COUNCILWOMAN DOHERTY: I think we were going to keep with the shorter time but it's up to everybody else. And via Zoom. JUSTICE EVANS: So when you say shorter time, are we changing it to 2:00 again? Accounting Approve Resolution Number 2020-093 RESOLVED that the Town Board of the Town of Southold hereby ratifies and approves Resolution Number 2020-093 of the Fishers Island Ferry District adopted June 15, 2020 which reads as follows: WHEREAS the Ferry District requires additional Deckhands (FIFD); Therefore, it is RESOLVED to reinstate,with effect June 18, 2020,Vince Harring as a part-time Deckhand (FIFD) at a rate of$13.27 per hour. It is further RESOLVED to temporarily appoint with effect June 19, 2020 Mr. Harring from part-time to full-time summer seasonal status Deckhands (FIFD). Southold Town Board Regular Meeting June 30, 2020 page 23 CLAIRE COPERSINO: Thank you. So,just to continue, I have this yoga studio in Greenport. I have been operating for 20 years. A yoga studio is an empty room, there is no shared equipment. Nobody ever comes within six feet of another human being and my space happens to be in the old Masonic Temple building which is vast and for the past seven years that I have been operating in there it's rare that people even get within six feet of each other because we have a lot of room. So I do have a contention against being deemed as a gym,that's probably the primary piece but, I am hoping that maybe this point can be made to the supervisors and mayors committee of Suffolk County and potentially even get to Albany, to be considered as a different category of a business than a gym. I think it fair to say it's a very low risk activity compared to going into a retail shop, sitting inside a restaurant and you know, getting a-tattoo, countless other things that are already actually allowed in the opening of phase III. You know, and I don't have to tell you, the 4th of July week, I'm supposed to be making my hay. As are many people, I understand, are struggling far and wide across our state. I'm seeing the salt starting to you know, go out of the timer as it were, already after four months of being closed. JUSTICE EVANS: Are you in Greenport Village or.... MS. COPERSINO: I am in the Village. I'm in the old Masonic Temple building on Main Street and I did approach the Village about them possibly changing their rules with regard to public spaces. I was made aware that in Hoboken,New Jersey for example, their city government has allowed similar businesses to mine to operate in public spaces as a way for them to continue to conduct some form of business in this time. And I did approach the Village about it and I was told that when the'Governor allows my business to actually open, they would charge me to use public space which obviously absolutely of no use whatsoever. SUPERVISOR RUSSELL: Just a clarification at the town level, yes, we have had discussions. Unfortunately New York State looked at facilities, places like yours all with what, they painted it with a wide brush. This is Southold Town, we don't have Planet Fitness here. So we had discussed trying to get the state to look at some of the smaller studios, the one on one, the independent operators and cull them out and bring them into phase III with guidelines. A lot of times the Governor will move specific uses into a different phase but provide a special set of guidelines for that business however, he had just proposed and I don't know if you are aware but gyms themselves were not going to be part of the phase IV openings, he has declared that gyms, although I agree with you, you are not a gym, but he has agreed to move gyms to phase IV and we are on the precipice of meeting phase IV, probably shortly after if not during the July 4th weekend. I believe the 14 days from June 24 will put us around the 4th or 5th of July. So, yes, we are on the precipice of doing that, hopefully shortly. Hopefully he'll cull yours out a little sooner than that but probably from a state perspective since they are moving to phase IV and they already moved gyms into phase IV,you know, gyms also including fitness studios, they'll probably just wait until phase IV which is again, in a matter of days. So thank you for what you do for your citizenry. Having lived on Long Island for over 45 years, I have fallen in love with the North Fork, especially Southold. The area's unique charm of stores, scenery, people and wineries. Being a member of the Southold Wine Club,the availability of Southold Town Board Regular Meeting June 30, 2020 page 25 food trucks at the wineries enhances the experience. It provides a relaxed respite from the day to day world especially the state of the world today. To be able to enjoy some wonderful wine, some beautiful music without access to food from these food trucks has no logic. I also realize that tax revenue feeds the township. I, like others I have spoken with, are looking at taking that respite in towns like Jamesport and Laurel. As this migration commences, I am certain the Town Board will see a substantial impact to your revenues.No more shopping the stores or Greenport, no more staying in hotels and dining in the restaurants after the pandemic. No more tax revenue from sales at wineries and from food trucks. I have always observed these trucks and the venues that welcome them, are clean and safe. During the pandemic it is much easier to social distance outside a food truck than in a restaurant or a crowded sidewalk. It reads, "Greetings, Dear Town Supervisor and Board members, This letter is to affirm my support of food trucks in the Town of Southold. I would like this letter read during the upcoming Town Board meeting and into the record. Food trucks are an innovative creative way to bring new business opportunities and greater economic vitality to the businesses of Southold Town. All through the extension of existing restaurants and new entrepreneurial opportunity, particularly given the current pandemics detrimental financial events, now more than ever businesses need the flexibility and opportunity to adapt and change with the market. Food trucks offer an opportunity for local businesses to work together to mutually support and promote our other local businesses. This is a great opportunity for local businesses to work together, all while ensuring that the business stays local. Every restaurant may not want to operate a food truck today but restaurants should be allowed the opportunity to make that decision themselves. This was a petition, obviously done on line and I would say, I can't count the amount and I would suppose it's probably over 100 and I would say about 50% are from out of town, other cities, stuff like that. We frequent the restaurants in town as well as many of the neighboring towns, all along the North Fork quite often, generally each week. We also have memberships at local vineyards. Inaudible food trucks be allowed in town,particularly the vineyards. We don't see this as any conflict between the vineyards and the restaurants. We thoroughly enjoy our afternoons out at the vineyards and welcome the opportunity to order food to accompany our tastings. Okay, let me read that) My name is Gerald Bailey, I am the director of sales and general manager at the Lenz Winery. I am writing to ask that you update the town code with permissive definitions for food trucks at wineries in Southold Town. Food trucks have consistently helped us elevate our customers and increased our overall volume of business. I have always believed that local food and wine is a natural pairing, in the past we have only partnered with food truck establishments that supported the North Fork, sourcing ingredients from Sang Lee, Wickhams, Browders birds, Catapano goat farm to name just a few. Whenwe were fined and forced to terminate our food truck program, it became evident how much our customers enjoyed it. Many specifically reached out to voice their disappointment and disapproval of the town's decision. I have always felt that food trucks play an integral part in,the food and beverage industry, they allow both young and established chefs to bring new and creative cuisine directly to consumers. They do not replace restaurants but supplement them. By allowing these creative food outlets, we support our local economy to operate our wineries and creates a safer more enjoyable experience. Now more than ever, we need to increase business volume in Southold Town and this is one way you accomplish that. I would be happy to assist defining the food truck code of Southold Town." COUNCILWOMAN NAPPA: "Dear Southold Town Board residents, It has been brought to our attention through the recent Town Board minutes and the local businesses residing in the town that there is a need to look at the town code regarding the food trucks. We are writing this letter through multiple lenses. As a small business on the East End, as a family of multi-generational farm located in the Town of Southold and as co-owners of a local food truck. As long-time farm family located in Peconic, we have seen the dire need to adapt and reinvent to current markets to keep our agriculturally zoned and privately owned, in the family. As owners of North Fork Brewing Company, Hop Yard and North Fork Brewing Company LLC and co-owners of North Fork Chewing Company, a food truck, alongside our family greenhouse business, we continue to see a need to modernize town code. There is a direct need for farms, vineyards, breweries, etc to provide food to patrons in order to provide a safe, local, enjoyable atmosphere. Most food trucks that we have encountered on the North Fork presently use the local produce to provide a menu to residents and visitors that is truly unique to the terroir of our home. We alone work with local farms Brauns seafood, Southold fish market, Mattitaco,North fork Doughnut company and Southold Town Board Regular Meeting June 30, 2020 page 27 countless other brick and mortar tax paying businesses in the town. We share their appreciation and needs continue to source locally. Not only do food trucks have a trickle down effect of sorts of actual economic growth but also give a glimmer of hope to young families and entrepreneurs to remain in Southold and continue to make a living. Please consider this email as a push to advocate for the town to work towards allowing food trucks in the immediate future as well as a sign of support to work alongside the Town Board to create codes to help foster a safe environment for our families to grow in.
