HomeMy WebLinkAboutLP-11/10/2020 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, November 10, 2020 at 7:00 p.m. This meeting will be held virtually via the Zoom online platform. Pursuant to Executive Order 202.1 of New York Governor Andrew Cuomo, in-person access by the public will not be permitted. This is a public meeting and the public will have access to view and listen to the Regular Meeting as it is happening via Zoom. If you do not have access to a computer or smartphone, there is an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. The Land Preservation Committee may add or remove applications from the Agenda upon its discretion, without further notice. Applications may not be heard in the order they appear on this Agenda. It is expected that the Committee will enter into Executive Session* after the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to view or listen to Executive Session. All “Attendees” will be dismissed from this meeting upon the Committee’s Motion to enter into Executive Session.  The meeting began at 7:04 p.m. with five (5) LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from October 13, 2020 & October 27, 2020 MOTION made by Sam McCullough, seconded by Eric Keil, to accept the 10/13/2020 LPC meeting minutes. Motion carried: 5/0 (LPC member Will Lee not present at time of vote) MOTION made by Sam McCullough, seconded by Doris McGreevy, to accept the 10/27/2020 LPC meeting minutes. Motion carried: 4/0/1 (LPC member John Simicich could not vote as he did not attend the 10/27/2020 LPC meeting. LPC member Will Lee not present at time of vote.)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, November 24, 2020. Inquiries for Uses or Structures on Preserved Property  NORMAN KEIL (SCTM# 120.-3-11.14) Status Update Eric Keil left the Zoom meeting for this discussion. After receiving an e-mail from Norman Keil regarding his conversation with Corey Humphrey of Suffolk County Water & Soil, Melissa followed up with Mr. Humphrey. LPC Coordinator Melissa Spiro went over her phone call with Corey Humphrey. Corey noted that he can provide resources but not decisions. LPC instructed Melissa to give information on the landowner’s proposed Erfgoed Cultivation Floor to the Agricultural Advisory Committee for its members review and comments. The LPC feels that more detailed information regarding the proposal is needed before the Committee can determine if it is consistent with the easement. General Land Preservation  FARMLAND PROGRAM DISCUSSION The discussion was opened by LPC Chairperson Sam McCullough. Sam suggested starting with broad concepts to present to the Town Board for direction before LPC proceeds with details. Topics discussed but not concluded, included:  Review of relevant sections of Town Code; get definitions in agreement o Starting with the definition of development right  Scenic references o Preservation of natural, rural, rustic character was brought up, and Doris asked for the Scenic By-Way information to be sent to all LPC members, and that input from the tourism industry be considered.  Allowance for processing and retailing  Development areas  Review process for allowed structures  Floating development rights provision  Provision for a review of the program once a decade Land Preservation Applications & Potential Applications – EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by John Simicich, to enter into EXECUTIVE SESSION – Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 6/0 The LPC members entered in EXECUTIVE SESSION at 8:21 p.m. Meeting locked and recording stopped.  Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Doris McGreevy, seconded by Eric Keil, to end Executive Session.
