HomeMy WebLinkAbout08/18/2020 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, August 18, 2020 Southold Town Zoom Video Webinar Work Session Began: 3:00pm  AW Frame LLC, Represented by Architect Daniel Dado. Proposed additions/alterations @ 640 Skippers Lane Navy Street, Orient, NY SCTM# 1000-24.-1-10 - Proposal includes a pool, pool house, tennis court and fencing. - Architect will be repeating finials, gable, Connecticut field stone, cedar and brick chimney details found in existing home. - Solid western cedar 4 ft. privacy gate with a natural wood arbor and continuous green wire fencing that will increase to 6 feet where permitted. - Commissioners recommended to reduce the scale of the round “ship port hole” window on the pool house. - Commissioners commented that the front window panels of the pool house are not characteristic of the orient historic district. - Commissioners and applicant agree to schedule a public hearing for September 1st, 2020 meeting.  Weinraub/Duffey: Represented by Architect Peter Marren. Proposed additions/alterations @ 1125 Navy Street, Orient, NY SCTM# 1000-25.-3-5 - Proposal of a 7 ft rear addition with rear deck and entire house will be reclad with wester cedar shakes in-kind. - Roof pitch will have a double gable and front entry elevation will be increased. - Windows and doors will be constructed by Norwood and 400 series Anderson windows. - Commissioners recommend Anderson A Series windows instead of the 400 series. - Commissioners express sympathy to family for the unfortunate water damage to the house. - Commissioners and applicant agree to schedule a public hearing for st September 1, 2020 meeting. 1  Bertault: Represented by Architect Gary O’Connor. Proposed additions/alterations @ 95 Navy, Orient, NY SCTM# 1000-26.-1-12.2 - Proposal of alterations of additions continued from last work session to include wrap around porch, kitchen alteration and rear addition of a “summer room” with copula. - Gary O’Connor provided several local comparables. - The proposal increases the current home by approximately 866 square feet. - Commissioners feel the summer room and copula design does not fit into the street scape of the community. Specifically, that the height and scale of the copula should be subservient to the existing home. - Proposal includes converting the barn to an accessary apartment. - Commissioners stated that the original certificate of appropriateness allowed the structure to be relocated as is to be used as storage. The Commissioners feel that the issue of usage of the barn as an accessory apartment needs to have ZBA approval before the Historic Preservation Commission decides on its façade. - Commissioners and applicant agree to schedule a public hearing for st September 1, 2020 meeting. 2 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, August 18, 2020 Southold Town Zoom Video Webinar - Regular Meeting Called to Order: 4:36 pm Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Joe McCarthy and Mariella Ostroski Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer. Quorum present. Pledge of Allegiance Approval of Minutes: Approval of August 4, 2020 zoom commission meeting. Motion to approve minutes by Commissioner Harper, 2nd by Commissioner Ostroski, AYES: Webb, Surchin, Harper, McCarthy and Ostroski. Motion approved Budget/ YTD Expense Report  No substantial changes Public Hearing: 4:46 pm: Robert & Catherine Harper: Proposed fence @ 2600 New Suffolk Avenue, Mattituck, NY, SCTM# 1000-  Scope of work which included the installation of approximately 90 feet of a restored Victorian cast iron that matches the time line of the Harpers home.  Fence will be installed according to Southold Town Code. Motion to issue a Certificate of Appropriateness for the installation of a fence along nd 2600 New Suffolk Avenue as applied for, by Commissioner McCarthy, 2 by Commissioner Ostroski, AYES: Webb, Surchin, McCarthy, Ostroski. Motion approved 3 4:56 pm: Timothy Frost: Proposed pool, pool house and garage @ 1995 Village Lane, Orient, NY, SCTM# 1000-25.-3-12.1  Represented by Architect Kevin Perry.  Pool house will have true divided light windows to remain two over one opposed to suggested two over two lower windows.  Public commented that proposed location of pool/fence be moved further away from the property line.  Proposal requires Zoning Board of Appeals approval. Motion to issue a Certificate of Appropriateness for the proposed pool, pool house and garage @ 1995 Village Lane, Orient as presented and applied for by, Commissioner Harper, 2nd by Commissioner Surchin, AYES: Webb, Surchin, Harper, McCarthy and Ostroski. Motion approved Old Business: 1. Brass Plaques for landmarked homes. Motion to purchase six (6) brass plaques from Erie Landmark Company @ nd $216 per plaque with a $62 one time design fee, by Commissioner Harper, 2 by Commissioner Surchin. AYES: Webb, Surchin, Harper, McCarthy and Ostroski Motion approved 2. Anne Surchin has emailed one of the future recipient of a HPC award; no progress just yet. 3. Working on better ways to notify the public of what is being proposed to the HPC. Commissioners suggested implementing some type of mailing system to notify neighbors. This would require a code change. -Public commented that the NY State Historic Laws may allow the local historic preservation commissions to have greater jurisdiction. -Town Attorney will follow up on public comment about state laws. 4. Previous established code change to 170 to have jurisdiction over new construction on a site previously occupied by a landmark designated as “historic” will be presented to the Town Board on August 25, 2020 to establish a public hearing. 4 New Business: 1. To seek out newly needed Commission Members, Commissioners suggested contacting members from local Historic Societies and local members of the Peconic Chapter of the American Institute of Architects. nd Motion to enter into Executive Session at 6:06 pm, by Commissioner McCarthy, 2 by Commissioner Surchin. AYES: Webb, Surchin, Harper, McCarthy and Ostroski.
