HomeMy WebLinkAboutLP-10/13/2020 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, October 13, 2020 at 7:00 p.m. This meeting will be held virtually via the Zoom online platform. Pursuant to Executive Order 202.1 of New York Governor Andrew Cuomo, in-person access by the public will not be permitted. This is a public meeting and the public will have access to view and listen to the Regular Meeting as it is happening via Zoom. If you do not have access to a computer or smartphone, there is an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. The Land Preservation Committee may add or remove applications from the Agenda upon its discretion, without further notice. Applications may not be heard in the order they appear on this Agenda. It is expected that the Committee will enter into Executive Session* after the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. All “Attendees” will be dismissed from this meeting upon the Committee’s Motion to enter into Executive Session.  The meeting began at 7:05 p.m. with six (6) LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from September 29, 2020 MOTION made by Sam McCullough seconded by Anne Murray, to accept the 9/29/2020 LPC meeting minutes. Motion carried: 6/0  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, October 27, 2020. Inquiries for Uses or Structures on Preserved Property  Norman Keil (SCTM# 120.-3-11.14) 7:00 PM appointment (Zoom) for landowner to present information Eric Keil left the Zoom meeting for the appointment The property is subject to a Town Development Rights Easement. The Town received grant funding from NYS Ag and Markets for the Easement purchase and the recorded Easement reflects Ag and Market requirements at the time of the purchase. Norman Keil presented information pertaining to a proposed Erfgoed Cultivation Floor, a flood floor to sub-irrigate outdoor crops. Norman is exploring installing this type of irrigation system on 10 or more acres on the North side of the property. Prior to the meeting Norman provided a brochure and Websites regarding the Erfgoed Cultivation Floor. The company, from Europe, has been making flood floors using plastic liners and gravel for the past 60 years and have been doing work in North America over the last 5± years. Land Preservation Committee members discussed and asked questions of Norman regarding the impermeable liner, impacts to existing soil, proposed regrading, depth of gravel bed, subsurface plumbing, impacts from heavy rainfall and freezing temperatures, holding tanks and water storage areas, amount of acreage proposed. It was agreed that Norman would contact the Company and get more information so the Committee could continue review regarding whether the proposal was consistent with the Easement.  Amended Site Plan for Tenedios Agricultural Barn (SCTM# 1000-19.-1-1.4) Oct. 7, 2020 referral from Planning Board Melissa gave an overview of the Planning Board’s referral and the Planning Board’s public hearing. The Land Preservation Committee reviewed and discussed the proposed new location for the building to house livestock and store feed, supplies and farm equipment; which was granted conditional approval from the Planning Board in 2019 and not constructed. MOTION made by Sam McCullough, seconded by Anne Murray, that the LPC favors the proposed new location over the location which received conditional Planning Board approval in 2019, and restates that a barn of this size and type for agricultural production purposes is consistent with the terms of the recorded easement. Motion carried: 7/0 Stewardship and Management: None General Land Preservation Items: None Land Preservation Applications & Potential Applications MOTION made by Eric Keil, seconded by Anne Murray, to enter into EXECUTIVE SESSION – Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 7/0 The LPC members entered in EXECUTIVE SESSION at 8:15 p.m. Meeting locked and recording stopped. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Doris McGreevy, seconded by Eric Keil, to end Executive Session.
