Wick_ham Park is an area that includes many year-round homes within the $15,000 to $35,000 and up classification. Since 1958 when the new zoning ordinance was made law, appeals against increased tax assessments have been denied. We are told "A" Zoning is for our benefit. The ordinance was instituted, we are told in the Preamble, for the purpose of "Restrict- ing the density of population --- to promote the health, safety, and general welfare of the Town of Southold --- to promote the conservation of property values." What happens to these admirable goals when individual building permit applications are bein~ considered? We in Wickham Park have been asking, "How can the Town grant a permit for another building on this over-crowded scrap of land in our area - and further, how can they permit a house on eight foot high stilts to go up in a supposedly "A" residential zone? And more specifically, by what Justification can land to which the right for use as a private beach, parking area or right of way have been deeded to others, be used to satisfy the Building Department's area, side or front yard requirements toward the granting of a building permit? Especially so, in an already over-crowded area which already has three dwellings on it. This fourth dwelling will result in four dwellings being crowded in an area which should have no more than two. It is significant that the Building Department would not g~ant a variance on the lot's own merits; two requests for a variance were denied. The maneuvers used to circumvent the Zoning 0~d~nance are devious, question able, but actually unimportant. The facts remain the same: 1. The right to build approximately the same house on practicall the same plot w~s twice refused a variance. 2. Permission to build was granted, however, when land to which deeded rights (to use as a private beach, parking lot, or a right of way) was added. If our Town officials are so inclined to look at what is going on at the Foot of Bay Shore Road and Island View Lane, we think they might reconsider whether our zoning laws are bA~ng used to "restrict the density of pupulati --- promote the health, safety, and general welfare of the Town, --- promote the conservation of property values." In this year 1962, the City of New York is m~klng every effort to ellmlnat. the waterfront stilt monstrosities that grew up in the Rockaways, Coney Island, Broad Channel, etc. In 1962 Southold Township is turning its back on its forward Zoning plan, and fostering waterfront slum sights instead. What lack of civic pride and Justice can prompt suc~strenu~us efforts to evade the letter of the zoning law, especially whe~rogressive and noble intent of the zoning laws is, as a result, being so 'obviously and flagrant ly abused~ ! The work covered by this application may not be commenced before issuance of Building Permit. d.
