Due to public health and safety concerns related to COVID-19, the Public will not be given in-person access. In accordance with the Governor's Executive Order 202.1, said public hearing of the Town Board will be held via videoconferencing, and a transcript will be provided at a later date. The public will have an opportunity to see and hear the meeting live and provide comments virtually. The hearing will be held virtually via ZOOM Webinar. Instructions and link to attend the meeting will be available on the Town's website or by calling the Town Clerk's office at (631)765-1800. A telephone number will also be provided to allow members of the public to attend via telephone. Written comments and/or questions may also be submitted via email to the Town Clerk at elizabeth.neville@town.southold.ny.us. Said comments and/or questions will be considered at the public hearing provided that they are submitted no later than 12:00 P.M. (Prevailing Time) on the day of the public hearing. Pursuant to the requirements of the Executive Order of the Governor of the State of New York, a transcript will be prepared of the public hearing,and a copy shall be filed with the Town Clerk and placed upon the Town's website. The proposed Local Law entitled, "A Local Law in relation to an Amendment to Chapter 260, Vehicles and Traffic, in connection with Traffic and Pedestrian Safety" reads as follows: LOCAL LAW NO. 2020 A Local Law entitled, "A Local Law in relation to an Amendment to Chapter 260,Vehicles and Traffic, in connection with Traffic and Pedestrian Safety". BE IT ENACTED by the Town Board of the Town of Southold as follows: I. Purpose. The purpose of this local law is to improve safety for pedestrians and vehicles, as well as dealing with impacts to the public's health, safety and welfare. II. Chapter 260 of the Code of the Town of Southold is hereby amended as follows: §260-4. Stop intersections with stop signs. At Intersection Location Stop Sign on Direction of Travel With (Hamlet) Oriental Avenue East Montauk Avenue Fishers Island Oriental Avenue West Montauk Avenue Fishers Island III. SEVERABILITY If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any court of competent jurisdiction to be invalid,the judgment shall not affect the validity of this law as a whole or any part thereof other than the part so decided to be unconstitutional or invalid. IV. EFFECTIVE DATE This Local Law shall take effect immediately upon filing with the Secretary of State as provided by law. I do have a notarized affidavit that this hearing was advertised by the Town clerk and on the town clerk's bulletin board. It was advertised in the New London Day, a copy of the ad in the Suffolk Times, also a notarized affidavit. There are several letters in here that are part of the record, looks like they are supporting the request. And I don't see anything else. SUPERVISOR RUSSELL: Before I take public comment, I just want people that are there I am sure,we got so many correspondence and emails that this, that want to comment. I just want to assure you,we got a lot of emails in support of this and not one single email in opposition, so we have a good understanding of what the will of the community on Fishers Island is, I am going to Southold Town Board Public Hearing Amendment to Chapter 260, Stop Signs Fishers Island page 3 ask anybody that would like to speak to please be brief, so everybody has an opportunity to be heard. Would anybody like to comment? REVEREND CANDICE WHITMAN: Good evening,thank you, I will be very brief. I just want to reiterate the support of the community for a stop sign. I am one of the people who submitted a letter of support and I am merely here on behalf of the Island Community Board where I serve as vice-president and year round community. I am the pastor of Union Chapel and I am all for safety on our roads. That is a road where cars pick up a lot of speed and it is a blind intersection, so stop signs would provide a whole lot of security when one enters that intersection. Oriental Avenue is the only avenue that takes us to the east end of the island, so it is a route that has to be traveled. So I very much appreciate this for the safety of our drivers. Thank you. Next up is Dicky Riegel. DICKY RIEGEL: Thank you very much. I am also on the Island Community Board, I am an elected representative from the seasonal population. The Fishers Island community has universal support for this stop sign proposal. This is a potentially dangerous intersection, I can't even understand how we haven't had an accident there. The fact that it has been discussed and proposed at several Island Community Board meetings and has universal support should reflect the island's entire opinion on this. So full support here and thanks very much for hearing our support. MODERATOR: Next up we have George de Menil. GEORGE DE MENIL: Good evening, Supervisor Russell, Town Board members, thank you for this opportunity to speak up in favor of these stop signs. I am also on the Island Community Board and I just would add that this proposal was heard and presented with photographs on November 12 and then it was voted unanimously on May 12, some people have said couldn't you clear some trees and improve the site line, there's a major rise in the terrain and a turn in the road and neither of those situations can be alleviated by clearing, so we very much approve. There are 50 letters as the Supervisor has mentioned in favor of these stop signs. We very much hope the Board will authorize this. Thank you. Because of Covid,I have now become a full-time resident and have enrolled my children in the Fishers Island School. I am writing you to request the immediate installation of two stop signs on Oriental Avenue at the intersection of Montauk Avenue. As a driver on Fishers Island,the intersection of Oriental and Montauk Avenues is particularly dangerous. There's a sharp curve on Oriental Avenue that drivers take at high speed (despite the posted speed limits). Coming from Montauk Avenue,one has limited visibility past the blind curves and it's like playing Russian roulette every time you try and merge with the island's major road: dodging fast oncoming traffic from both directions while trying to avoid hitting the many bicyclists,joggers,etc.,who also use the road. As a parent on Fishers Island,I have no desire to have my children hit by a car at this intersection —which is a major crossing point for all island residents coming from both ends of the"town" and heading to their homes up-island. Covid has significantly impacted all our lives,but I hope the pandemic won't stop the Town of Southold from installing two very necessary stop signs in our humble island town. We write in support of a request for two stop signs on Oriental Avenue. The intersection of Montauk Avenue with Oriental Avenue, at the border between the US Naval Underwater Laboratory and the teeing ground of the Fourth Hole of the Hay Harbor Golf Course, is a hazardous intersection. We drive through that intersection twice every day. Cars driving West cannot see the main stretch of road along the Golf Course, because the road turns and rises at that point, and the view is blocked by terrain. The same turn and same terrain block the view of cars driving to the East. Many drivers, ourselves included, have experienced close calls approaching that intersection . We have personally been told of an incident where a driver going West was forced off the road in order to avoid an on-coming truck and young bicyclists. When the Recreational Path is built, it will attenuate that hazard. But for now two stop signs, one going East 1 j" and the other going West, are needed. They will continue to be needed once the Recreational Path has been built, to protect a necessary bicycle crossing at exactly that location. Please approve these two stop signs. This year in particular we have seen more cars, people on bicycles, scooters, runners and walkers. While we are immensely fortunate to enjoy these activities, vehicular and pedestrian safety at a number of road intersections has become a concern as usage increases. Of particular concern is the intersection of Montauk and Oriental where visibility is partially obstructed when one wishes to turn off of Montauk onto Oriental going either east or west. This partially blind spot is even more hazardous since the Recreation Path extension is not yet built so bikers and pedestrians share the road with cars and trucks, contributing to driver distractions at an already tricky intersection. Therefore, I support the initiative to add stop signs on Oriental Avenue at this intersection and/or any other traffic calming measures that would reduce the likelihood of an accident. We are about to undertake an extension of our existing recreation path which ends up exactly where the stop sign should be put,but even if we weren't extending the path they are necessary now. Many times I have driven at that location to make a left and not been able to see cars or people or people on bikes coming. When coming to the intersection from Montauk, the visibility of oncoming traffic in either direction on Oriental is extremely poor, not just because of vegetation, but due to the bend in the road. The danger is exacerbated by how fast cars drive on that part of Oriental when they come from the green or the gatehouse. There is nothing to check their speed. The two stop signs would have a strong traffic calming effect, and provide assurance that that intersection can be entered and a turn made without serious risk. In addition, I often take early morning walks on a nearby portion of Oriental. I have witnessed cars driving much too fast down this stretch along the Hay Harbor golf course. I have also observed that it is easier for them to see a pedestrian from a distance than a car coming up the incline on Montauk until it is attempting a turn. Of course, speeding traffic is the case in many places on Long Island -- but there is on Fishers the added factor of having to make a ferry. I have noticed many a driver grow impatient a few minutes before the reservation cut off and hit the accelerator.
