November 17, 2020 Dear Town Trustees, I am writing on behalf of the Southold residents who are listed at the end of this letter to oppose the request made by the Frankola Family Trust (SCTM# 1000-71-1-19) for a 10- year permit to cut back the vegetation in the tidal wetland that is adjacent to their property at 840 Northfield Lane. A photo of their house and the tidal wetland is attached. We oppose this request for several reasons; 1. At the time when the Frankola's originally built their house, we understood that this area was designated a non-disturbance zone. We did not think that permits could be issued for wetlands with that designation. 2. For the sake of the Frankolas and adjacent homeowners, they should be aware that trees and shrubs provide flood mitigation. When tidal wetland vegetation is cut back, standing water is deeper and remains for a longer period of time after storms. This house was built immediately next to tidal wetlands and already has high water flooding into their driveway leading to the garage. You can see on the attached photo that the driveway to the garage is below ground level. We have seen standing water in their driveway many times during heavy rains. There are concerns of flooding to these tidal wetlands due to both storm water runoff and tidal cycle/storm surge. According to Carolyn Sukowski, Water Quality Program Coordinator with Cornell Cooperative Extension of Suffolk County Marine Program, every consideration should be made to preserve the wetlands to prevent flooding. 3. The main plant vegetation that inhabits this property is a native plant called Baccharis halimifolia, commonly called Groundsel. According to Stephen Schott, Marine Botany/Habitat Restoration Specialist for Cornell Cooperative Extension of Suffolk County, this plant species is usually found in salt water wetlands, brackish shores of marshes and estuaries, and the inland shores of coastal barrier islands. Groundsel plants are not invasive. I am not sure if this is a state law or a county law, but wetlands management strategies state that "if Groundsel is killed while cutting it back, the plant should be replaced." It would be difficult to monitor how many of these plants die due to the trimming. 4. By removing plants that are present in wetlands, pesticides, fertilizers, and other environmental threats to the ground water will not be filtered well. 5. The flowers of the Groundsel that are growing in these tidal wetlands produce abundant nectar that attracts various butterflies, including the monarch butterfly. If the plants are cut back, they will not flower. In addition, these dense shrubs also provide food and cover for wildlife. 6. Finally, if the Frankola's are granted this permit, there is no assurance that proper wetland management and Town regulations will be followed. Southold's Bay Constable had the Frankola's build a fence along the edge of the wetlands after they continued to encroach onto the wetlands. They were told that they could not cut back any plant material in the wetlands. Now, they are requesting legal permission to do what they were already told not to do. We oppose this request for a Wetland's Permit and hope that the Southold Trustees will prevent them from cutting back plants in the tidal wetlands.
