Regular Meeting Called to Order: 4:00pm
Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Joe McCarthy and
Mariella Ostroski
Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer.

Approval of Minutes: Approval of February 18th, 2020 commission meeting.
Motion to approve minutes by Commissioner McCarthy, 2nd by Commissioner Harper,

Comments from Chairman Webb
• In an effort to accommodate those applicants who applied earlier in the year, we will
be increasing the amount of meetings we have monthly.
Budget/ YTD Expense Report
Commission will submit Annual budget request needs to be submitted to the

Accounting department by August 12.
Motion to submit the same total amount budget request as 2020 with on budget modification
to increase the amount allotted to legal notice publications, by Commissioner McCarthy, 2nd
by Commissioner Harper

Administrative Permit Request
1. Ann Ffolliott, Represented by Frederick Weber @510 Oyster Ponds Lane, Orient, NY
a) Proposed additions and alterations to an existing single family dwelling and
move an existing accessory garage as applied for. In addition, the proposed
construction requires Zoning Board of Appeals approval alterations to existing
single family dwelling as applied for.

b) Findings: The project meets all the requirements for issuance of an
Administrative Permit as described in the application received on May 29, 2019.
Motion to approve the request for an Administrative Permit as applied for in conjunction
with the Town Attorney’s office resolving the properties placement on the Southold Town

landmarks registry by Commissioner McCarthy, 2 by Commissioner Harper.
AYES: Webb, Surchin, Harper, McCarthy and Ostroski.

2. Laura Flavin withdrew the request for an administrative permit for windows.
a) Commissioners determined that a change in the manufacturer of the windows or
any other changes in the HPC approved plans will require an administrative
permit.
b) Any concerns will be discussed in August 4, 2020 meeting.
New Business:
1. Chairman Webb & Commissioner Surchin did a site inspection
at 700 King St, Orient (Wibel residence).
It was recommended by the Commissioners to install the vent in a flue liner that runs
up the chimney. The present project of installing an exterior vent for a new boiler
does not require action at this time.
2. Request by Robert Hanlon & Jessica Frankel @ 28775 Main Road, Orient, NY to
landmark their home.
a) Commissioners determined that the home is appropriate to be added to the Town
of Southold Landmarks Registry.
Motion to approve the Hanlon/Frankel house @ 28775 Main Road, Orient, NY be submitted to
the Town Board for approval of being added to the Historical Landmarks Registry by

Motion approved (documents attached as addendum to July 21, 2020 minutes).
3. Commissioners agree to meet August 4, 2020 in addition to our regular scheduled
meetings on the third Tuesday of the month.
4. Recognition of Landmarked Awards.
a) Discussion of issuing a community appreciation award to owners whose homes
are not necessarily in historic districts to commend them on the restoration work
they have done to their homes. /Harper.
b) All members agreed that Commissioners should focus on completing the work
needed to awarding one home in the Historic district a Landmarks Recognition
Award in the near future. /Surchin.

RE: Proposed Addition to Town Landmarks Registry
We are pleased to submit a request, per Southold Town Code 170, to grant Landmark Status to
the Historic Home of Robert Hanlon & Jessica Frankel at 28775 Route 25, Orient, NY 11957,
and that it be added to the Southold Town Registry of Historic Landmarks List.
On July 2nd, Commissioners Webb and Harper visited the home and submitted a detailed report
of findings to the full commission. Piecing together all the clues and the owner’s information, it
appears that the house was originally built in the 1860’s or ’70’s and updated and substantially
expanded later. The home is beautifully maintained and retains most of the detail from the re-
model in approximately 1905.
The grounds consist of two acres with specimen trees including a massive tulip tree in front and
an equally massive beech tree on the eastern side. According to Mr. Hanlon, the house was
originally a farm house for George Young and his family. The land behind the house has been
broken up and developed; however the newer homes are not visible from the Main Road and do
not in any way detract from the street view.
This is a fine example of a mid 19th century farmhouse updated in the early 20th century to the
then current style. As such, it is worthy of landmark status and the protections that entails.

The Historic Preservation Commission further requests to be placed on the next town board
meeting agenda in order to have this proposal approved according to chapter 170 of Southold
Town Code.
