall do any electioneering within the polling place, or on any part of Veterans' Memorial Park, or in any public street, within 100 feet of the entrance to Veterans' Memorial Park or within such distance in any place in a public manner; and no political banner, button poster, or placard shall be allowed in or upon the polling place. No person shall solicit or attempt to sway any voter to vote for or against any candidate. ll. While the polls are open no person shall consume any alcoholic beverage within the polling place. III. Due to COVID-19 regulations, all social distancing and requirements to wear a mask shall be followed. 2. The Guard-rail shall be the entrance to and inclusive of the Veterans' Park Community Room. I. The ballot boxes, other secure storage containers and all official ballots shall be kept within the guard-rail, and at least six feet therefrom, from the opening of the,polls until the announcement of the result of the canvass and the signing of the inspectors returns thereof. ll. No person shall be permitted within the guard-rail during such period except the election officers including election inspectors, election coordinator, Park District Attorney and Park District Secretary, persons admitted to preserve order or'enforce the law, voters duly admitted for the purpose of voting and children under the age of sixteen accompanying their voting parent or guardian. III. Candidates voted for at the polling place, and their family and legal representative and the Park District Commissioners may be within the guard-rail in an area, specified by the Election officers during the canvass. IV. No person shall be permitted within the guard-rail after the polls close and during the counting of the ballots, except the election officers including election inspectors, election coordinator, Park District Attorney and Park District Secretary, and persons admitted to preserve order or enforce the law. RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2020-71. RESOLUTION 2020-72 RESOLUTION TO REVERT BACK TO THE 2019 RATE SCHEDULE FOR THE USE OF PARKS FACILITIES DUE TO COVID-19 PANDEMIC RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves to follow the 2019 sliding scale rate schedule for the remainder of 2020 calendar year(ending 12/31/20) due to the restrictions caused by COVID-19 regulations. This resolution supersedes resolution 2020-27. WHERAS the rates will be reviewed and revised in January 2021 as per the COVID-19 guidelines will allow. RESULT: Motion by seconded by , all in favor and motion carried unanimously to approve Resolution 2020-72. PUBLIC COMMENTS Executive Session Personnel Discussion MATTITUCK PARK DISTRICT BOARD OF COMMISSIONERS REGULAR MEETING MINUTES October 8, 2020 Attendance Gerard Goehringer, Chairman George Lomaga, Deputy Chairman Angela Noncarrow, Treasurer Chris Shashkin, Clerk Jennifer Mannino, Secretary Stephen Kiely, Attorney Nick Deegan, Art Beisel, Denise Geis, Maria Santigate and Derek McClean were present from the public CALL TO ORDER Meeting called to order 6:30 PM PUBLIC COMMENT Denise Geis asked if two petitions can be signed as there are two vacancies. S-Kiely will look into the matter. Art Beisel asked how election will run, does a candidate need to specify which term they prefer (the two year term or the three year term). S Kiely explained that the Commissioners decided that the candidate that receives the most votes will get to choose which term he/she would prefer. A Beisel proposed to let the candidates run for specific term and possibly there would be more candidates. S Kiely said the Commissioners would take that into consideration but the petitions are already available to the public. Nick Deegan suggested to look at the how the school board runs their elections'' G Lomaga explained he was on the school board and is familiar with their procedures and this is the way MPD has chosen to run election. Nick Deegan wanted it noted that there was a lack of transparency at the budget vote and wants the election to be more transparent. He would like the election inspectors to face the room while counting the ballots. A Beisel asked how the absentee ballots were handled at the budget vote, C Shashkin explained procedure, A Beisel noted that the absentee ballots were not properly handled. G Lomaga thanked them for the comments and asked them to write their suggestions down and he will discuss with the two new commissioners for the next election. APPROVAL OF MINUTES Motion by G Lomaga,-seconded by G. Goehringer, all in favor and motion carried unanimously to approve the Minutes from the September 15, 2020 submitted via email. TREASURER'S REPORT (A. Noncarrow) Presented/Discussed: • Bill Payment Register dated October 8, 2020 • Budget Ledger dated September 30, 2020 • Balance sheet dated October 6, 2020 • Commissioners reviewed Purchase Orders and approved where needed • G Lomaga thanked A Noncarrow for preparing reports ahead of time so that the Commissioners can review before the meeting. Motion by G Lomaga, seconded by G Goehringer, all in favor and motion carried unanimously to accept and approve the Treasurer's Report. Maintenance Report (T Pumillo) • Working on the winter projects list • Generator was serviced at the Lodge • Water being turned off at bathrooms next week • Working on repairing the doors at the Lodge the doors are not a standard size • Working on repairing leaking roof at Vets and Lodge • The Commissioners asked which field could be used for overflow soccer use, T Pumillo suggested MYC • T Pumillo to get price for a new gate at Vets as it is difficult to close Bailie Beach Lodge • G Lomaga met with the Scout Master about MPD charging a fee for use of the Lodge. He will discuss with the other Scout leaders and get back to MPD. Veterans Park • J Goehringer and G Lomaga received a proposal from Kyle Wilson at Miracle Playgrounds for Veterans and Breakwater playground repairs and replacements and the cost is extremely high due to the ADA compliance. The Commissioners asked Kyle to look for other options. • G Lomaga presented photos of other playgrounds as examples for the Commissioners to consider. General • Commissioners are still in the interview process for the part time clerk position. • A Beisel asked if this person will be a Mattituck resident as the charter says employee must be a Mattituck resident • End of season date can not be set until the end of soccer season. The date of which has not been determined due to delays caused by weather and COVID regulations. The Commissioners explained that the senior inspector is certified by the Board of Elections. Nick Deegan asked if the lights at Veterans Park could be turned off at night for better visibility of the stars. The Commissioners will put " Dark Skies Compliance" on the next agenda and discuss the matter.
