HomeMy WebLinkAbout08/04/2020 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, August 4, 2020 Southold Town Zoom Video Webinar Work Session Began: 4:00pm Pre-submission conferences:  Vincent Bertault, Represented by Architect Gary O’Connor. Proposed alterations @ 95 Navy Street, Orient, NY SCTM# 1000-26.-1-12.2 - Proposal includes applying to the ZBA to create an accessory apartment in the barn and making substantial improvements to the existing cottage. - Current house is at 6.5 ft flood elevation and needs to be at the 8 ft elevation. - Commissioners commented that the scale of the work is quite large in relation to the original size of the building. - Commissioners requested a “street scape” to be presented at the next pre- submission conference. - Commissioners commented that the new proposal lacks historical characteristics. - Commissioners and applicant agree to schedule a second pre-submission th conference at the August 18, 2020 work session.  Catherine Harper: Proposed fence @ 2600 New Suffolk Avenue, Mattituck, NY, SCTM# 1000-115.-9-3. -Proposal is to install a 90 ft. salvaged, vintage, Victorian fence that dates back to 1870-1890, which matches the timeline and style of the Harper’s home. -Fence will be installed according to Southold Town Building Code by a local builder along New Suffolk Avenue. -Commissioners and Catherine Harper agree that the proposal be scheduled for a public hearing at next available meeting. 1 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, August 4, 2020 Southold Town Zoom Video Webinar - Regular Meeting Called to Order: 4:30pm Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Joe McCarthy and Mariella Ostroski Also present: Town Attorney Damon Hagan and Administrative Assistant Tracey Dwyer. Quorum present. Pledge of Allegiance st Approval of Minutes: Approval of July 21, 2020 commission zoom webinar. Motion to approve minutes by Commissioner McCarthy, 2nd by Commissioner Harper, AYES: Webb, Surchin, Harper, McCarthy and Ostroski. Motion approved Comments from Chairman Webb: • In an effort to help the community move forward on projects the Commission will continue to meet on a two-week basis. Budget/ YTD Expense Report:  Annual budget request was submitted to the accounting department with minor modifications. Public Hearing: Timothy Frost: Proposed pool, pool house and garage @ 1995 Village Lane, Orient, NY, SCTM# 1000-25.-3-12.1  Represented by Architect Kevin Perry.  Commissioners recommended an alternative design for the pool house window layout. Suggested two over two lower windows. /Harper  Public requested pool fence details.  Public thanked Mr. Frost that the proposal is honoring the Woodward/Burkes entrance into the lot. 2 th Motion to keep hearing open to be continued on August 18, 2020 due to technical th difficulties including power outages from August 4, 2020 storm by Commissioner Harper, 2nd by Commissioner Surchin, AYES: Webb, Surchin, Harper, McCarthy and Ostroski. Motion approved Administrative Permit Request: Jeff Shayne: Alterations to an existing structure @ 845 Orchard Street, Orient, NY, SCTM# 1000-25.-2-17.3  Mr. Shayne did not think the work being done at 845 Orchard Street required Historic Preservation Commission review and consequently received a “stop work order”.  Commissioners unanimously agree that project requires a public hearing to obtain a certificate of appropriateness.  A pre-submission conference will be scheduled at a future meeting. Old Business: 1. Administrative Assistant will be setting up an interview with a possible candidate interested in becoming a Historic Preservation Commissioner. /Webb/Surchin 2. Anne Surchin is preparing information about a home to be a future recipient of a HPC award. 3. Commissioners agreed to purchase Brass plaques. Commissioner Ostroski has request a sample plaque for viewing. /Ostoski/McCarthy nd Motion to enter into Executive Session at 6:05 pm, by Commissioner Harper, 2 by Commissioner McCarthy. AYES: Webb, Surchin, Harper, McCarthy and Ostroski. Motion approved Exit Executive Session and Retuned to regular meeting at 6:30 pm. Motion to adjourn regular meeting by Commissioner Harper, 2nd by, Commissioner McCarthy. AYES: Surchin, Harper, McCarthy, and Ostroski. Motion Approved Meeting Adjourned: 6:32 pm.
