The dock would be reconstructed in the same location with the same dimensions and configuration, with the only change being the use of open-grate decking for the 115 if fixed timber catwalk. The dock would thus continue to be situated between and within the pier line of the adjacent docks to the east and west and would remain compliant in all other ways with the"construction and operation standards"for docks set forth by Town Code Section 275-11(C)(1). The reconstructed dock will thus create the net benefit of replacing treated decking with untreated,light-penetrating decking that will enhance the viability of the marsh grass growing beneath it without otherwise changing the historically existing conditions, creating a"fragmentation of ecological communities" along the developed shoreline,or causing the physical loss, degradation,or functional loss of ecological components of the adjacent vegetated tidal wetlands or surface waters of Haywaters Cove. 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ® Yes ❑ No ❑ Not Applicable To the extent that it is applicable, the project is consistent with Policy 5 because the catwalk will be reconstructed with untreated, light-penetrating,open-grate decking in place of the exiting treated wood decking. Attach additional sheets if necessary Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III - Policies; Pages 22 through 32 for evaluation criteria. ®Yes ❑ No ❑ Not Applicable The project consists of the in-place replacement of an existing dock that pre-dates 1984,which was formally recognized by the Southold Trustees pursuant to Permit No 1872,issued on August 31,1984 The dock would be reconstructed in the same location with the same dimensions and configuration, with the only change being the use of open-grate decking for the 115 if fixed timber catwalk The dock would thus continue to be situated between and within the pier line of the adjacent docks to the east and west and would remain compliant in all other ways with the "construction and operation standards"for docks set forth by Town Code Section 275-11(C)(1) The reconstructed dock will thus create the net benefit of replacing treated decking with untreated, light-penetrating decking that will enhance the viability of the marsh grass growing beneath it without otherwise changing the historically existing conditions, creating a"fragmentation of ecological communities"along the developed shoreline,or causing the physical loss, degradation,or functional loss of ecological components of the adjacent vegetated tidal wetlands or surface waters of Haywaters Cove The project is therefore consistent with Policy 6 Attach additional sheets if necessary Policy 7. Protect and improve air quality in the Town of Southold. See LWRP Section III - Policies Pages 32 through 34 for evaluation criteria. ❑ Yes [—] No® Not Applicable Attach additional sheets if necessary Policy 8. Provide for public access to, and recreational use of, coastal waters, public lands, and public resources of the Town of Southold. See LWRP Section III - Policies; Pages 38 through 46 for evaluation criteria. ® Yes ❑ No❑ Not Applicable The reconstucted dock would remain in the same location and configuration as the existing,pre-1984 dock structure and thus continue to be situated between and within the pier line of the adjacent docks to the east and west. Public pedestrian pass and repass is not accommodated along the subject shoreline due to the presence of the soft soils and tidal marsh vegetation, but access around the upland end of the dock is provided by Fishermans Beach Road. Therefore, consistent with Policy 9,the project would cause no adverse impacts on existing or potential navigational conditions or otherwise affect the public and recreational use of Haywaters Cove.
