HomeMy WebLinkAbout02/18/2020 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, February 18, 2020 Southold Town Hall Annex Executive Board Room Work Session Called to Order: 3:00pm Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy and Mariella Ostroski Also present: Town Historian Amy Folk and Administrative Assistant Tracey Dwyer. 3:05 pm: Pre submission conference Timothy Frost of 1995 Village Lane, Orient SCTM# 1000- Proposal to construct an in-ground swimming pool, pool house and accessory garage. Commissioners Comments -Provide a street view of project. -Provide manufacturers specifications for windows. th -Schedule a Public Hearing for March 17, 2020. - Regular Meeting Called to Order: 4:00 pm Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy and Mariella Ostroski Also present: Town Historian Amy Folk and Administrative Assistant Tracey Dwyer. Quorum present. Pledge of Allegiance. Approval of Minutes: Approval of January 21, 2020 meeting minutes. Motion to approve amended January minutes by Commissioner Ostroski, 2nd by Commissioner Harper, AYES: Webb, Surchin, Harper, Garretson, McCarthy and Ostroski. Comments from Chairman Webb • Chairman has been asked to speak to the Greenport Rotary Club on Tuesday, th February 25, 2020. Requested Commissioners to attend. Budget/ YTD Expense Report • Chairman Webb and Commissioners reviewed HPC budget. - Agreed to purchase additional Landmarks plaques. Unfinished Business 1. Completion of the Manual Update/ Surchin -Set a target date of completion for the April meeting. 2. Recognition of Landmarked Awards/ Garretson -Commission is going to gather information to present a Restoration Award to Victorian Seasons LLC @ 8485 Main Road, East Marion to town board for approval. -Commissioner Ostroski will take on the responsibility of public relations for the award presentation. 3. Progress of Local Law 170 revising committee/ Webb & Harper -Webb & Harper are going to present revision information to Supervisor Russell th on February 25, 2020 and solidify a date to present information to the town board. -Presentation will focus on the lack of HPC review on new construction and lack of HPC review of non-contributing properties within the historic district. New Business: 1. Review application for a sign permit for by the American Legion @ 51655 Main Road, Southold, NY, which has received a disapproval. /administrative assistant 2. Discussion of Mattituck Historic Society. /Harper -The four top board members are resigning and the Society may go under. -Harper brought awareness to the situation asking that the Commissioners get involve to help prevent the termination of the Society. -Suggested to increase the public awareness /Webb 3. Chairman Webb suggested that Commission members attend a public forum on th “Big houses” hosted by Southold Town on Monday, March 30, 2020. 4. Commissioner Ostroski presented some possible education seminar options. -National alliance of Preservation Commissions CAMP. -Traditional building conferences online credits. -Commissioner may attend 2020 New York Statewide Preservation Conference In Syracuse NY./Surchin 5:05 pm -Motion to adjourn regular meeting by McCarthy, 2nd by, Garretson, AYES: Webb, Surchin, Harper, McCarthy, Garretson and Ostroski.
