Present were: Peter Young, Chairman John Stein, Member Caroline Burghardt, Member Peter Meeker, Member Carol Brown, Member John Chandler, Member James Dinizio, Jr., Town Board Liaison Lauren Standish, Secretary CALL TO ORDER Chairman Peter Young called the meeting to order at 4:35PM. CHAIRMAN'S ANNOUNCEMENTS REPORTS CLIMATE SMART COMMUNITIES PROGRAM Peter Meeker will continue to collect pledge elements and should be able to complete the initial phase by the end of the year. He asked the council members for their input on an educational campaign. It was suggested that he reach out to green groups that have shared their interest in CSC. Peter Young asked Peter Meeker to send an e-mail to the council members with thoughts on moving this along. 2 Councilman Dinizio asked Peter Meeker to send him a status report by Mon., September 14th for a work session appointment with the town board. Peter Meeker met with Councilwoman Nappa earlier in the year and left her with the pledge elements but hasn't heard back from her. Councilman Dinizio requested the pledge elements be included in the report for the Town Board. APPROVAL OF MINUTES Moved by Carol Brown, seconded by John Stein to Approve the Minutes of August 12, 2020. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Carol Brown, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of JULIA ERLICH & DENIS MAKSYMOWICZ to construct 117' of 1.5 to 3 ton rock and coirlog revetment. Reconstruct existing lower platform and stairway to beach, in-place. Recontour 100' of top edge of bluff and construct new berm. Install jute matting and terracing boards in eroded areas down bluff. Place fill from recontoured areas as backfill behind terracing boards. Revegetate slope with native plantings. Located: 1435 Demarest Rd., Orient. The CAC recommends a 10'-15' non-turf buffer with native vegetation along the terraced areas landward of the top of the bluff. Construct new 5'X 4' access platform at top of the bluff, 3' wide stairway down bank with an 8'X 10' middle deck in- place. Construct new 6'X 16' lower platform at bulkhead. The CAC requests a review of the LWRP report and a determination from FEMA as to whether they will require a raised elevation. In addition, the applicant seeks a permit for the pre-existing residence, porches, deck, "L" shaped masonry retaining wall, parking area, gravel on asphalt driveway drained to drywells. On the basement level on the north side, adjacent to the existing garage and proposed addition are located HVAC condenser units enclosed by a low fence, and an unenclosed outdoor shower. Altogether, the principal structure with porches hereby applied for, and the accessory 760 sf. swimming pool and 83 sf. cabana on the bay side of the residence total 5,017 sf., or 12.8% lot coverage. 7 Located: 5800 Vanston Rd., Cutchogue. The CAC is also concerned about the distance out into the channel and whether it will impede navigation.
