Box 1179 ar of Tr stc Southold, New York, 11971 Re: Department of Homeland SecuriWs Plum Island Animal Disease Center-10 Year Maintenance Dredging Permit Application for Plum Island Harbor To whom it may concern, P.W. Grosser Consulting, Inc. (PWGC) has prepared permit application form and supporting documents for maintenance dredging of Plum Island Harbor on behalf of the Department of Homeland Security's (DHS's) Plum Island Animal Disease Center (PIADC). Included in this permit application package are the following: • Town of Southold Wetlands Application • Project Plans, and • Photo Log, The purpose of this project is to allow the continued use of the harbor for passenger and freight ferries essential to the PIADC facility operations. This application is for a 10-year maintenance dredging permit of the harbor and channel. The initial maintenance dredge will include approximately 4,400 cubic yards of material from Plum Island Harbor. The dredge spoils will be placed on Department of Homeland Security's (DHS) property, Pine Point Beach, for beach and dune nourishment. Such activities were previously approved in Tidal Wetlands Permit # 1-4738-01145/00012 issued by NYSDEC. The beneficial reuse as proposed in this permit application will significantly reduce the cost and environmental impact of an alternate disposal at a landfill and will assist the Town's efforts to create a resilient coastline to erosion and sea level rise. As such, DHS respectfully requests an exemption from the Town of Southold fee of $10.00 per cubic yard of proposed dredge spoil to be removed.
